Book excerpt: Since the middle of the 20th Century yield design approaches have been identified with the lower and upper bound theorem of limit analysis theory – a theory associated with perfect plasticity. This theory is very restrictive regarding the applicability of yield design approaches, which have been used for centuries for the stability of civil engineering structures. This book presents a theory of yield design within the original “equilibrium/resistance” framework rather than referring to the theories of plasticity or limit analysis; expressing the compatibility between the equilibrium of the considered structure and the resistance of its constituent material through simple mathematical arguments of duality and convex analysis results in a general formulation, which encompasses the many aspects of its implementation to various stability analysis problems. After a historic outline and an introductory example, the general theory is developed for the three-dimensional continuum model in a versatile form based upon simple arguments from the mathematical theory of convexity. It is then straightforwardly transposed to the one-dimensional curvilinear continuum, for the yield design analysis of beams, and the two-dimensional continuum model of plates and thin slabs subjected to bending. Field and laboratory observations of the collapse of mechanical systems are presented along with the defining concept of the multi-parameter loading mode. The compatibility of equilibrium and resistance is first expressed in its primal form, on the basis of the equilibrium equations and the strength domain of the material defined by a convex strength criterion along with the dual approach in the field of potentially safe loads, as is the highlighting of the role implicitly played by the theory of yield design as the fundamental basis of the implementation of the ultimate limit state design (ULSD) philosophy with the explicit introduction of resistance parameters. Book excerpt: This book celebrates the relaunch of the African Pollen Database, presents state-of-the-art of modern and ancient pollen data from sub-Saharan Africa, and promotes Open Access science. Pollen grains are powerful tools for the study of past vegetation dynamics because they preserve well within sedimentary deposits and have a huge diversity in ornamentation that allows different taxa to be determined. The reconstruction of past vegetation from the examination of ancient pollen records thus can be used to characterize the nature of past landscapes (e.g. abundance of forests vs. grasslands), provide insights into changes in biodiversity, and gain empirical evidence of vegetation response to climatic change and human activity. In this, the 35th Volume of "Palaeoecology of Africa", we bring together new data and extensive synthetic reviews to provide novel insights into the relationships between human evolution, human activity, climate change and vegetation dynamics during the Quaternary, the last 2.6 million years. Current and ongoing climate and land-use change is exerting pressure on modern vegetation formations and threatening the livelihoods and wellbeing of many peoples in Africa. In this book the focus is on the Quaternary because it is during this geological period that the modern vegetation formations developed into their current configurations against a backdrop of high magnitude global climate change (glacial-interglacial cycles), human evolution, and a growing human land-use footprint. In this book the latest information is presented and collated from around the African continent to parameterize past vegetation states, identify the drivers of vegetation change, and assess the vegetation resilience to change. To achieve this research from two broad themes are covered: (i) the present is the key to the past (i.e. studies which improve our understanding of modern environments so that we can better interpret evidence from the past), and (ii) the past is the key to the future (i.e. studies which unlock information on how and why vegetation changed in the past so one can better anticipate trajectories of future change). This Open Access book will provide a strong foundation for future research exploring past ecological, environmental and climatic change within Africa and the surrounding islands. The book is organized regionally (covering western, eastern, central, and southern Africa) and it contains specialized articles focused on particular topics (such as modern pollen-vegetation relationships and fire as a driver of vegetation change), as well as regional and pan-African syntheses drawing together decades of research to assess key scientific questions (including the role of climate in driving vegetation change and the role of vegetation change in human evolution). These articles will be useful to students and teachers from high school to the highest level of university who are interested in the origins and dynamics of vegetation in Africa. The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.
