Establishing African miners as producers of subterranean knowledge, Robyn d’Avignon uncovers a dynamic “ritual geology” of techniques and cosmological engagements with the earth developed by agrarian residents of gold-bearing rocks in savanna West Africa. Colonial and corporate exploration geology in the region was built upon the ritual knowledge, gold discoveries, and skilled labor of African miners even as states racialized African mining as archaic, criminal, and pagan. Beyond this account, the book takes on the deterministic ‘natural resource curse’ theory that equates natural resource endowments to a curse resulting in underdevelopment and sometimes conflict. It is argued and proven herein, from a decolonial standpoint, that such an approach is an oversimplification of the political economy of natural resources in Africa in general and Namibia in particular. The text also provides a contextual account of the contract labour system and details the symbiotic relationship between CDM and the colonial state before highlighting the remaining unanswered questions and areas of further research

This shift towards contracted and commissioned research threw into heightened relief the importance of greater understanding of the often problematic relationship between researchers on the one hand, and funding agencies and policy-making bodies on the other. This book was directed at both social scientists who were or would in the future be involved in social policy research, and at administrators, planners and policy makers who often had responsibility for funding such research and who were also its potential users. The authors provide accounts of research in a wide variety of settings, conducted on behalf of a diverse range of sponsors, in order to confront, describe and try to understand the tensions which develop between the two sides of the policy research relationship. While there is, of course, no suggestion here that there are tailor-made solutions that can eradicate difficulties, the feeling is expressed that improvements in the research relationship are possible and highly desirable. The primary objective of the book was to provide an impetus for greater understanding and collaboration that could lead to such improvements.

Book excerpt: Recent nature conservation initiatives in Southern Africa such as communal conservancies and peace parks are often embedded in narratives of economic development and ecological research. They are also increasingly marked by militarisation and violence. In Ruling Nature, Controlling People, Luregn Lenggenhager shows that these features were also characteristic of South African rule over the Caprivi Strip region in North-Eastern Namibia, especially in the fields of forestry, fisheries and, ultimately, wildlife conservation. In the process, the increasingly internationalised war in the region from the late 1960s until Namibias independence in 1990 became intricately interlinked with contemporary nature conservation, ecology and economic development projects. By retracing such interdependencies, Lenggenhager provides a novel perspective from which to examine the history of a region which has until now barely entered the focus of historical research. He thereby highlights the enduring relevance of the supposedly peripheral Caprivi and its military, scientific and environmental histories for efforts to develop a deeper understanding of the ways in which apartheid South Africa exerted state power.
