Book excerpt: among the 159 member countries of the United Nations Organization which are treated as country units, while smaller countries are grouped together in regions. The number of equations used is approximately 13 700, while the number of software steps for computation is approximately 100000. Computation, including tabulation, can nevertheless be performed very rapidly, and only about 20 minutes is required to make forecasts from the present up to the year 2000. The FUGI model is at present being used by the Projections and Perspectives Studies Branch, Department of International Economic and Social Affairs of the United Nations, for simulations of United Nations medium- and long-term international development strategies, while the Project LINK model is being used for short-term forecasts (Onishi, 1985). Stimulated by our latest joint research with the United Nations University on a 'global early warning system for displaced persions', we have felt the need for our FUGI model to go beyond its present capacities centred on an 'economic' model (in the rather traditional, restricted sense of the term) and to develop into a model that can in the future analyse 'global problematiques' or 'global complexes of symptoms' and complicated questions including various types of environmental problems and the sorts of displaced persons issues to which we are now directing our attention. We are thus expanding the scope of our fifth-generation FUGI model, presently under development, to deal with such issues.

Book excerpt: This paper focuses on the causes of increased wage inequality in OECD countries in recent years and its decomposition into the component factors of trade surges in low wage products and technological change that has preoccupied the trade and wages literature. It argues that the length of production run and degree of fixity of factors is crucial in such analyses. In particular, if the observed wage inequality response to price and technology shocks reflects a short-run response in which factors and output have not adjustedfully across industries, then decomposition analysis of the causes of the observed increases in inequality is substantially altered relative to a long-run factors mobile world. This conclusion applies both when one type of labour has mobility costs and in the Ricardo-Viner case where there is an additional, sectorally immobile factor. Furthermore, only small departures from the fully mobile model can greatly change decompositions. This finding is important because most data used in earlier work are interpreted as reflective of a long-run full mobility response, when this may not be the case. Incorrect conclusions as to how trade surges and technology contribute to wage inequality can be easily drawn, if the data are in fact generated by a short-run adjustment process.

So far ten countries from Central Europe: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia have submitted their applications for EU membership. This unique process immediately attracted attention of economists and policy makers. Nevertheless, it can be noticed that among numerous results already published, there is a distinctive shortage of books and papers in which quantitative research methods are applied. This is to a large extent justified by the fact that the transition and accession processes are new to the economic sciences, their methodology is not wellresearched, statistical data for the Central and East European countries are scarce and not always reliable and, generally, quantitative approach seems to be a risky and uncertain business. All these all problems can also be seen as a challenge rather than an obstacle. With this on mind, we have decided to clarify the status quo by organising a research seminar which focused on the methodology and quantitative analysis of the Central and East European transition and pre-accession processes.
