Available in PDF, EPUB and Kindle. Book excerpt: In the three decades from the beginning of World War II Australia emerged on the world stage as an independent actor in foreign affairs. The key institution overseeing the development of Australia's international status and foreign policy during that period was the Department of External Affairs. This stimulating collection of essays explores the history of this government department as it grew from being a small amateur bureaucratic player to become a professional global network. This book sheds new light on the major figures in Australian international history, H. V. 'Doc' Evatt, Percy Spender, Richard Casey, Garfield Barwick and Paul Hasluckandmdash;and their relationships with their senior bureaucratic advisers. The experiences of Australian diplomats, as they joined the Department of External Affairs as junior recruits and worked overseas, are also examined. Ministers, Mandarins and Diplomats tells the story of the people, the events and the ideas that shaped Australian foreign policy and gave Australia its identity in the eyes of the rest of the world.

This book was released on 2013-09-06 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Public Administration Select Committee (PASC) has concluded a year-long inquiry into the future of the Civil Service with only one recommendation: that Parliament should establish a Joint Committee of both Houses to sit as a Commission on the future of the Civil Service. It should be constituted within the next few months and report before the end of the Parliament with a comprehensive change programme for Whitehall with a timetable to be implemented over the lifetime of the next Parliament. The Report considers the increased tensions between ministers and officials which have become widely reported, and places the problems in Whitehall in a wider context of a Civil Service built on the Northcote-Trevelyan settlement established in 1853 and the Haldane principles of ministerial accountability set out in 1919. The government's Civil Service Reform Plan lacks strategic coherence and clear leadership from a united team of ministers and officials. The Northcote-Trevelyan Civil Service remains the most effective way of supporting the democratically elected Government and future administrations in the UK. Divided leadership and confused accountabilities in Whitehall have led to problems: a low level of engagement amongst civil servants in some departments and agencies, and a general lack of trust and openness; the Civil Service exhibits the key characteristics of a failing organisation with the leadership are in denial about the scale of the challenge they face. There is a persistent lack of key skills and capabilities across Whitehall and an unacceptably high level of churn of lead officials, which is incompatible with good government.

Available in PDF, EPUB and Kindle. Book excerpt: Not since Anthony Eden launched the Suez War in 1956 has Britain's foreign policy provoked such intense controversy. Every Government statement throughout the recent Iraq crisis has highlighted the strains of Prime Minister Tony Blair in taking a reluctant country into war. Walking a diplomatic tightrope, he has sought to balance his transatlantic loyalties as a steadfast ally of the United States with his electoral pledge of strengthening Britain's position "at the heart of Europe". Each decision was destined to have a serious impact not just in the Labour Party but among ordinary British voters prepared as never before to parade their views in the streets. The Prime Minister also had to recognise the momentous repercussions his decisions could have on the credibility of the UN, the unity of Europe, the effectiveness of NATO and the cohesion of the Commonwealth. How are these British foreign policy decisions taken? How do British diplomacy and decision-making actually work? For generations the Foreign Office operated as an elitist, secretive institution resisting intrusion and change. Now, with this book, the doors have been opened on the quiet revolution which has transformed the Foreign Office. John Dickie's penetrating journey through the corridors of power reveals for the first time how the new mandarins are tested, selected, trained and promoted in Britain's Diplomatic Service. His unrivalled knowledge has enabled him to disclose the structures and mechanism of foreign policy-making in London and t

Book excerpt: This report follow the Committee's fifth report of July 2006, HC 689, session 2005-06 (ISBN 9780215030221). Their inquiry then revealed that "guidance on the publication of memoirs is weak, processes for clearance are ill-defined, and there have been no effective legal sanctions against those who publish without agreement". Since that report the flow of the publication of political memoirs has continued and it is felt that the issue remain current. In the current report the focus is on the following two questions: whether it is right that the Government should have the final say on what information can be included in memoirs; and whether revisions made the Foreign Office to its rules have unduly limited diplomats' ability to contribute to public debate
