On the one hand, its increasing importance is closely linked to institutional reforms that strengthened the European Court of Human Rights' reputation vis-a-vis the Member States. On the other hand, and even more importantly, the ECHR's significance arises from a changing perception of its constitutional potential. Starting with the assumption that the ECHR is transforming the European constitutional landscape, this book shows that the European Convention raises unprecedented problems that involve, first of all, its own theoretical status as constitutional instrument that ensures the protection of human rights in Europe. Documenting previously unstudied cases of slavery in six Italian cities—Naples, Caserta, Rome, Palermo, Livorno and Genoa—Giulia Bonazza investigates why slavery survived into the middle of the nineteenth century, even as the abolitionist debate raged internationally and most states had abolished it. She contextualizes these cases of residual slavery from 1750–1850, focusing on two juridical and political watersheds: after the Napoleonic period, when the Italian states (with the exception of the Papal States) adopted constitutions outlawing slavery; and after the Congress of Vienna, when diplomatic relations between the Italian states, France and Great Britain intensified and slavery was condemned in terms that covered only the Atlantic slave trade. Book excerpt: This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. Nevertheless, as this book shows, the situation in Italy is characterized by several distinct features. Statistically, the level of religiosity is noticeably higher than in other European countries, and the majority of the population declares itself Catholic. Within the Catholic world, however, there are distinct differences in the ways and forms of believing, ranging from the convinced and active faithful to the 'occasional' believer, or the development of new forms of 'Catholic.' Catholic sentiment endures although many believers may not agree with the ethical indications of the ecclesiastical hierarchy. Furthermore, the Church and Catholic groups have reinforced their presence in the public sphere by participating in various campaigns to reassert Christian values on fundamental issues for civil harmony, from the family to bioethics, the limitations of science to the goals of economic development, religious freedom to the secular State, national identity to global equilibriums, and more. The Church therefore moves at various levels in order to keep the nation closely tied to Catholic culture-a commitment which is both applauded and criticized. Some non-believers express appreciation for the Catholic campaigns set out to counteract the lack of values and loss of memory typical of advanced modernity. However, in the non-believing secular world many more criticize the Catholic presence for acting as a lobby in Italian society, accusing the Italian Church of excessive alignment to the diktat issued by the Vatican. The particularity of the Italian case poses unique questions to those who study social phenomena. Why is the Catholic Church in Italy experiencing a period of such vitality in the public sphere? How can this situation be reconciled with the undisputed advance of secularization? And what kind of organizational problems does the assertive dynamism of Italian Catholicism pose in a pluralistic society?
