Book excerpt: For much of the nation's history, the participation of blacks in the armed forces was approximately in line with their proportion in the total population. This changed during the 1970s: by 1980 one of every three Army Gls and one of every five marines were black. The reaction has been mixed. Many Americans look with approval on the growth of black participation in military service, since it often affords young blacks educational, social, and financial opportunities that constitute a bridge to a better life not otherwise available to them. But for other Americans, the opportunities are outweighed by the disproportionate imposition of the burden of defense on a segment of the population that has not enjoyed a fair share of the benefits that society confers. From this perspective, the likelihood that blacks would suffer at least a third-and perhaps a half-of the combat fatalities in the initial stages of conflict is considered immoral, unethical, or otherwise contrary to the precepts of democratic institutions. Some also worry that military forces with such a high fraction of blacks entail risks to U.S. national security. A socially unrepresentative force, it is argued, may lack the cohesion considered vital to combat effectiveness. Others fear that such a force would be unreliable if it were deployed in situations that would test the allegiance of its minority members. And some have even expressed concern that a large proportion of blacks may raise questions about the status of U.S fighting forces, as judged by the American public, the nation's allies, and its adversaries. The authors of this book examine evidence on both sides of the issue in an effort to bring objective scrutiny to bear on questions that for many years have been loaded with emotion and subjective reaction. They also discuss the implications for the military's racial composition of demographic, economic, and technological trends and the possible effects of returning to some form of conscription.

But by the early 1800s, China had fallen so far behind the West in gunpowder warfare that it was easily defeated by Britain in the Opium War of 1839–42. What happened? In The Gunpowder Age, Tonio Andrade offers a compelling new answer, opening a fresh perspective on a key question of world history: why did the countries of western Europe surge to global importance starting in the 1500s while China slipped behind? Historians have long argued that gunpowder weapons helped Europeans establish global hegemony. Yet the inhabitants of what is today China not only invented guns and bombs but also, as Andrade shows, continued to innovate in gunpowder technology through the early 1700s—much longer than previously thought. Why, then, did China become so vulnerable? Andrade argues that one significant reason is that it was out of practice fighting wars, having enjoyed nearly a century of relative peace, since 1760. Book excerpt: Perceptions of time contributed to recent Western military failings The “decline of the West” is once again a frequent topic of speculation. Often cited as one element of the alleged decline is the succession of prolonged and unsuccessful wars—most notably those waged in recent decades by the United States. This book by three Danish military experts examines not only the validity of the speculation but also asks why the West, particularly its military effectiveness, might be perceived as in decline. Temporality is the central concept linking a series of structural fractures that leave the West seemingly muscle-bound: overwhelmingly powerful in technology and military might but strategically fragile. This temporality, the authors say, is composed of three interrelated dimensions: trajectories, perceptions, and pace. First, Western societies to tend view time as a linear trajectory, focusing mostly on recent and current events and leading to the framing of history as a story of rise and decline. The authors examine whether the inevitable fall already has happened, is underway, or is still in the future. Perceptions of time also vary across cultures and periods, shaping socio-political activities, including warfare. The enemy, for example, can be perceived as belong to another time (being “backward” or “barbarian”). And war can be seen either as cyclical or exceptional, helping frame the public's willingness to accept its violent and tragic consequences. The pace of war is another factor shaping policies and actions. Western societies emphasize speed: the shorter the war the better, even if the long-term result is unsuccessful. Ironically, one of the Western world's least successful wars also has been America's longest, in Afghanistan. This unique book is thus a critical assessment of the evolution and future of Western military power. It contributes much-needed insight into the potential for the West's political and institutional renewal.

The book assumes a state-centric view of international relations, whereby states remain the dominant actors on the world stage. It breaks away from the conventional wisdom that military interventions for economic interests are a product of domestic corporate lobbying and instead argues that states intervene to protect (but not advance) existing corporate investments for national strategic interests. The work introduces new concepts of military interventions - proxy interventions and indirect interventions - which are determined by arms trade relationships between the permanent members of the United Nations Security Council (UNSC) and recipient countries, and utilizes insights from principal-agent theory, whereby the permanent members of the UNSC delegate military interventions in civil wars to other countries. The book concludes by examining the transformative effect of FDI on the willingness of a state to intervene militarily in a civil war, focusing on the case of China in Sub-Saharan Africa. Provided that the current positive trends in FDI and arms trade persist, we are likely to see more and not fewer military interventions in the future. This book will be of much interest to students of civil wars, military interventions, security studies and International Relations.

During the Cold War, for the first time, U.S. defense policy tried to maintain high readiness in peacetime. But now, with the Cold War over and defense budgets falling, what will happen to U.S. military forces? Will they revert to a state of unpreparedness or find a new balance? Politicians and military planners alike have found this crucial issue especially difficult to deal with because they have often misunderstood what readiness really means. In this book, security expert Richard Betts surveys problems in developing and measuring combat readiness before, during, and after the Cold War. He analyzes why attempts to maximize it often have counterproductive effects, and how confusions in technical concepts cause political controversy. The book explores conflicts between two objectives that are both vital but work against each other because they compete for resources: operational readiness to fight immediately, and structural readiness—the number of organized units that increase military power, but require time during a crisis to gear up for combat. Betts also discusses the problem brought on by the Cold War and plunging defense budgets: mobilization readiness—the plans and arrangements needed to shorten the time for recreating a large military if it once again becomes necessary.
