Book excerpt: Over the life of the Comparative International Governmental Accounting Research (CIGAR) network, there has been unprecedented global interest in public sector accounting reforms. Hence the importance given to taking stock of reforms implementation. This book gathers a set of papers, many of them in comparative international perspective, on several topics relating to Public Sector Accounting, both at Central and Local Government levels. Authors from several countries around the world present and discuss here issues such as: financial reporting, information users and accountability; performance measurement and management accounting; national and international standards; reform processes; budgeting, auditing and controlling systems; efficiency and service charters; contingent liabilities; and consolidated accounts. Several of these are also analysed within the context of developing countries. Subsequently, the book offers a compilation of the most important topics actually being discussed in the Public Sector Accounting field.

Book Synopsis Encyclopedia of Governance by : Mark Bevir
Download or read book Encyclopedia of Governance written by Mark Bevir and published by SAGE Publications. This book was released on 2006-12-13 with total page 1233 pages. Available in PDF, EPUB and Kindle. Book excerpt: The language of governance extends to patterns of rule found throughout our daily lives. Governance also provides us with a language with which to remake our world. We might ask how to make markets, networks, international organizations, corporations, and other associations democratically accountable. We might also ask what values we want to uphold in our practices of governance. It is important for us to address these questions because, by doing so, we make the future. The Encyclopedia of Governance provides a one-stop point of reference for the diverse and complex topics surrounding governance for the period between the collapse of the post-war consensus and the rise of neoliberal regimes in the 1970s. This comprehensive resource concentrates primarily on topics related to the changing nature and role of the state in recent times and the ways in which these roles have been conceptualized in the areas of Political Science, Public Administration, Political Economy, and Sociology. Key Features: Presents a determinedly global scope through approximately 550 entries written by international contributors that explicitly address global, regional, and transnational topics; cover theories and concepts that are debated globally; highlight similarities and differences around the world; and offer examples from diverse regions and countries Examines the changes in the state associated with the transfer of powers, rights, and functions to organizations within civil society as well as the rise of new types of regional and international linkages and problems Explores how the state has become both increasingly dependent on organizations in civil society and increasingly constrained by international linkages Avoids the jargon that characterizes most writing in the field and translates this language into a more familiar and commonsense vocabulary so as to make it intelligible to a wider audience Offers comprehensive coverage of topics including policy analysis, public sector management, sociological theory, economic governance, democratic theory, security, and global governance The Encyclopedia of Governance offers new insights into the global community of which we are all part, making it a must-have resource for any academic library.
Book Synopsis Where Does the Public Sector End and the Private Sector Begin? by : Ian Lienert
Download or read book Where Does the Public Sector End and the Private Sector Begin? written by Ian Lienert and published by International Monetary Fund. This book was released on 2009-06 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The real effective exchange rate (REER) is the most commonly used measure for assessing international competitiveness. We develop a methodology to estimate the REER that incorporates two distinctive elements that are not considered in the current literature and apply it to the Mediterranean Quartet (MQ) of Greece, Italy, Portugal, and Spain, whose common pattern of real appreciation has created concern in policy and academic circles. The two elements that we add to the existing literature are (i) product heterogeneity when identifying each country's international competitors and their weights and (ii) a comprehensive treatment of services exports. Our refined measure suggests a modest reduction in the observed REER gap between the MQ countries and the other euro area countries. In particular, considering product heterogeneity and services exports implies a lower real appreciation from 1998 to 2006 on the order of 2-3 percent for all MQ countries. These are difference-in-difference estimates relative to the results obtained for the rest of the euro area countries using the same methodology.
Book Synopsis Public Administration and Policy in Korea by : Keun Namkoong
Download or read book Public Administration and Policy in Korea written by Keun Namkoong and published by Taylor & Francis. This book was released on 2017-07-06 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: The present Korean public administration and policy system has shown very significant differences compared to the system in 1970s. This book provides a comprehensive and holistic view on the development of Korean public policy and administration. Instead of dichotomizing the policy and administration, this book integrates two fields to provide a more holistic view on the Korean public sector. The book also attempts to overcome simplified explanations on the developmental state theory. The book aims to explain who the key actors are during the post-democratization period, how the administrative systems reform, and what kinds of social problems are transformed into public policies. This explanation suggests that the role of government shifts from a dominant actor to an actor within a complex network governance. This book will be a useful reference to anyone who wishes to learn more about the experience of the Korean development and the role of administration and policy.

Book Synopsis Guidelines for Public Expenditure Management by : Mr.Jack Diamond
Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.
Book Synopsis Standards for Internal Control in the Federal Government by : United States Government Accountability Office
Download or read book Standards for Internal Control in the Federal Government written by United States Government Accountability Office and published by Lulu.com. This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.
