Book excerpt: Excerpt from Modeling the Effectiveness of a Strategic Planning System A theoretical model of the influences on the effectiveness of strategic planning systems is developed and tested empirically using path analysis. The model recognizes three major conceptual domains that bear upon planning effectiveness and is intended to allow the assessment of planning effectiveness from a broader perspective than has been common in the literature to date. It proposes that the organizational context of the planning system is the primary influence on the orientation or planning system (as reflected in its functional coverage, emphasis in techniques, attention to internal and external facets). A new construct termed capability of the system is developed and it is argued that improvements in the capability of the system are impacted by the organizational context and planning orientation. Ultimate system effectiveness, in terms of fulfillments of key planning objectives, is then determined directly and indirectly by the above antecedent Influences, namely, the organizational context, the planning orientation, and system capability. The model thus incorporates complex interlinkages and enables effectiveness to be construed in both outcome and process terms. Path analysis allows the empirical validation of a set of propositions underlying the model. Implications of the results for management practice, as well the theoretical and methodological contributions are elaborated. Book excerpt: Excerpt from Planning System Success: A Conceptualization and an Operational Model Research on strategic planning has been handicapped by lack of an appropriate operationalizing scheme for measuring the success of planning systems. In this paper, an operational model for measuring planning system success is developed in terms of two interrelated dimensions - improvements in the capabilities of the planning system and extent of fulfillment of key planning objectives. Multiple items reflecting these dimensions are proposed. Construct validity of the two dimensions are evaluated by applying Joreskog's analysis of covariance structures approach on data on the planning practices of 202 strategic planning units. Validated measurement schemes for the two model dimensions are offered for use in future research efforts on strategic planning effectiveness. Book excerpt: Excerpt from Planning Systems for Strategic Development While ample attention typically is brought to capital invest ment decisions in long-range planning and strategic management, less attention is often given to the role of strategic development expenditures as vehicles for strategy implementation. While Undoubtedly most executives acknowledge the key importance of strategic development expenditures for corporate success, it often seems to be the case that the planning of strategic development projects is unduly separated from the thrust of the long-range planning process. Thus, these substantial expenditures may not contribute as much as they should to the strategic direction setting of the firm. In this article we shall discuss a system for managing strategic development expenditures. While much progress has been made in understanding how to manage development expenditures 323 projects, less emphasis has been put on the role of such systems as part of the overall set of management systems. By taking the viewpoint that a planning system for strategic projects is part of a broader set of management systems, we shall explore its integration with the long-range strategic planning system as well as, less obviously, with the formal organization structure, the corporate strategy, the control system and the incentive system.
