Artillery, tanks, planes, ships, trucks, and weaponry of every kind were constantly demanded by the military and readily supplied by American business. While that relationship was remarkably successful in helping the U.S. win the war, it also raised troubling issues about wartime economies that have never been fully resolved. Paul Koistinen's fourth installment of a monumental five-volume series on the political economy of American warfare focuses on the mobilization of national resources for a truly global war. Koistinen comprehensively analyzes all relevant aspects of the World War II economy from 1940 through 1945, describing the nation's struggle to establish effective control over industrial supply and military demand—and revealing the growing partnership between the corporate community and the armed services. Koistinen traces the evolution of federal agencies mobilizing for war—including the National Defense Advisory Commission, the Office of Production Management, and the Supply Priorities and Allocation Board-and then focuses on the work of the War Production Board from 1942-1945. As the war progressed, the WPB and related agencies oversaw the military's supply and procurement systems; stabilized the economy while financing the war; closely monitored labor relations; and controlled the shipping and rationing of fuel and food. Book excerpt: A reminder that war is not always, or even generally, good for long-term growth Many believe that despite its destructive character, war ultimately boosts long-term economic growth. For the United States this view is often supported by appeal to the experience of the Second World War, understood as a triumph of both production and productivity. Alexander Field shows that between 1941 and 1945 manufacturing productivity actually declined, depressed by changes in the output mix and resource shocks from enemy action, including curtailed access to natural rubber and, on the Eastern Seaboard, petroleum. The war forced a shift away from producing goods in which the country had a great deal of experience toward those in which it had little. Learning by doing was only a partial counterbalance to the intermittent idleness and input hoarding that characterized a shortage economy and dragged down productivity. The conflict distorted human and physical capital accumulation, and once it ended, America stopped producing most of the new goods. The war temporarily shut down basic scientific research and the ongoing development of civilian goods. U.S. world economic dominance in 1948, Field shows, was due less to the experience of making war goods and more to the country's productive potential in 1941.

Before it became synonymous with inner-city decay, however, Compton's affordability, proximity to manufacturing jobs, and location ten miles outside downtown Los Angeles made it attractive to aspiring suburbanites seeking single-family homes and quality schools. As Compton faced challenges in the twentieth century, and as the majority population shifted from white to African American and then to Latino, the battle for control over the school district became symbolic of Compton's economic, social, and political crises. Death of a Suburban Dream explores the history of Compton from its founding in the late nineteenth century to the present, taking on three critical issues—the history of race and educational equity, the relationship between schools and place, and the complicated intersection of schooling and municipal economies—as they shaped a Los Angeles suburb experiencing economic and demographic transformation. Emily E. Straus carefully traces the roots of antagonism between two historically disenfranchised populations, blacks and Latinos, as these groups resisted municipal power sharing within a context of scarcity. Using archival research and oral histories, this complex narrative reveals how increasingly racialized poverty and violence made Compton, like other inner-ring suburbs, resemble a troubled urban center. Ultimately, the book argues that Compton's school crisis is not, at heart, a crisis of education; it is a long-term crisis of development.
