As an example, invasive species introduced through one economic activity may then degrade an ecosystem service upon which another economic activity depends. In these situations, economic policy can correct this unique ecosystem externality. This research utilizes theoretical and empirical techniques to evaluate invasive species ecosystem externalities, specifically, externalities related to the invasive emerald ash borer (EAB). EAB has destroyed millions of acres of ash trees in the Upper Midwest (USDA Forest Service, 2009). The beetles spread through ash tree dominant activity such as firewood gathering, wooden packing materials used in trade, and through infested nursery trees. As a result, ash- resource-dependent economic activity is impacted by EAB, but in many cases it is this economic activity itself that unintentionally contributes to the spread of the EAB. Chapter 1 models the invasive emerald ash borer (EAB) with the native environment in an interdependent stock relationship, where the ecological implications from economic activity are assessed. The resulting economic consequences from the ecological impacts of EAB are examined in Chapter 2 using both exogenous and endogenous price frameworks. A computable general equilibrium (CGE) model is employed, which acknowledges the intertemporal nature of EAB shocks and the interconnectedness of industries given the price and income adjustments occurring after an EAB shock. A dynamic CGE model accounts for multiple impacts from a complete loss of ash stock. This chapter also demonstrates the importance of endogenous prices for estimating damages for invasive species in trade. Given the economic-ecological interdependencies, Chapter 3 examines multiple economic instruments to correct invasive species externalities and their policy implications. An economic-ecological interdependent general equilibrium (GE) model is employed to evaluate policies directed at invasive species. The results extend previous externality knowledge with the conclusion that multiple policies are needed for multiple forms of EAB transmission; one policy will not suffice. A simple empirical example illustrates the feedback loops from ecosystems to the economy, and economic activities to ecosystems, which are critical for modeling impacts to ecosystem services.

Book excerpt: Species distribution models (SDMs) are valuable risk assessment tools in the management of invasive species, for which early detection and containment are critical. Few studies have evaluated the utility of invasive SDMs trained on temporally-biased presence data. While the abundance and range of occurrence records may increase with time after invasion, management objectives become more difficult to achieve as a destructive species nears establishment. This research assesses the relative predictive ability of models for the invasive shot hole borer (Coleoptera: Curculionidae: Scolytinae: Euwallacea sp. nr. fornicatus), which was first detected in Southern California in 2003. A series of 100-meter resolution models were developed in Maxent, selected for its ability to produce reliable models with relatively few occurrence records. Models were trained using data from five chronologically cumulative sampling periods, which simulate stages of invasion. The effects of spatial extent and spatial filtering were also examined. All models achieved high AUC (area under the receiver operating curve) values > 0.93 and correctly classified 87.7 i 18.8% of independent test records, indicating high model performance regardless of the degree of temporal bias. The leading contributing variables were minimum temperature of the coldest month (for sixteen models) or percent impervious surface (for four models). Sensitivity was consistently higher for models that used the larger spatial extent, which suggests that for an emerging species, larger backgrounds may be less restrictive on model outcomes. Spatial filtering produced more discriminating results without compromising model sensitivity. The study finds that invasive SDMs can be useful in identifying areas vulnerable to invasion, particularly if they are integrated into adaptive management strategies.

Each essay uncovers the biases that may arise if such components are misrepresented or underutilized, informing policymakers and researchers to proceed with caution in using potentially biased welfare estimates for cost-benefit analysis decisions. In the essays, computable general equilibrium models are applied to a case study on Asian carp in Lake Michigan - an aquatic invasive species expected to impact fish species and Lake areas in heterogenous ways. Construction of the spatial computable general equilibrium models and the implications for model specifications are explored in the first two essays. The third essay examines biological control options and the potential for unintended policy consequences. Chapter 1 develops the computable general equilibrium model that forms the basis for analyzing space and species-specific impacts from the invasion. The model is designed to link spatial biomass data from the Atlantis ecosystem model of Lake Michigan with recreational fishing behavior and the broader economy. Invasion impacts on biomass levels of sport-fishing species across time and space are heterogenous and influence decisions regarding when, where, and what species to fish. After generating the welfare implications from the explicit space and species model, the results are compared to other versions of the model that aggregate out space or species information. Results indicate that aggregating over one or both may under- or over-estimate welfare impacts by failing to account for important tradeoffs between ecological and economic systems. The magnitude and direction of the misestimate depends also on the ecological setting in which the model is applied. As an extension, Chapter 2 modifies the model from the first chapter to include spatially explicit distance costs. The explicit distance costs are derived from geographic information systems data and tools. Results of a comparative analysis across model specifications are driven by the ecological setting, the correlation between the distance costs and the ecology, and the levels of travel price endogeneity. The analysis suggests that the precision of welfare estimates can improve through inclusion of spatially explicit details in both the economic and environmental systems. As an extension, Chapter 2 modifies the model from the first chapter to include spatially explicit distance costs. Book excerpt: Due to recent recognition that ballast water is playing an important role in the spread of invasive species within the Great Lakes, there has been increasing interest in implementing management strategies that include a secondary spread component for ballast discharge. Using ballast water data for ships visiting U.S. ports in the Great Lakes, I created a dynamic spatial model to simulate the spread of invasive species based on recent shipping patterns. My goal in producing this model was to provide information to natural resource managers, scientists, and policy-makers to help effectively regulate invasive species issues. In testing the model, I determined that including the number of discharging ship visits that a location receives from previously infested areas and the ability of an organism to survive in the ballast tank were important in more accurately identifying the past spread of the fish virus, viral hemorrhagic septicemia virus (VHSV), zebra mussel (Dreissena polymorpha), and Eurasian Ruffe (Gymnocephalus cernuus), than discharge location alone. I also included and tested a localized spread distance that simulated the dispersal of an invasive species upon being discharged at a location. I first applied the model to identify if ballast water played a role in the secondary spread of VHSV. Results indicated that ballast water movement has contributed to the spread of VHSV in the Great Lakes, albeit it is not the only vector of secondary spread. However, ballast water management would be an important part of any plan in preventing the future spread of VHSV in an ecosystem. Next, I applied the model to predict the future spread of Eurasian Ruffe, which already occurs in the Great Lakes, and two species that do not, golden mussel (Limnoperna fortune) and killer shrimp (Dikerogammerus villosus). The results of the prediction models are intended to be used to help direct early detection monitoring efforts. The Eurasian Ruffe results are currently being used by The Nature Conservancy in their eDNA monitoring efforts, and have led to the positive detection of ruffe eDNA in a location where ruffe has previously not been detected. Finally, I applied the model to identify potentially "safe" ballast water exchange (BWE) sites in Lake Michigan. The purpose of this exercise was to locate mid-lake sites where ships could exchange and flush their ballast tanks, so as to reduce the probability that species are able to survive and establish new populations in the Great Lakes. Potential BWE sites were identified by inputting the results of Lake Michigan circulation models into the ballast water model to determine which sites led to no or minimal spread throughout the Great Lakes. Results of model applications have led to specific predictions for species and management scenarios identified by invasive species managers that have previously not been made for ballast water management in the Great Lakes before.

