In Chapter 1, "Nature and Uses of Educational Indicators," it considers the role of indicators in this process. A number of approaches to assessing learning outcomes in developed and developing countries are described, and systems of comparative international assessment are reviewed in chapter 2, "National and International Assessments." The question of whether existing information from public examination results can be used to provide information on learning outcomes for an education system is answered in the negative in chapter 3, "National Assessment and Public Examinations." chapter 4, "Components of a National Assessment," reviews the stages of a national assessment, and chapter 5, "Pitfalls of National Assessment: A Case Study," presents a case study of examples of poor practice in the conduct of national assessments. Book excerpt: Disparities in educational attainment among population groups have characterized the United States throughout its history. Education is sometimes characterized as the "great equalizer," but to date, the country has not found ways to successfully address the adverse effects of socioeconomic circumstances, prejudice, and discrimination that suppress performance for some groups. To ensure that the pursuit of equity encompasses both the goals to which the nation aspires for its children and the mechanisms to attain those goals, a revised set of equity indicators is needed. Measures of educational equity often fail to account for the impact of the circumstances in which students live on their academic engagement, academic progress, and educational attainment. Some of the contextual factors that bear on learning include food and housing insecurity, exposure to violence, unsafe neighborhoods, adverse childhood experiences, and exposure to environmental toxins. Consequently, it is difficult to identify when intervention is necessary and how it should function. A revised set of equity indicators should highlight disparities, provide a way to explore potential causes, and point toward possible improvements. Monitoring Educational Equity proposes a system of indicators of educational equity and presents recommendations for implementation. This report also serves as a framework to help policy makers better understand and combat inequity in the United States' education system. Disparities in educational opportunities reinforce, and often amplify, disparities in outcomes throughout people's lives. Thus, it is critical to ensure that all students receive comprehensive supports that level the playing field in order to improve the well-being of underrepresented individuals and the nation.

Monitoring Education aims to contribute to the process of designing systems of monitoring that work. With reference to developments in the US, management strategies for achieving effectiveness are assessed and the meaning and meaningfulness of 'value-added' is considered. The author argues the importance of accurate feedback for staff on performance, of tried and tested practical advice and the setting of realistic attainment goals. Two methods of checking that the educational outcome is satisfactory are considered - the opinion of the students and the reports of inspectors. Students' views are inherently subjective, but the author argues for the validity of measuring student attitudes and makes suggestions for devising an appropriate methodology. The reports of inspectors are supposedly objective - but the assumption is challenged and inspections are shown to be subjective judgements. The reliability of superficial overviews is questioned and the validity and cost-effectiveness of inspectors' reports are investigated. This rigorous and informative study will inform and challenge all those who are responsible for ensuring that quality is achieved - from those at the chalk-face to those researching future policies in education.

The high technical quality of the NAEP assessment and its independence from unwarranted influences and political pressures have enabled the NAEP to monitor trends in educational achievement reliably since its inception in 1969. In recent years, the NAEP has expanded the number of students it assesses and has undergone substantial changes in content, design, and administration. Taken together, these changes have produced complexities that threaten the entire program. This report suggests ways in which the NAEP should broaden its conceptualization, assessment, and reporting. It asserts that educational achievement must be redefined in terms of what students need to know and be able to do for the 21st century and that education conditions must be created to support this vision of achievement. The fundamental purposes of the NAEP should be to inform the public and policy makers about student achievement trends in the nation and the states and to stimulate democratic debate about how to improve education. It is important that NAEP standards be set in defensible ways. Details are provided for a program of innovation and research that will require substantial planning before the reauthorization of the NAEP in 1998. The committee developed 14 indicators linked to the 2011 report's recommendations. By providing a focused set of key indicators related to students' access to quality learning, educator's capacity, and policy and funding initiatives in STEM, the committee addresses the need for research and data that can be used to monitor progress in K-12 STEM education and make informed decisions about improving it. The recommended indicators provide a framework for Congress and relevant deferral agencies to create and implement a national-level monitoring and reporting system that: assesses progress toward key improvements recommended by a previous National Research Council (2011) committee; measures student knowledge, interest, and participation in the STEM disciplines and STEM-related activities; tracks financial, human capital, and material investments in K-12 STEM education at the federal, state, and local levels; provides information about the capabilities of the STEM education workforce, including teachers and principals; and facilitates strategic planning for federal investments in STEM education and workforce development when used with labor force projections. All 14 indicators explained in this report are intended to form the core of this system. Monitoring Progress Toward Successful K-12 STEM Education: A Nation Advancing? summarizes the 14 indicators and tracks progress towards the initial report's recommendations.
