Available in PDF, EPUB and Kindle. Book excerpt: Invidious distinctions on the basis of race and overt racism were central features in American colonial policy in the Philippines from 1898 to 1947, as America transported its domestic racial policy to the island colony. This collection by young Filipino scholars analyzes American colonialism and its impact on administration and attitudes in the Philippines through the prism of American racial tradition, a structural concept which refers to beliefs, attitudes, images, classifications, laws, and social customs that shape race relations and racial formation in multiracial and colonial societies. The dominance of this tradition was manifested in the wanton prerogatives of the U.S. Congress and others who helped to carry out colonial policy in the region. The Spanish flexible racial tradition had resulted in a system based on ethnicity and class as determinants of social and economic structure, while the rigid U.S. racial tradition assigned race the more dominant role. The cultural affinity between the early individual American administrators and the Filipino elite, however, meant that class-based distinctions in the islands were not broken up. Thus, the extreme elitist character of the Philippines' economy and society persisted and became impervious to the influences which in other Asian countries led to a progressive weakening of elite structures as the 20th century advanced.

He argues that the alienation of elites from the tsar and their support for the Provisional Government secured the initial success of the revolution, but the threat they posed laid the foundations of the repressive Soviet regime.

Book excerpt: Local Government Reforms in Countries in Transition explores the impacts that the end of the Cold War and increased globalization have had on governments around the world. The decentralization of national governments has led to a greater role for local governments; public administration and democratic representation are the new arenas of local governments the world over. Focusing not only on countries from the former Soviet Union, but also on Israel, China, South Africa, and Egypt, the contributors to this volume present a truly global investigation of countries experiencing governmental transformation. Available in PDF, EPUB and Kindle. Book excerpt: In most municipalities across Canada, the top public servant is the chief administrative officer (CAO) or city manager. Compared to elected politicians such as the mayor and the council, the work of a CAO is often overlooked and not well understood. InLeaders in the Shadows, David Siegel brings the CAO into the limelight, examining the leadership qualities of effective municipal managers. Using the examples of five exceptional CAOs who have worked in municipalities of varying sizes across Canada, Siegel identifies the leadership traits, skills, and behaviours which have made them successful. Interweaving the stories of his subjects with insights drawn from leadership theory, Siegel offers an engrossing account of how CAOs must lead “up, down, and out” in order to succeed. Offering well-rounded accounts of the challenges and opportunities faced by public servants at the municipal level,Leaders in the Shadows is a valuable resource for academics and practitioners alike.

It is essential reading for students of Afro-American and working-class history.'' -- Herbert Gutman''This book shows that black and white workers could act together and that a working-class reform movement, at least in one southern city, could challenge the existing status quo. . . . Rachleff presents an interesting story of social, economic, and political intrigue in a post-Civil War urban environment where class was pitted against class and race against race.'' -- C. K. McFarland, Journal of Southern History
