Book excerpt: The report examines the statistical characteristics of voice communications data recorded over a busy two-hour period covering the 101 sectors of the New York ARTCC. This study is the first stage of a larger effort to construct a simulation model descriptive of the aircraft flow and communication performance surrounding a major airport. The approach has been to get the data to speak for themselves prior to any extensive effort to construct a large simulation model. The structure of communications transactions, transmissions, and message elements are analyzed, and the frequencies and durations of these components are described by statistical models. Channel utilization is defined and empirical equations identifying sector structure variables of greatest influence are constructed and compared. (Modified author abstract).
