Book excerpt: This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.
Book Synopsis Big Promises, Small Government by : George M. Abbott
Download or read book Big Promises, Small Government written by George M. Abbott and published by UBC Press. This book was released on 2020-09-01 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: When Gordon Campbell’s Liberal government won a massive majority in British Columbia in 2001, the premier immediately fulfilled his pledge to cut personal income taxes. Big Promises, Small Government reveals the consequences of dramatic tax policy changes on social programs. Campbell expected lower taxes to spur investment and growth. Instead, cutting taxes, while exempting health and education, left smaller ministries scrambling to absorb the cuts to maintain a balanced budget, with disastrous effects. This insider recounting of the real-world genesis, implementation, and consequences of a tax policy offers vital lessons to future governments and insight into the role of taxes in society.
Book Synopsis Tax Expenditure Reporting and Its Use in Fiscal Management by : International Monetary Fund. Fiscal Affairs Dept.
Download or read book Tax Expenditure Reporting and Its Use in Fiscal Management written by International Monetary Fund. Fiscal Affairs Dept. and published by International Monetary Fund. This book was released on 2019-03-27 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: This note aims to inform governments on how to account for tax expenditures and use that information in fiscal management. The emphasis is on developing and emerging market economies, where the use of such accounts is in its infancy because of data constraints, insufficient human and financial resources, and weak fiscal institutions. Most developing economies, more-over, do not have tax policy units in their Ministry of Finance to provide analytical support to the govern¬ment and legislature that integrates all revenue policy aspects. As a result, the tax policy framework can be fragmented: line ministries compete in the provision of sectoral tax incentives, but do not report on their cost. The note is organized as follows. The second section outlines the role that tax expenditure measurement and reporting can play in fiscal management. The third section provides a step-by-step approach on how tax expenditure accounts can be built, with emphasis on data, methods and models, and institutional requirements. The section is concerned primarily with the direct cost of tax expenditures—that is, the revenue forgone because of them. It does not deal with their indirect costs, which could include economic efficiency losses and additional tax administration resources, and it does not address assessment of the benefits of tax expenditures. The fourth summarizes the current sta¬tus of tax expenditure reporting in developing econo¬mies, with some reference to advanced economies. The last section concludes.

Book Synopsis Financing Metropolitan Governments in Developing Countries by : Roy W. Bahl
Download or read book Financing Metropolitan Governments in Developing Countries written by Roy W. Bahl and published by Lincoln Inst of Land Policy. This book was released on 2013 with total page 430 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.
Book Synopsis Money Laundering and Illicit Financial Flows by : John a Cassara
Download or read book Money Laundering and Illicit Financial Flows written by John a Cassara and published by . This book was released on 2020-05-15 with total page 372 pages. Available in PDF, EPUB and Kindle. Book excerpt: Outside of crimes of passion, criminals, criminal organizations, kleptocrats, and some businesses and corporations are motivated by greed. In today's increasingly interconnected world, the criminal manifestations of unchecked avarice impact all of us - politically, socially, economically, and culturally. Transnational crime effects our individual and collective security. The magnitude of crime is measured in the multi-trillions of dollars annually. Laundering or hiding and disguising the proceeds of crime is essential for criminal organizations. Unfortunately, the last thirty years have demonstrated that our anti-money laundering (AML) countermeasures are not effective. Examining the "metrics that matter," we are a "decimal point away from total failure." The outlook going forward is not promising. Money Laundering and Illicit Financial Flows - Following the Money and Value Trails is the first book to take a hard look at our AML track record. Written primarily from a law enforcement perspective, the book examines old and new money laundering methodologies. It exposes threats, enablers, and facilitators. Making the case for an AML paradigm shift, the book offers alternative steps forward. Combining facts, straight-forward explanations, case studies, as well as the author's personal experiences, views and commentary, this book is valuable to the public and private sectors, policy makers, as well as students and concerned citizens. As a former Treasury Special Agent, John Cassara has investigated and studied money laundering for over 30 years. Equally at home in back streets or government bureaucracies, he has a unique perspective and offers an insider's knowledge. He delights in telling it as it is. The author of five books and countless articles on money laundering and threat finance, Cassara continues to surface important issues that deserve our attention.