Dispersal and propagule pressure are two primary drivers of the spatial-temporal ecological process of species invasion. In the case of riparian communities, stream flow drives the dispersal of vegetation propagules. After arriving at a location, establishment depends in part on propagule pressure. This research incorporates an invasive species spreading through a river network over time --with stochasticity in dispersal, death, and establishment success-- into a dynamic economic decision framework to determine the optimal spatial and temporal pattern of invasive species management efforts. The optimization model employs a Markov Decision Process (MDP) solved using numerical methods. The decision framework developed in this research improves on current economic models by modeling ecological processes of invasion in an explicitly spatial setting with stochasticity to better inform the allocation of management resources. The model is parameterized to simulate the spread and management of the riparian invasive shrub, Tamarix sp., and optimal policies are applied to Monte Carlo simulations over twenty years. Several other rule of thumb policies are applied in the same way for comparison purposes. Results demonstrate that generating management plans through integrating ecology and economic tradeoffs produces management patterns that emphasize a whole-network approach rather than reach by reach; use different management tools in different locations and at different times than economic or ecological models alone; and generates substantial cost savings over other policies. The model demonstrated marked economic efficiency gains in avoided costs by optimal management that reflects the spatial and temporal processes of species invasion. In particular, results showed that simplifications of the ecology that ignores low probability dispersal events lead to costly misspecification of management tool, location and timing. Overall, the integration of key ecological characteristics into a stochastic, spatio-dynamic economic optimization considering the state of the entire river network avoids large errors in the management tool, its location, and its timing that simpler frameworks prescribe.

The integration of these two disciplines creates a bioeconomic system, often uncovering critical feedback loops which better inform policy. The purpose of this research is to employ integrated bioeconomic models to investigate economic policies aimed at controlling invasive species and destructive forest pests. Specifically, three essays are developed which focus on various policy issues that arise when integrated bioeconomic models are used to craft policies of invasive species and forest pest management. The first essay develops an optimal stopping/optimal control framework to address the control of a biological invader. In this framework, control of the invader is treated as an uncertain and irreversible investment in which timing and degree of investment are simultaneously considered. Invasive species range is assumed to evolve according to a geometric Brownian motion process. Using a real options framework, an analytical solution for the optimal stopping threshold is provided. This threshold is then employed as a constraint in a minimization problem which determines the optimal rate of invasive species spread which minimizes damages and control costs. The result is an invasive species policy which is optimized over both time and degree of control. The second essay extends the optimal stopping/optimal control framework developed in essay one by allowing for barriers which may limit future spread of the invasive species. In this way, essay two recognizes that optimal invasive species policies require the consideration of spatial factors which are not readily incorporated into traditional optimal stopping models. Results indicate that inclusion of an upper absorbing barrier on invasive species spread may dramatically alter invasive species policy under certain circumstances. The framework developed in this essay is applied to the current invasion of emerald ash borer in the United States. Results illustrate the presence of a spatial-dynamic externality which leads to invasive species control decisions that may be suboptimal from a social perspective. The third essay develops a bioeconomic timber harvesting model to analyze how harvesting decisions made at localized and centralized levels influence mountain pine beetle populations and dynamics. Because mountain pine beetle and pine forests interact according to a predator-prey relationship, the risk of forest damage arising from mountain pine beetle mortality is endogenous in nature. Essentially, timber harvesting creates a positive production externality which limits mountain pine beetle populations and dampens natural cycles of the pest. However, dispersal of mountain pine beetle forces localized managers to treat mountain pine beetle risk as exogenous. As a result, localized managers ignore the positive production externality, resulting in a suboptimal harvest of live trees. A central manager, who considers the forest across its entire range, will optimally incorporate this positive production externality, resulting in increased levels of timber harvesting, subsequently reducing mountain pine beetle mortality. A dynamic harvest subsidy is developed which allows localized forest managers to fully incorporate this production externality and achieve welfare maximizing harvest levels.
