Book excerpt: Moldovan GDP growth rose and the poverty rate fell steeply following the end of the Russian financial crisis in 1999. Since late 2002, GDP has continued to grow vigorously, however there has been little progress in reducing poverty. In short, GDP growth is no longer reducing poverty. The national poverty rate is broadly stable while the rural poverty rate is on a modest upward trend. Analysis of data from the household budget surveys shows that the decline in the national poverty rate stopped at the end of 2002, and that the rate has been broadly stable since. The rural poverty rate has been on a modest upward trend; the increase in poverty is concentrated among farmers, and to a lesser extent, among rural pensioners. At the same time, real incomes rose among rural wage earners. Real incomes also rose among urban residents, and their poverty rate continued to decline, as they benefited from the expansion of the construction industry and from rising real wages in construction, manufacturing, and public service.

Chapter 2 looks at how income and price shocks have affected the lives of the poor - and motivates the need for employment-generating growth, especially in agriculture, as the only sure way out of poverty for most Moldovans. Chapter 3 discusses the role of the Moldovan state in easing poverty, and proposes a broad strategy to reform social assistance and social sector reform that best uses the limited Government resources. In its efforts to directly alleviate poverty, the Moldovan Government has to overcome three mutually reinforcing challenges: the population's high expectations for broad and effective interventions, its own lack of fiscal resources, and the technical difficulties in finding effective targeting mechanisms for Moldova's shallow poverty.

The purpose of the update is to take advantage of the release of Household Budget Survey (HBS) data for the 2016 survey round. The previous poverty and shared prosperity update, release in 2017, updated poverty and shared prosperity trends up to 2015. The first section discusses the overall progress poverty reduction and shared prosperity up to 2016 - the latest available household budget survey data. Notably, the poverty dynamics are presented, for the first time, using PPP values based on the 2011 ICP exercise, and using the newly adopted Income Class poverty thresholds of USD 3.3/day and USD 5.5/day. For the purposes of this note, we focus on the USD 5.5/day threshold, but the section also presents a comparative analysis of poverty dynamics based on old and new thresholds. Because this is the first time when internationally-comparable poverty and shared prosperity statistics for Moldova are presented based on the ICP 2011 PPP conversion factors, and relying on newly defined income-group based thresholds, the introduction has a brief discussion of the reasons behind the change in the World Bank's poverty methodology used for global poverty monitoring, and the implications of this change for poverty trends over time and for the absolute levels of poverty reported in Moldova. Section 2 discussed the major drivers of shared prosperity during the 2011-2016 period. Section 3 examines the profile of poor and vulnerable populations, their asset endowments, and changes in this profile in recent years.

The main objective of this report is to update and assess poverty in Moldova in its multiple dimensions, with a view to informing public policies. It focuses on the period of recession that followed the Russian crisis and the subsequent recovery. It draws mainly on the Household Budget Surveys, collected quarterly by the Department of Statistics and Sociology, between 1997 and 2002, although the analysis is supplemented as needed by information from other surveys collected by Moldova's Department of Statistic s and Sociology, from administrative data sources, from existing qualitative studies, and from studies by local researchers and other donor organizations. It should be noted that the HBS is a population based survey. By providing detailed information on the consumption of households, it permits an analysis of income (consumption) based welfare. In addition, by providing information on those who do not use public services or programs, in addition to those who do, it provides additional value to administrative data in the analysis of non-income dimensions of poverty such as access to health care or education. As such, the distribution of users of public services such as health care services (for example by rural and urban location) is likely to be different from that obtained from administrative data (typically based on information from facilities). Finally, due to data limitations, the analysis focuses on the Right Bank of Moldova.
