Book excerpt: In a world of rapidly changing needs, government must operate effectively and efficiently to deliver today’s services and plan for tomorrow. Government agencies are facing dwindling budgets, increased citizen expectations, and morphing societal needs. In response, leaders are increasingly seeing innovation as a mindset and process to help solve challenging problems and improve the lives of the people they serve. The Minnesota Department of Transportation (MnDOT) is not immune from such challenges and in 2020 began the deliberative process of developing an innovation strategy to help the agency solve its greatest challenges and more effectively and efficiently deliver transportation services. The innovation strategy outlined in this report provides an actionable roadmap for fostering and sustaining a culture of innovation. This will lead to novel and sustainable products, processes, and practices that further MnDOT’s reputation as a national transportation leader.

Available in PDF, EPUB and Kindle. Book excerpt: The design and construction of “long and deep” tunnels, i.e. tunnels under mountains, characterised by either considerable length and/or overburden, represent a considerable challenge. The scope of this book is not to instruct how to design and construct such tunnels but to share a method to identify the potential hazards related to the process of designing and constructing long and deep tunnels, to produce a relevant comprehensive analysis and listing, to quantify the probability and consequences, and to design proper mitigation measures and countermeasures. The design, developed using probabilistic methods, is verified during execution by means of the so called Plan for Advance of the Tunnel (PAT) method, which allows adapting the design and control parameters of the future stretches of the tunnel to the results of the stretches already finished, using the monitoring data base. Numerous criteria are given to identify the key parameters, necessary for the PAT procedure. Best practices of excavation management with the help of real time monitoring and control are also provided. Furthermore cost and time evaluation systems are analysed. Finally, contractual aspects related to construction by contract are investigated, for best development and application of models more appropriate for tunnelling-construction contracts. The work will be of interest to practising engineers, designers, consultants and students in mining, underground, tunnelling, transportation and construction engineering, as well as to foundation and geological engineers, urban planners/developers and architects.

Available in PDF, EPUB and Kindle. Book excerpt: In FY2022, the MnDOT Office of Research and Innovation managed a total of 215 active and completed projects, of which 75 received partial or full funding from the Local Road Research Board (LRRB). Evaluating the benefits of this research and effectively communicating the benefits to diverse audiences serves several important purposes. It helps both MnDOT and LRRB gain insights into the outcomes of their investments in research and innovation. It also promotes continued exploration and implementation of new knowledge and technology within the field of transportation and aids in prioritizing future research implementation projects. This project involved a comprehensive review of the existing tools and processes used by MnDOT and LRRB for research benefit evaluation and communication and proposed a versatile multi-stage framework that can be adapted for various project types. This framework not only allows for long-term tracking of benefits but can also be integrated into the current research cycle. Furthermore, it incorporates and builds on existing tools, making it a valuable addition to the research and innovation process.

Book excerpt: This study focuses on changing transport patterns caused by the expected shift from oil to coal, assessing the ability of the Nation's transportation systems to carry future volumes of coal, petroleum, natural gas and nuclear materials. Trends in energy commodity transportation are predicted. Areas are identified where capacity problems might require expanded facilities. Also assessed are possible financial, social, safety and environmental constraints on the capability of the system to meet identified needs. Focus is on 1985 and 1990 with few problems anticipated by 1985 and none that would seriously impede energy transportation.
