Book excerpt: The U.S. Army Test and Evaluation Command (ATEC) is responsible for the operational testing and evaluation of Army systems in development. ATEC requested that the National Research Council form the Panel on Operational Test Design and Evaluation of the Interim Armored Vehicle (Stryker). The charge to this panel was to explore three issues concerning the IOT plans for the Stryker/SBCT. First, the panel was asked to examine the measures selected to assess the performance and effectiveness of the Stryker/SBCT in comparison both to requirements and to the baseline system. Second, the panel was asked to review the test design for the Stryker/SBCT initial operational test to see whether it is consistent with best practices. Third, the panel was asked to identify the advantages and disadvantages of techniques for combining operational test data with data from other sources and types of use. In a previous report (appended to the current report) the panel presented findings, conclusions, and recommendations pertaining to the first two issues: measures of performance and effectiveness, and test design. In the current report, the panel discusses techniques for combining information.

Book excerpt: During the 1950s and 1960s, the U.S. Army conducted atmospheric dispersion tests in many American cities using fluorescent particles of zinc cadmium sulfide (ZnCdS) to develop and verify meteorological models to estimate the dispersal of aerosols. Upon learning of the tests, many citizens and some public health officials in the affected cities raised concerns about the health consequences of the tests. This book assesses the public health effects of the Army's tests, including the toxicity of ZnCdS, the toxicity of surrogate cadmium compounds, the environmental fate of ZnCdS, the extent of public exposures from the dispersion tests, and the risks of such exposures.

Book excerpt: Unmanned ground vehicles (UGV) are expected to play a key role in the Army's Objective Force structure. These UGVs would be used for weapons platforms, logistics carriers, and reconnaissance, surveillance, and target acquisition among other things. To examine aspects of the Army's UGV program, assess technology readiness, and identify key issues in implementing UGV systems, among other questions, the Deputy Assistant Secretary of the Army for Research and Technology asked the National Research Council (NRC) to conduct a study of UGV technologies. This report discusses UGV operational requirements, current development efforts, and technology integration and roadmaps to the future. Key recommendations are presented addressing technical content, time lines, and milestones for the UGV efforts.

Available in PDF, EPUB and Kindle. Book excerpt: Proving Grounds brings together a wide range of scholars across disciplines and geographical borders to deepen our understanding of the environmental impact that the U.S. military presence has had at home and abroad. The essays in this collection survey the environmental damage caused by weapons testing and military bases to local residents, animal populations, and landscapes, and they examine the military’s efforts to close and repurpose bases—often as wildlife reserves. Together they present a complex and nuanced view that embraces the ironies, contradictions, and unintended consequences of U.S. militarism around the world. In complicating our understanding of the American military’s worldwide presence, the essayists also reveal the rare cases when the military is actually ahead of the curve on environmental regulation compared to the private sector. The result is the most comprehensive examination to date of the U.S. military’s environmental footprint—for better or worse—across the globe.

Available in PDF, EPUB and Kindle. Book excerpt: "The U.S. Army has a long record of fielding innovations that not only have enhanced its effectiveness on the battlefield but also sometimes had an impact far beyond warfare. General Editor Jon T. Hoffman has brought together eleven authors who cover the gamut from the invention of the M1 Garand rifle between the world wars through the development of the National Training Center in the 1980s ... This work is neither a historical account of how the Army has adapted over time nor a theoretical look at models that purport to show how innovation is best achieved. Instead, it captures a representative slice of stories of soldiers and Army civilians who have demonstrated repeatedly that determination and a good idea often carry the day in peace and war. Despite the perception of bureaucratic inertia, the institution's long history of benefiting from the inventiveness of its people indicates that it is an incubator of innovation after all"--Publisher's website.

Available in PDF, EPUB and Kindle. Book excerpt: Foreword by Dr. Roger D. Launius, Former NASA Chief Historian For the past 75 years, the U.S. government has invested significant time and money into advanced aerospace research, as evidenced by its many experimental X-plane aircraft and rockets. NASA's X-Planes asks a simple question: What have we gained from it all? To answer this question, the authors provide a comprehensive overview of the X-plane’s long history, from the 1946 X-1 to the modern X-60. The chapters describe not just the technological evolution of these models, but also the wider story of politics, federal budgets, and inter-agency rivalries surrounding them. The book is organized into two sections, with the first covering the operational X-planes that symbolized the Cold War struggle between the U.S. and the U.S.S.R, and the second section surveying post-Cold War aircraft and spacecraft. Featuring dozens of original illustrations of X-plane cross-sections, in-flight profiles, close-ups, and more, this book will educate general readers and specialists alike.

Available in PDF, EPUB and Kindle. Book excerpt: Mine-protected and mine-resistant, ambush-protected (MRAP) vehicles are today standard in the US, most major western armed forces and many other armies as a result of the wars in Iraq and Afghanistan. The South African Army was already routinely using mine-protected armored personnel carriers and patrol vehicles forty years ago even if they looked primitive and ungainly. A few years later, the South African Army had reached the stage where it could deploy entire combat groups into battle zones equipped with only mine-protected vehicles, including their ambulances and supply trucks. By then the mine-protected vehicles had also become effective for use in combat, rather than just protected transport, the Casspir being the chief example. More to the point, they saved countless soldiers and policemen from death or serious injury, and the basic concepts now live on in the various MRAP types in service today. The valuable lessons learned by the South Africans with their early designs of these combat-proven vehicles has led the country to become one of the global leaders in the design of MRAPs which are locally manufactured and exported around the world. Surviving the Ride is a fascinating pictorial account featuring more than 120 of these unique South African-developed vehicles, spanning a forty-year period, with over 280 photographs, many of which are previously unpublished.
