Book excerpt: The Committee's report finds that tall buildings have made only a limited contribution to the urban renaissance, and they do not always achieve higher densities than mid or low rise developments. Generally, they have similar advantages and disadvantages to other high density buildings; and are more often about power, prestige, status and aesthetics than efficient development. The inadequacies of the public transport system are found to be of greater importance to the future of London as a global financial centre rather than a shortage of tall buildings for office complexes. The Committee acknowledges that tall buildings can be aesthetically pleasing if well-designed and need to be sensitively located in order to improve the streetscape as well as the skyline. However, there must be a suitable planning framework established in order to avoid repeating the mistakes of the 1960's. Although planning decisions should be made at a local level, local authorities require better guidance on how to assess tall building applications within a clear framework. The report also considers concerns about the organisation and role of English Heritage and the Commission for Architecture and the Built Environment (CABE).

Book excerpt: This report considers the pricing structure used by Ordnance Survey (OS) in relation to copyright charging, the current pricing model's effect on planning appeals, licence fees for guide books, the cost of updating and maintaining databases and the effect of new technology on costs; as well as the provision and funding of maps for electioneering and the Data Protection implications of this. Findings include: 1) OS maps are of a high quality and are a trusted brand both nationally and internationally; 2) greater transparency is needed in the way that OS uses public funding, and the Government should ensure widespread use of OS data across government in order to achieve the best value for money; and 3) there is a clear need to define the boundaries of OS public service and national interest work, with commercial activities separately accounted for and subject to the same copyright fees as any other organisation. The Committee recommends that the Government rejects the option of making Ordnance Survey into a Government Owned Public Limited Company and sees no case to alter its current status.

Book excerpt: In December 1999 the European Commission ruled that the Partnership Investment Programme (PIP) - a scheme to encourage development on brownfield sites and recycling of existing buildings - was an illegal State aid and the programme was closed to new applicants. The Committee considers the loss of PIP has been a disaster. At the start of this inquiry the Committee heard that the five new physical regeneration schemes which the UK Government notified to the EC following the closure of PIP are inadequate. Some progress has since been made, as the Government has started to look at imaginative ways to develop new schemes that are consistent with State aid rules including a new gap funding scheme for housing. But by the time that the new housing scheme is approved two and a half years of urban regeneration activity and outputs will have been lost. This will be compounded by an overall loss of momentum and most importantly a loss of private sector interest and willingness to take part in regeneration, with many developers closing their regeneration arms. The Committee has also heard how the lack of gap funding means that even the most innovative developers are now less inclined to develop difficult sites. The Government has also begun to press for a new European Framework for regeneration but the Committee remains concerned about how long it will take before this is agreed. They recommend that their successor Committee sees the Minister again in 6 months time to hear how much progress has been made.
