Book excerpt: In West and Central Africa, the CFA currency zone also acts as the linchpin of UEMOA and CEMAC, both established in the wake of the January 1994 devaluation of the CFA. [...] The agreement preserved the customs union while asserting new developmental ambitions through the establishment of infant industries protection to the benefi t of the BLS and a substantial increase in their share of the customs revenue pool. [...] They secured a substantial increase of the revenues of the BLS through the addition to the formula of a compensation factor of 42 percent that was rationalised 144 Monitoring Regional Integration in Southern Africa as a "surcharge ...intended to compensate member countries for alleged disadvantages resulting from the price raising effects of the RSA's [Republic of South Africa's] import control me. Book excerpt: This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

Book excerpt: Space has been reintroduced as an analytical category to the humanities and social sciences in the early 1990s. African Studies is one of the fields of knowledge production where the so-called spatial turn has proved to be extremely fruitful. The continent provides ample evidence for complex processes of deterritorialisation (migration, globalisation, sub-nationalisms) and reterritorialisation (new regionalisms, processes of bordering, etc.). These dialectical processes are driven by a variety of actors: political elites, multinational companies, warlords, donor governments, local traders, international NGOs, etc. As a result substantial parts of Africa witness the emergence of new regimes of territoriality: re-ordered states, transnational and sub-national entities, new localities and transborder formations. This volume brings together contributions from anthropology, history, geography and political science.

Book excerpt: Interrogating the notion of developmental regionalism as applies to Southern Africa, this volume explores the policy options and interventions necessary to ensure a peaceful and stable regional development process. With a focus on the Southern African Development Community (SADC), the contributions explore how regional institutions such as this can be drivers of developmental regionalism. Institutional architecture, along with key policy priorities, and implementation strategies in areas such as trade, industry, agriculture, private sector development and conflict management are analysed, and the ramifications of regional interventions for peace building and regional security in post-conflict Southern African countries are explored. Drawing on this analysis the book proffers key policy options and strategies for how developmental regionalism can be both consummated and sustained, ultimately driving economic transformation. Illustrating to policymakers, scholars and development practitioners how regional institutions can be engines or facilitators of regional development, the book will be of interest to researchers in a broad range of areas including development studies, public policy and African studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates civil society regionalization in Southern Africa. The point of departure is the study of 'new regionalism', which refers to the wave of regional integration globally since the 1980s. However, whilst the current regionalism studies undoubtedly contributes to a deeper understanding of regional processes, important gaps remain, in particular the relatively scant emphasis given to civil society. This particularly relates to regions in the global South, including Southern Africa. The overarching aim of this book is therefore to analyse the dynamics of civil society regionalization in Southern Africa, both empirically and from a theoretical perspective, through analysing the cases of trade and HIV/AIDS. The study finds that CSOs can be more active in regional governance than has previously been conceptualized and are also highly active in terms of constructing regionalization through framing issues and, to a less extent, making identities 'regional'. Furthermore, the book enhances knowledge of the heterogeneous nature of civil society regionalization. Lastly, it is demonstrated that 'going regional' is only partly an autonomous process and also has to be understood as under the influence of the deeper statist and capitalist social structures marking the regional order in Southern Africa.

Book excerpt: On 3 and 4 September 2007, the Institute for Global Dialogue (IGD) and the Friedrich Ebert-Stiftung (FES) jointly hosted the fourth Southern African Forum on Trade (SAFT) on the theme of 'Revisiting regionalism in Southern Africa.' Like its predecessors, the fourth SAFT provided a platform for critical debate and reflection on trade-related matters, bringing together from the region academics, activists, policy-makers, and senior officials working in the field. This latest meeting of the SAFT was aimed at revisiting the approach to regional economic integration adopted by the Southern African Development Community (SADC) from both a normative and an empirical perspective. One objective was to provide a basis from which to assess the current trajectory of regional integration and co-operation in SADC beyond the milestones for deeper integration set by SADC itself. This was done by taking a step back, and having a fresh look at different models of regionalism with regard to their respective potential in meeting the socio-economic and political development challenges of Southern Africa.

Available in PDF, EPUB and Kindle. Book excerpt: Exploring the formation, evolution and effectiveness of the regional security arrangements of the Southern African Development Community (SADC), Nathan examines a number of vital and troubling questions: ∗ why has SADC struggled to establish a viable security regime? ∗ why has it been unable to engage in successful peacemaking?, and ∗ why has it defied the optimistic prognosis in the early 1990s that it would build a security community in Southern Africa? He argues that the answers to these questions lie in the absence of common values among member states, the weakness of these states and their unwillingness to surrender sovereignty to the regional organization. Paradoxically, the challenge of building a co-operative security regime lies more at the national level than at the regional level. The author's perspective is based on a unique mix of insider access, analytical rigour and accessible theory.
