It has been thought desirable to print the essays in their original form?l To test the application of a theory to practical problems, it is better to view the problems and the theory as they appeared at the time than to be wise after the event. It is possible to be highly scien tific in post mon'em investigation, without being very trustworthy in diagnosis or prescription. Book excerpt: Excerpt from The Currency Problem and the Present Financial Situation: A Series of Addresses Delivered at Columbia University, 1907-1908 The occasion of the addresses collected in this volume was a desire to contribute to the understanding of the crisis of 1907, and to lay down some principles which might be of service in the reconstruction of our currency system. The first question, however, that will Obviously present itself, is as to whether the crisis of 1907 was primarily a financial or an industrial crisis; and it may be well, before taking up the specific problems raised by the addresses, to consider this question a little more closely. From one point of view, indeed, every economic crisis is a financial crisis. For since values are expressed in terms of money, and Since the modern business super structure is erected on the basis of credit, every economic revulsion expresses itself through the medium of a change in prices; and since the bank is the center of credit Operations, every crisis inevitably involves a revolution in the conditions Of credit. From this point of View, all crises may be declared to be financial crises. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Needs of Europe, Its Economic Reconstruction This Conference desires to record its conviction that the necessary international credit cannot be obtained until the reparation payment by Germany has been fixed at an amount within the power of Germany to pay and within the amount which the countries that can grant the credit expect her to pay. This Conference is convinced that the financial danger cannot be overcome until measures are taken to restore pro duction in Russia and to restart trade relations with that country. This Conference desires to record its conviction that Europe cannot obtain either credit guarantees or the credits themselves until the various nations reduce their military outlays, make a real effort to curtail their governmental expenditure, endeavour to restore the equilibrium to their budget, and thus indicate their intention to st0p the issue both of paper currency and of governmental loans for other than productive purposes. This Conference desires to express its appreciation of the effort of the League of Nations to avert the imminent financial danger by means of the Brussels Conference, and trusts that the League will take further steps to avert the danger by inducing the whole world to participate in the work of reconstruction and to consent to the creation of some system of collective credit by means of which the acces sities of Europe can be satisfied. Book excerpt: This history of international monetary thought from the end of the nineteenth century to the middle of the twentieth century provides the most comprehensive survey of the literature on the theory of international finance yet produced. The author argues that progress in the field has not been linear and classifies the literature according to groupings of ideas and personalities rather than chronologically. After a brief survey of the Classical doctrines, she examines the developments of all the main schools through the Neoclassicals, the Keynesians, and the New Classicals.

Book excerpt: Here is the neglected path of the genuine free market: a path that has been blazed and fought for all his life by one lone, embattled, distinguished, and dazzlingly creative economist: Ludwig von Mises. It is no exaggeration to say that if the world is ever to get out of its miasma of statism or, indeed, if the economics profession is ever to return to a sound and correct development of economic analysis, both will have to abandon their contemporary bog and move to that high ground that von Mises has developed for us. - pages 5-6.

Book excerpt: Money travels the modern world in disguise. It looks like a convention of human exchange - a commodity like gold or a medium like language. But its history reveals that money is a very different matter. It is an institution engineered by political communities to mark and mobilize resources. As societies change the way they create money, they change the market itself - along with the rules that structure it, the politics and ideas that shape it, and the benefits that flow from it. One particularly dramatic transformation in money's design brought capitalism to England. For centuries, the English government monopolized money's creation. The Crown sold people coin for a fee in exchange for silver and gold. 'Commodity money' was a fragile and difficult medium; the first half of the book considers the kinds of exchange and credit it invited, as well as the politics it engendered. Capitalism arrived when the English reinvented money at the end of the 17th century. When it established the Bank of England, the government shared its monopoly over money creation for the first time with private investors, institutionalizing their self-interest as the pump that would produce the money supply. The second half of the book considers the monetary revolution that brought unprecedented possibilities and problems. The invention of circulating public debt, the breakdown of commodity money, the rise of commercial bank currency, and the coalescence of ideological commitments that came to be identified with the Gold Standard - all contributed to the abundant and unstable medium that is modern money. All flowed as well from a collision between the individual incentives and public claims at the heart of the system. The drama had constitutional dimension: money, as its history reveals, is a mode of governance in a material world. That character undermines claims in economics about money's neutrality. The monetary design innovated in England would later spread, producing the global architecture of modern money.
