Book excerpt: This report sums up the developments in labour migration from the member countries to the Nordic Region since EU enlargement in 2004, the consequences for the labour markets in both the Nordic Region and in the countries of origin, the main features of the political initiatives and adaptation strategies adopted by the Nordic countries, and the most important challenges that the Nordic countries will face in this area in the future. The report points out that Western Europe and the Nordic Region have experienced significant and increasing mobility of labour from the new member countries since 1 May 2004. It concludes that greater mobility, particularly from Poland and the Baltic countries, has been a contributory factor to higher growth and lower inflation in the Nordic countries than would otherwise have been possible in a period of prolonged economic prosperity and increasing labour shortages. It also states that the challenges in the Nordic countries have primarily been associated with the growth in in-service mobility and postings away from home. In addition, the report confirms quite significant emigration of workers from Poland and the Baltic countries since 2004, which has led to shortages of labour in those countries. It concludes that even though employment levels have risen significantly, especially in the Baltic countries, the main challenge for these countries will continue to be how to further increase domestic employment levels. This report constitutes the final product of the expert group on EU expansion set up by EK-A in 2004, the mandate for which expired on 1 December 2007.

Book excerpt: Abstract: Two years after the enlargement of the EU a certain pattern has emerged in the labour migration streams from the new EU member states to the Nordic countries. Individual labour migration is growing, but varies strongly among the Nordic countries. Labour mobility related to services has increased strongly, and seems to exceed regular labour migration in key sectors. In a context of strong growth and emerging labour shortages, the Nordic economies and labour markets have clearly benefited from the growing influx of labour but also faced new challenges in terms of regulation, enforcement and control of working conditions for posted workers. At the European level the implementation of the Posting of Workers Directive 96/71/EC is under evaluation, the Laval/Vaxholm case is pending in the European Court of Justice, and the proposed Services Directive accentuates questions concerning the control of conditions for posted workers. In parallel, several Nordic and other European countries have repealed the transitional arrangements for individual labour migration, and many other countries have signalled a gradual lifting of their arrangements until 2009. Also these changes will confront parts of Nordic working life with demanding tasks in securing equal treatment for foreign workers. The purpose of this report is to give an overview of the development in the Nordic labour markets during the first two years after EU enlargement, and sketch some of the main challenges the Nordic labour market models are facing in the open European labour market. The report is prepared on the basis of the cooperation within a Contact Group under the Labour Market Committee of the Nordic Council of Ministers, and is written by Jon Erik Dølvik and Line Eldring (Fafo), who have coordinated the work of the Contact Group

Building on the earlier Ashgate publication EU Labour Migration Since Enlargement, the editors have assembled a team of experts from across Europe to shed light on the critical issues raised by internal labour mobility within the EU in the context of economic crisis and labour market pressures. The book's chapters tease out the links between economic developments, regulatory frameworks and migration patterns in different European countries. A central focus is on issues of skills and skills mismatch and how they relate to migration forms, duration and individual decisions to stay or return. Based on detailed analysis of European and national-level sources, the results presented clearly contradict assumptions about a "knowledge driven migration". Rather, over-qualification and the corresponding underutilisation of migrant workers' skills emerge as a pervasive phenomenon. At the same time the characteristics of migrants - not just skills, but socio-demographic characteristics and attitudes - and also their labour market integration are shown to be very diverse and to vary substantially between different sending and receiving countries. This calls for a differentiated analysis and raises complex issues for policymakers. Examples where policy has contributed to positive outcomes for both migrants and domestic workforces are identified. Unique in analysing labour migration flows within the European Union in a comparative manner putting skills into the centre and taking account of the effects of the economic crisis, while addressing policy concerns this is a valuable resource for academics, policymakers and practitioners alike.
