However, excluding the sector, growth was 4.2 percent, fueled by a recovery in domestic demand. Inflation has picked up due to higher food and fuel prices, while the current account surplus narrowed as COVID-related grants declined and the trade deficit widened.

Available in PDF, EPUB and Kindle. Book excerpt: Tourism is vital to the economies of most Pacific nations and as such is an important site for the meaningful production of shared and disputed cultural values and practices. This is especially the case when tourism intersects with other important arenas for cultural production, both directly and indirectly. Touring Pacific Cultures captures the central importance of tourism to the visual, material and performed cultures of the Pacific region. In this volume, we propose to explore new directions in understanding how culture is defined, produced, experienced and sustained through tourism-related practices across that region. We ask, how is cultural value, ownership, performance and commodification negotiated and experienced in actual lived practice as it moves with people across the Pacific? ‘This collection is a welcome addition to tourism studies, or perhaps we should say post- or para-tourism. The essays bring out many facets and experiences too quickly bundled under a single label and focused exclusively on “destinations” visited by “outsiders”. Tourism, we see here, actively involves many different populations, societies, and economies, a range of local/global/regional engagements that can be both destructive and creative. Western outsiders aren’t the only ones on the move. Unequal power, (neo)colonial exploitation and capitalist commodification are very much part of the picture. But so are desire, adventure, pleasure, cultural reinvention and economic development. The effect, overall, is an attitude of alert, critical ambivalence with respect to a proliferating historical phenomenon. A bumpy and rewarding ride.’ — James Clifford, Professor Emeritus, University of California, Santa Cruz

Book excerpt: Strong and timely containment measures have successfully prevented a domestic COVID-19 outbreak but have also weighed on economic activity. The real GDP is estimated to have contracted by 3.3 percent in FY2020 and is projected to further decline by another 1.5 percent in FY 2021 due to continued travel restrictions. Economic activity is expected to pick up in FY2022, as COVID-related restrictions will be relaxed gradually. The government is currently negotiating the renewal of Compact of Free Association (COFA) financial provisions with the United States, but terms remain uncertain. The government is considering to repeal the SOV Act and a bill on establishing a Digital Economic Zone was submitted to the Parliament recently.

Available in PDF, EPUB and Kindle. Book excerpt: "Hezel has written an authoritative and engaging narrative of [a] succession of colonial regimes, drawing upon a broad range of published and archival sources as well as his own considerable knowledge of the region. This is a ‘conventional’ history, and a very good one, focused mostly on political and economic developments. Hezel demonstrates a fine understanding of the complicated relations between administrators, missionaries, traders, chiefs and commoners, in a wide range of social and historical settings." —Pacific Affairs "The tale [of Strangers in Their Own Land] is one of interplay between four sequential colonial regimes (Spain Germany, Japan, and the United States) and the diverse island cultures they governed. It is also a tale of relationships among islands whose inhabitants did not always see eye-to-eye and among individuals who fought private and public battles in those islands. Hezel conveys both the unity of purpose exerted by a colonial government and the subversion of that purpose by administrators, teachers, islands, and visitors.... [The] history is thoroughly supported by archival materials, first-person testimonies, and secondary sources. Hezel acknowledges the power of the visual when he ends his book by describing the distinctive flags that now replace Spanish, German, Japanese, and American symbols of rule. the scene epitomizes a theme of the book: global political and economic forces, whether colonial or post-colonial, cannot erode the distinctiveness each island claims."—American Historical Review

Book excerpt: An argument against the myth of "American exceptionalism" Endless Holocausts: Mass Death in the History of the United States Empire helps us to come to terms with what we have long suspected: the rise of the U.S. Empire has relied upon an almost unimaginable loss of life, from its inception during the European colonial period, to the present. And yet, in the face of a series of endless holocausts at home and abroad, the doctrine of American exceptionalism has plagued the globe for over a century. However much the ruling class insists on U.S. superiority, we find ourselves in the midst of a sea change. Perpetual wars, deteriorating economic conditions, the resurgence of white supremacy, and the rise of the Far Right have led millions of people to abandon their illusions about this country. Never before have so many people rejected or questioned traditional platitudes about the United States. In Endless Holocausts author David Michael Smith demolishes the myth of exceptionalism by demonstrating that manifold forms of mass death, far from being unfortunate exceptions to an otherwise benign historical record, have been indispensable in the rise of the wealthiest and most powerful imperium in the history of the world. At the same time, Smith points to an extraordinary history of resistance by Indigenous peoples, people of African descent, people in other nations brutalized by U.S. imperialism, workers, and democratic-minded people around the world determined to fight for common dignity and the sake of the greater good.

Available in PDF, EPUB and Kindle. Book excerpt: Mobilizing Islam explores how and why Islamic groups succeeded in galvanizing educated youth into politics under the shadow of Egypt's authoritarian state, offering important and surprising answers to a series of pressing questions. Under what conditions does mobilization by opposition groups become possible in authoritarian settings? Why did Islamist groups have more success attracting recruits and overcoming governmental restraints than their secular rivals? And finally, how can Islamist mobilization contribute to broader and more enduring forms of political change throughout the Muslim world? Moving beyond the simplistic accounts of "Islamic fundamentalism" offered by much of the Western media, Mobilizing Islam offers a balanced and persuasive explanation of the Islamic movement's dramatic growth in the world's largest Arab state.

Available in PDF, EPUB and Kindle. Book excerpt: This volume covers a wide spectrum of governance issues relating to small states in a global context. While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.
