Downsizing, due to economic changes, has played an integral part in business, the public sector, and schools. No longer are companies inclined to maintain the status quo for the sake of employee loyalty. Downsizing has have resulted in the lives and careers of employees being destroyed. The purpose of this study was to provide insight on the perception of the work environment in light of downsizing in the states of California and Illinois Cooperative Extension. The primary role of Extension is to plan pertinent programs that are effective in meeting the educational needs of the community in agriculture, family and consumer studies, and youth development. This study focuses on how to maintain professional competencies with less staff. Data was provided by the Manson's Workplace Environment Analysis Inventory, and original instrument, to secure reactions of employees in a downsized environment, specifically on morale, survivor job security, and trust. The findings suggested that even though there were discrepancies between the employees' and management's perceptions of morale and survivors job security, they did share similar perceptions on trust in the workplace. The results of this study can be used in designing leadership training programs for community based organizations and others faced with downsizing.

Book excerpt: Organizational downsizing, defined as a reduction in workforce, is a common strategy implemented by firms for the purpose of improving an organization's efficiency, work processes, or cost structure. However, previous research has shown that downsizing seldom generates positive results at a macro or micro level. It has been demonstrated that downsizing has a negative impact on financial performance, such as Return on Assets, Return on Investments, and profits in the long-term. Downsizing also has a negative impact on the remaining workers left employed, referred to as the "survivors". Survivors typically respond to downsizing by exhibiting negative attitudes and behaviors such as: decreasing employee morale, commitment, motivation, loyalty, work effort, and trust. Trust, in particular, has been shown to be critical component in survivors' responses to downsizing and is decreased through perceived violations of psychological contracts of employment and perceptions of organizational injustice. However, there is little understanding about how downsizing impacts survivors' collective trust in the long-term. The purpose of this dissertation was to examine how downsizing affects collective trust over time using a Latent Growth Curve Analysis (LCA). LCA allowed us to determine the trajectory of collective trust when downsizing occurs which we found to be nonlinear with diminishing returns. We found collective trust initially decreases in time period two but shows a slight rebound in the subsequent time. This suggests that the levels of collective trust decrease as a result of downsizing. We also found that organizational variables such as the severity of downsizing, voluntary turnover, and CEO pay moderate the relationship between downsizing and collective trust by magnifying the negative relationship between downsizing and collective trust. We also found that CEO tenure moderates the relationship between downsizing and collective trust by suppressing the negative relationship between downsizing and collective trust. Together, the theory and empirical results provide insight into the impact of downsizing on the survivors, ways to mitigate the negative consequences of downsizing, and uncover opportunities for extending management theory.

In particular, practitioner oriented literature has recommended the extensive use of communication tools to mediate the negative effects of downsizing. This study explored the impact of downsizing on levels of uncertainty, coworker and management trust, and communicative effectiveness in a health care organization (HCO) downsizing over a twoyear period from 660 staff to 350 staff. Self-report data were obtained from employees who were staying (survivors), and from those who were being laid off (victims), and from employees with and without managerial responsibilities. Results indicated that downsizing had a similar impact on the amount of trust that survivors and victims had for management. However, victims reported feeling lower levels of trust towards their colleagues compared to survivors. Contrary to expectations, survivors and victims reported similar perceptions of job and organizational uncertainty, and similar levels of information received about changes. Employees with no management responsibilities and middle managers both reported lower scores than senior managers on all aspects of information received. Implications for practice and the management of the communication process are discussed.

Uchitelle reports between 1984 and 2004, approximately 30 million Americans were involuntarily "laid off" or terminated. Millions more, fearing they would lose their jobs, either took early retirement or agreed to accept significant cuts in their wages or benefits (as cited in Marable, 2006). With an increase in the number of corporations utilizing downsizing, there is an urgent need to investigate the impact of downsizing on long-term employees of an organization. This case study examines employees' self-concepts and how workplace changes are communicated and (mis)understood among workers. Utilizing symbolic interactionism and identity theory, participant observation and focused interviews are used to characterize the implications of downsizing on the self-concept of employees experiencing this phenomenon. The participant-observer found evidence that not only downsizing, but moving from a participative management to a more authoritarian management created a disempowering culture and climate change, which has a negative consequence on employees' sense of self. This culture change shook employees' trust in the corporation, and how they interpreted top-down communication. Poor communication, in turn, by management also created an environment which negatively effected employees' productivity. The negative consequence of the downsizing continues to impact employees today, a year and a half after leaving the organization earlier than anticipated, suggesting long-term implications of down-sizing.
