This book was released on 1998-06-01 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper presents a preliminary analysis of the likely social impact of the economic crisis and the reform programs in three Asian countries—Indonesia, Korea, and Thailand. The focus is on likely changes in real consumption expenditures arising from higher inflation and increases in unemployment. The current social policy measures adopted in the reform programs should provide significant social safety nets for the poor. However, if the social impact turns out to be larger than projected, it would be worthwhile to assess cost-effective and efficient alternatives for expanding social safety nets. The paper presents some options that could be considered.

Available in PDF, EPUB and Kindle. Book excerpt: This study examines the social impact of the Asian financial crisis which began in July 1997. Several countries experienced an economic shock of unprecedented severity after decades of uninterrupted growth. The severe rise in unemployment and its repercussions in the worst-affected countries (Thailand, Republic of Korea and Indonesia) overwhelmed the underdeveloped systems of social protection. Higher unemployment and inflation combined to push many people into poverty. A central policy message is that current programmes of policy and institutional reform following the crisis, should include a basic rethinking of the social dimension of the future model of development. The author also argues for the introduction of unemployment insurance, the expansion of social assistance and the strengthening of active labour market policies.

Book excerpt: In the Middle East and North Africa (MENA) countries price subsidies are common, especially on food and fuels. However, these are neither well targeted nor cost effective as a social protection tool, often benefiting mainly the better off instead of the poor and vulnerable. This paper explores the challenges of replacing generalized price subsidies with more equitable social safety net instruments, including the short-term inflationary effects, and describes the features of successful subsidy reforms.

Book excerpt: This text provides guidance to policymakers on how to design and implement sound price-subsidy reforms. It draws on the experience of price-subsidy reform in 28 countries. The authors discuss economic and political considerations and make several recommendations concerning the speed of reform and social protection mechanisms. They discuss how the social impact of reform can be limited by establishing cost-effective and well-targeted temporary social protection mechanisms, and how governments can reduce the risk of political disruption by distributing the initial burden of reform fairly and by clearly explaining the costs and benefits to the public.

Going beyond the traditional literature on poverty, this original book deals with themes of broad interest to both scholars and policymakers in a clear yet technically sophisticated manner. Departing from conventional methods employed in poverty studies, these innovative essays enquire into the institutional characteristics of poverty, and using current case studies, they examine the crucial idea that periods of crises seriously affect poverty.

It tells the story of the antecedents and origins of WFP and growth from modest beginnings as a three-year experiment in 1963-65 to become the main source of international food aid for both disaster relief and development against the background of the evolution and development of food aid. This dual role has put WFP in the front line of the United Nations attack on poverty, hunger and food insecurity.

Available in PDF, EPUB and Kindle. Book excerpt: The sweeping political and economic changes of the past decade—including the spread of democracy, pro-market policies, and economic globalization—have dramatically increased the demand in developing countries for social programs such as unemployment compensation, pensions, and income supplements for the poor. When Markets Fail examines how emerging market economies in Eastern Europe, Latin America, North Africa, and the Middle East are shaping their social policies in response to these changes. The contributors—leading scholars of development and social policy—use detailed case studies to examine whether the emerging economies are likely to move toward European-style welfare systems, characterized by high unemployment benefits and large entitlements, or if they will opt for more austere, stripped-down welfare regimes. They find that much will depend on how well emerging economies perform economically, but that the political forces, ideological preferences, and historical backgrounds of each country will also play a decisive role. In his chapter on Central and Eastern Europe, Peter Lindert focuses on how aging populations and the fall of communism have fostered increased need for social assistance in the region. In contrast, Nancy Birdsall and Stephen Haggard highlight the positive role of democratization and Western-style social programs in promoting East Asian social policies. Zafiris Tzannatos and Iqbal Kaur argue that governments in North Africa and the Middle East must foster both human capital formation and competition in the market for social services if they are to meet the growing need for services. When Markets Fail presents some evidence that a global convergence in social policies may be taking place: as Europe slowly makes its welfare provisions less generous, the emerging market economies will be under increasing demographic and political pressure to make their social welfare systems more comprehensive. The book also examines the vital role that organizations such as the World Bank, the International Monetary Fund, and the Asian Development Bank can play in fostering effective social services in developing economies. Economic globalization and political liberalization have produced many economic winners around the world, but these forces have created losers as well. When Markets Fail addresses the problem of how governments in developing countries have responded to the plight of those losers through social policy. The success of these policies, however, remains sharply contested, as is their role in helping to achieve meaningful poverty reduction. When Markets Fail is essential reading for anyone interested in economic liberalization and its consequences for the developing world.

Book excerpt: Privatization promotes economic efficiency and growth, thereby reinforcing macroeconomic adjustment. In the short run, however, it can lead to job losses and wage cuts for workers and higher prices for consumers. This paper discusses these impacts and the fiscal implications of privatization. It then reviews various methods of privatization and finds that public sales and auctions can have more negative effects on workers but maximize the government’s revenue gains. Policymakers’ options for mitigating the social impact of privatization are surveyed, and experiences under adjustment programs reviewed.
