At the time that Louis Galambos published The Public Image of Big Business in America in 1975, America had matured into a bureaucratic state. The expression of the military-industrial complex and big business grew so pervasive that the postwar United States was defined in large part by its citizens' participation in large-scale organizational structures. Noticing this development, Galambos maintains that the "single most significant phenomenon in modern American history is the emergence of giant, complex organizations." Today, bureaucratic organizations influence the day-to-day lives of most Americans—they gather taxes, regulate businesses, provide services, administer welfare, provide education, and on and on. These organizations are defined by their hierarchical structure in which the power of decision-making is allotted according to abstract rules that create impersonal scenarios. Bureaucracies have developed as a result of technological changes in the second half of the nineteenth century. Based on the premise that these structures had a stronger influence on modern America than any other single phenomenon, this book explores the public's response to the growth of the power and influence of bureaucracy from the years 1880 through 1930. What results is an examination of the social perception of bureaucracy and the development of bureaucratic culture.

The conference endeavored to bring together re searchers in a field where, paradoxically, the underlying phenomena studied are increasingly coordinated and internationalized, yet the observers remain pre dominantly isolated. Only rarely do they resort to comparisons between coun tries, and still less frequently to an analysis from a transnational outlook. As the contributions to this collection demonstrate, it has become clearer and clearer that -whether or not as a result of a random process, or of technological conditions, or of deliberate enterprise strategy - the determinants of market structures and their changes as time passes, have created fundamentally similar effects in different countries, resulting in industrial structures of the same kind. Thus, the largest firms and plants are found in the same sectors, and the most concentrated industries are more or less the same from one country to the other. The studies of Prais, Reid, Jacquemin & Phlips and Linda likewise show that a broad trend toward concentration has been manifest.

To the extent that this process is an economic one, it must also be subject to political decisions, and these determine which ideas are to have resources made available for their in novation. This book attempts to trace the relationship between ideas, resources and politics. Chapter I deals with the way economic innovation depends both upon markets and upon interference with markets. Schumpeter taught us how market power is essential for innovation. This chapter stresses that the inverse is also true: Innovation can take place wherever there is market power. A most important corollary of this, is that failure to develop any particular type of market power, need not prevent innovation from happening. It will then take place under the protection of whatever market power there is, and it will be geographically located wherever that market power is effective. Chapter II identifies and seeks to fill a major gap in the literature on innova tion, by showing how important modern marketing has become for providing the conditions under which money may be rationally invested at high risk to get new things done. Marketing monopoly, or Persuasive market power, is now at least as important as the market power of Capability, or as the several types of Specific market power, in interference with market forces. It is therefore equally important for innovation.
