Book excerpt: "The book asks how far the model of the European City can be applied to the cities of Eastern Europe which massively expanded from the second half of the 19th century on but often lacked some of the fundamentals of the European urbanity in the Weberian sense. The authors employ a broad focus and look at metropolitan cities between Helsinki and Athens, Warsaw and Moscow. The period under investigation begins with the 1890s when East European societies entered an 'age of great acceleration' and stops with the outbreak of World War II which not only destroyed but also socially and ethnically altered many metropolitan cities of Eastern Europe. While before the First World War most of Eastern Europe was subsumed in the Habsburg, Romanov, and Ottoman empires, new (nation-) states and socialist ideologies shaped post-1918 urban development. For the majority of the new capitals created by the post-war order the state remained the main proponent of change. Both, historical preconditions--the economic situation, the legacy of the empires--and the experience of the upheaval of 1917/18 contributed to this particularity of the region. On the other hand Western Europe and her urban experts continued to be and became even stronger points of reference. The volume discusses the peculiar relationship between state, city and the challenges of modernity in the Eastern Europe with a focus on urban planning in the wider sense of the word. Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.

Book excerpt: Value in Modernity examines a historical paradigm in ethics that has hitherto not been identified as such: existential modernism. Peter Poellner discusses the central claims of this paradigm through detailed examination of the thought of four of its main exponents: Friedrich Nietzsche, Max Scheler, Jean-Paul Sartre, and Robert Musil. In the case of Nietzsche and Sartre, Poellner offers novel interpretations, reconstructing lines of thought in their work that have usually been neglected. He also offers a new assessment of Scheler's subtle phenomenological version of affective value intuitionism, which is a crucial influence on Sartre's existentialism but has so far enjoyed virtually no reception in an anglophone context. Musil's philosophical novel The Man without Qualities is interpreted as contributing a highly original version of ethical perfectionism to the existential modernist paradigm. While Musil's thought on emotions and moods has begun to receive philosophical recognition in recent years, the significance of the philosophical core of his seminal work has so far not been fully appreciated. In Poellner's interpretation, what we find in the existential modernists is an approach in ethical philosophy that combines a qualified form of affective value intuitionism and a kind of ethical perfectionism. This book reconstructs and defends a version of this approach that integrates elements drawn from each of these thinkers, supplemented by an original elaboration of ideas only implicit in some of them.

Book excerpt: While pre-modernity is often considered to be the 'time' of non-European regions and modernity is seen as belonging to the West, this book seeks to transcend the temporal bifurcation of that world history into 'pre-modern' and 'modern', as well as question its geographical split into two irreconcilable trajectories: the European and the non-European. The book examines shared experiences of modern transformation or modernity in three regions -- China, India and the Ottoman Empire -- which conventional historiography identifies as non-European, and therefore, by implication, outside of modernity or only tangentially linked to it as its victim. In other words, this work looks at modernity without reference to any 'idealised' criteria of what qualifies as 'modern' or not, studying the negotiation and legacies of the early modern period for the modern nation state. It focuses on the experience of modernity of non-European regions for they play a crucial role in the new phase of transformational patterns may have deeper roots than are generally assumed. Rejecting European characterisations of 'eastern' states as Oriental despotisms, the volume conceives of the early modern state as a negotiated enterprise, one that questions the assumption that state centralisation must be a key metric of success in modernisation. Among other topics, the book highlights: state formations in the three empires; legislation pertaining to taxation, property, police reform, the autonomy of legal sphere, the interaction of different types of law, law's role in governance, administrative practice, negotiated settlements and courts as sites of negotiation, the blurred boundaries between formal law and informal mediation; the ability of 18th century Qing and Ottoman imperial governments to accommodate diverse local particularities within an overreaching structure; and the pattern of regional development pointing to the accommodative institutional capacity of the Mughal empire.
