The story that began billions of years ago encompasses dramatic physical and human events. Among them are volcanic eruptions, two meteorite impacts, the ebb and flow of continental glaciers, Aboriginal occupancy, exploration and mapping by Europeans, exploitation by fur traders and Canadian lumbermen and American entrepreneurs, the rise of global mining giants, unionism, pollution and re-greening, and the creation of a unique constellation city of 160,000. The title posits the book’s two main themes, one physical in nature and the other human: the great meteorite impact of some 1.85 billion years ago and the development of Sudbury from its inception in 1883. Unlike other large centres in Canada that exhibit a metropolitan form of development with a core and surrounding suburbs, Sudbury developed in a pattern resembling a cluster of stars of differing sizes. Many of Sudbury’s most characteristic attributes are undergoing transformation. Its rocky terrain and the negative impact from mining companies are giving way to attractive neighbourhoods and the planting of millions of trees. Greater Sudbury’s blue-collar image as a union powerhouse in a one-industry town is also changing; recent advances in the fields of health, education, retailing, and the local and international mining supply and services sector have greatly diversified its employment base. But since the 1960s, it has been consumed, outwardly and inwardly by a fire that has inexorably spread in the abandoned mines beneath it. The earth smokes, subsides, and breathes poisonous gases. No less destructive has been the spread of dissension and enmity among the townspeople. The Real Disaster Above Ground tells the story of the fire and the tragic failure of all efforts to counter it. This study of the Centralia fire represents the most thorough canvass of the documentary materials and the community that has appeared. The authors report on the futile efforts of residents to reach a common understanding of an underground threat that was not readily visible and invited multiple interpretations. They trace the hazard management strategies of government agencies that, ironically, all too often created additional threats to the welfare of Centralians. They report on the birth and demise of community organizations, each with its own solution to the problem and its diehard partisans. The final solution, now being put into effect, is to abandon the town and relocate its people. Centralia's environmental disaster, the authors argue, is not a local or isolated phenomenon. It warns of the danger lurking in our own technology when safeguards fail and disaster management policy is not in place to respond to failure, as the examples of Chernobyl and Bhopal have clearly demonstrated. The lessons in this study of the fate of a small town in Pennsylvania are indeed sobering. They should be pondered by a variety of social scientists and planners, by all those dealing with the behavior of people under stress and those responsible for the welfare of the public.

Book excerpt: No government jurisdiction in Canada has so radically transformed its public policies over the past decades as Ontario, and yet the province has also maintained a striking degree of political stability in its party system. Since the 1990s, neoliberalism has been the point of reference in constructing policy agendas for all of Ontario's political parties. It has guided the strategy for governance of the dominant Liberal Party since 2003, even as it divides the province between workers and employers, north and south, rural and urban, and racialized minorities and the majority population. With a focus on the governments of Mike Harris, Dalton McGuinty, and Kathleen Wynne, Divided Province brings together leading researchers to dissect the province's public policies since the 1990s. Presenting original, state-of-the-art research, the book demonstrates that, although the Conservative government of Mike Harris implemented the sharpest and most profound shift towards the establishment of a neoliberal regime in the province, the subsequent Liberal governments consolidated that neoliberal turn. The essays in this volume explore the consequences of this ideological turn across a spectrum of policies, including health, education, poverty, energy, employment, manufacturing, and how it has impacted workers, women, First Nations, and other distinct communities. Book excerpt: Acid mine drainage (AMD) has generated an enormous amount of media interest and public concern in the Gauteng City-Region (GCR) over the last decade. However, it has been framed as a narrow technical concern, with government action being directed towards securing the necessary engineering and processing solutions as quickly as possible to prevent decant and treat acid mine water to industrial standards. This has arguably limited the scope for full discussion and debate on the impacts of AMD, particularly for the environment, and this bears implications for how AMD has been managed in the GCR. Government’s immediate, short and long term interventions to address AMD have been set out as a straight forward solution, but over time more complex environmental concerns have emerged. Becoming more evident over the last few years is that one of the main impacts of AMD will be its effect on the overall water security in the Vaal River System (VRS) on which the GCR relies for its supply of potable water. Limits on water abstraction from the VRS, together with the increasing need to maintain the overall water quality in the system through dilution and treatment activities, means that AMD is beginning to manifest as a binding constraint on economic development and a burden on society – in particular via escalating costs for water consumers. Fiscal constraints are likely to see GCR residents and businesses pick up more and more of the costs associated with the treatment of AMD, through the format of increased municipal tariffs. With final decisions on municipal tariffs now pending, the broader yet invisible impacts of AMD loom large. This means that the debate has moved far beyond the issue of predicted decant in each of the Witwatersrand’s mining basins. Water security for the GCR, and who will carry the costs associated with the long-term treatment of AMD, have instead taken centre stage. This paper carefully updates the historical record on AMD since the publishing of a GCRO Provocation on the issue in 2010. In doing so, it argues that the way in which AMD has been governed raises a flag around how the political economy of an issue such as AMD should be understood, publicly debated and managed. In particular, it suggests that the governance of an environmental challenge such as AMD is not only about finding a technical solution. The lack of platforms to ensure well-informed public deliberation, especially over such issues as who will pay and how, must be addressed to ensure more equitable and transparent decision-making. In light of the broader mine waste legacy inherited by the GCR, and the strong likelihood of environmental contamination becoming more commonplace in the future, these concerns are not only limited to AMD. They will only grow in importance over time.
