Book excerpt: Improving government on a macro level is only possible with public managers who herald change on a micro level. While many studies of government reform focus on new policies and programs, these public managers—building relationships built on trust—are the real drivers behind many successful reforms. In this second edition, chapter authors once again draw on their real-world experience to demonstrate the importance of values-based leadership. With new research and lessons from the first two years of the Obama administration, chapters focus on the concrete ways in which leaders build effective relationships and trust, while also improving themselves, their organizations, and those they coach. Surveying agencies both horizontally and vertically, The Trusted Leader also addresses how public managers can collaborate with political appointees and the legislative branch, while still engaging with citizens to create quality customer experiences. Two brand-new chapters focus on: “Effective Conversations”—the importance of one-on-one conversations to building trust, with a model for having such conversations. “The Diversity Opportunity”—the need to effectively lead across a diverse workforce and a diverse society to build trust in both realms. With the addition of chapter headnotes, the editors provide necessary context, while the new “Resources for Further Learning” feature guides readers toward additional print and web resources.

Available in PDF, EPUB and Kindle. Book excerpt: Public Personnel Management has served as an essential, concise reader for public personnel and human resource management courses in the fields of public administration, political science, and public policy for more than 30 years. Since the first edition published in 1991, the book has provided professors and students alike with an in-depth look at cutting-edge developments beyond standard textbook coverage, to cultivate a broad understanding of the key management and policy issues facing public and nonprofit HRM today. Original chapters are written expressly for the text by leading public administration scholars, each focusing on specific and sometimes controversial concerns for public personnel management, such as social equity, labor relations, public employee rights, and the operation of nonprofits. Now in an extensively revised seventh edition, Public Personnel Management presents new, original chapters to examine developments of interest to researchers and practitioners alike, including: new ways of working (NWW), remote work, the effects of the COVID-19 pandemic on public service workforces, work-life balance, patterns of discrimination and employees’ perceptions of fairness, affirmative action, generational differences in the workforce, and – as the field of public personnel management becomes more internationalized – chapters addressing human resource management across Europe and a chapter on NWW practices in Switzerland. These, together with other chapters, ensure that Public Personnel Management will remain a field-defining book for the next 30 years.

Book excerpt: The purpose of this project was to provide transportation agencies with strategies and resources to meet their needs for attracting, recruiting, and retaining transportation system operations and management (SOM) staff. The research described herein considers the potential supply and demand for SOM skills and staffing; the actions transportation agencies may take to attract, recruit, develop, and retain skilled staff with SOM capabilities; and the tools that are available or may be developed to assist agencies in attracting and recruiting skilled staff in this area. SOM draws on the knowledge of many disciplines including, for example, traffic engineering, intelligent transportation systems, maintenance, emergency response, traffic operations, traffic safety, incident management, performance measurement, and system planning applied in a comprehensive approach to increase the efficiency and safety of the transportation system. SOM encompasses interactions among transportation modes and between the transportation system and other functions such as emergency management, public safety, and outreach. In this report, we provide information regarding the methodology, results, recommended action plans, and potential future research directions in relation to this project.

Book excerpt: The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

Available in PDF, EPUB and Kindle. Book excerpt: The Transportation Experience explores the historical evolution of transportation modes and technologies. The book traces how systems are innovated, planned and adapted, deployed and expanded, and reach maturity, where they may either be maintained in a polished obsolesce often propped up by subsidies, be displaced by competitors, or be reorganized and renewed. An array of examples supports the idea that modern policies are built from past experiences. William Garrison and David Levinson assert that the planning (and control) of nonlinear, unstable processes is today's central transportation problem, and that this is universal and true of all modes. Modes are similar, in that they all have a triad structure of network, vehicles, and operations; but this framework counters conventional wisdom. Most think of each mode as having a unique history and status, and each is regarded as the private playground of experts and agencies holding unique knowledge, operating in isolated silos. However, this book argues that while modes have an appearance of uniqueness, the same patterns repeat: systems policies, structures, and behaviors are a generic design on varying modal cloth. In the end, the illusion of uniqueness proves to be myopic. While it is true that knowledge has accumulated from past experiences, the heavy hand of these experiences places boundaries on current knowledge; especially on the ways professionals define problems and think about processes. The Transportation Experience provides perspective for the collections of models and techniques that are the essence of transportation science, and also expands the boundaries of current knowledge of the field.

Available in PDF, EPUB and Kindle. Book excerpt: Possibly no one on Earth personally knows as many people at the helms of nations, businesses, religions, charitable organizations, and institutes of learning as Henry O. Dormann—founder, chairman, and editor-in-chief of LEADERS magazine, whose circulation is limited to such leading figures. Here, he brings together the first-ever exclusive collection of wisdom and inspiration addressed to young people from the world’s most influential people—advice on leadership, goal achievement, public service, and life journeys. Letters from Leaders is a beautifully designed book comprising nearly eighty letters from those who have done so much to shape our world today—from Muhammad Ali to four U.S. Presidents, Mikhail Gorbachev, King Bhumibol Adulyadej of Thailand and King Abdullah II of Jordan, and the Dalai Lama; from Cathie Black to T. Boone Pickens, Muriel Siebert, and Donald Trump. The letters, some as facsimile reproductions of handwritten originals, are each introduced with a biographical note by Dormann. As put so aptly by Dormann in his introduction, “All kings and queens, presidents, Nobel Laureates, chairmen and chairwomen, CEOs, and world leaders have one thing in common: They want what they have achieved to be useful and to be handed over to a younger generation. . . . The leaders in these pages have ‘lived’ and now offer their experiences as a treasure to ambitious and open minds—those who want to be something in life.”
