Available in PDF, EPUB and Kindle. Book excerpt: This authoritative book explores the influential but controversial concept of military professionalism and its role in civil-military relations. Focusing on the evolution of military professionalism in ten key Asian countries, the authors investigate its conception, practice, and consequences. Combining the expertise of military officers and scholars from the region, the study argues that 'old professionalism' is on the rise in Asia as the role of coercion in governance has been reduced and the distribution of power has shifted away from the military in favor of political and civil society.

Available in PDF, EPUB and Kindle. Book excerpt: This book challenges the unacceptable gap between the positive rules of the international law governing armed hostilities and actual state practice. It discusses reducing the human suffering caused by this reality. The current law does not seem to be optimal in balancing the different interests of states' militaries and the humanitarian agenda. In response to this challenge, this book offers a new paradigm based on reality that may elevate the humanitarian threshold by replacing the currently problematic imperatives imposed upon militaries with professionally-based, therefore attainable, requirements. The aims of the suggested paradigm are to create an environment in which full abidance by the law becomes a realistic norm, thus facilitating a second, more important aim of reducing human suffering. Militaries function in a professional manner; they develop and respect their doctrine, operational principles, fighting techniques and values. Their performances are not random or incidental. The suggested paradigm calls for leveraging the constraining elements that are latent in military professionalism. Talking professional language and adopting the professional way of thinking that underlies militaries' conduct makes it possible to identify and focus upon the core interests of a military in any given lawful war - those that ought to be taken into consideration - alongside those that can be sacrificed for the sake of the humanitarian concerns, while still allowing the military mission to be achieved. Indeed, leveraging professional standards and norms would establish a reasonable modus vivendi for a military, while allowing substantial new space for the humanitarian mission of the law.

Book excerpt: This book will make a first contribution to identify the gaps in current practices and provide alternative mechanisms to conceptualize professionalism that is reflective of changing requirements, culture, and demographics of the contemporary military force. The military profession promotes the development, sustainment, and embodiment of ethos, which guides conduct across operational contexts, from times of national and international crises and security challenges (e.g., war, natural disasters, and peace support operations). It is imperative for military leaders to understand how ethos and doctrine shape professional frameworks, which guide the conduct of military members.

Book excerpt: Based on unprecedented access to the Ghanaian military barracks and inspired by the recent resurgence of coups in West Africa, Agyekum assesses why and how the Ghana Armed Forces were transformed from an organization that actively orchestrated coups into an institution that accepts the authority of the democratically elected civilian government. Focusing on the process of professionalization of the Ghanaian military, this ethnography based monograph examines both historical and contemporary themes, and assesses the shift in military personnel from ‘Buga Buga’ soldiers – uneducated, lower-class soldiers, human rights abusers – to a more ‘modern’ fighting force.

Book excerpt: Rivalry and Cooperation in the Asia-Pacific provides a comprehensive and accessible introduction to the most important strategic and economic region in the world. Asia-Pacific is a region that is undergoing a major transformation, largely as a consequence of the rise of China and its growing rivalry with the United States. Whatever happens in the Asia-Pacific will profoundly influence global events, not just regional ones. Looking ahead, the region's future direction — and even its name — is contested and uncertain. This two-volume reference work, by one of the world's leading analysts of regional affairs, places these events in historical context and considers what they may mean for future political, economic and strategic relations. By focusing on the United States, China and the region's most significant middle powers, the book explains why and how the Asia-Pacific has become the fulcrum of international events.

Available in PDF, EPUB and Kindle. Book excerpt: In the late 1990s, prominent scholars of civil-military relations detected a decline in the political significance of the armed forces across Southeast Asia. A decade later, however, this trend seems to have been reversed. The Thai military launched a coup in 2006, the Philippine armed forces expanded their political privileges under the Arroyo presidency, and the Burmese junta successfully engineered pseudo-democratic elections in 2010. This book discusses the political resurgence of the military in Southeast Asia throughout the 2000s. Written by distinguished experts on military affairs, the individual chapters explore developments in Burma, Thailand, the Philippines, Vietnam, East Timor, Indonesia and Singapore. They not only assess, but also offer explanations for the level of military involvement in politics in each country. Consequently, the book also makes a significant contribution to the comparative debate about militaries in politics. Whilst conditions obviously differ from country to country, most authors in this book conclude that the shape of civil-military relations is not predetermined by historic, economic or cultural factors, but is often the result of intra-civilian conflicts and divisive or ineffective political leadership.

Book excerpt: This comparative work examines the political role played by armed forces in South Korea, Indonesia, the Philippines, and Taiwan. The work brings together theory and empirical study, analyzing how security threats have shaped the military's organization, doctrine, and domestic political role at various stages of political development, from the state-building period to today's post-democratization era. Using four representative case studies, Woo sets to answer: What determines the armed forces' political influence? How does it affect political development? How do democratically elected leaders establish civilian control over them? The book first looks at how security threats led to military expansion and authoritarianism at the onset of the Cold War. Next, it examines military dictatorial rule, followed by a study of the military's withdrawal process during democratization. Lastly, it focuses on contemporary civil-military dynamics in the four countries, discussing the obstacles faced by civilian authority and what maybe the most desirable model for civil-military relations in post-democratization Asian societies. "Security Challenges and Military Politics in East Asia" will be an essential resource for anyone studying Asian political development, civil-military relations, and comparative democratization.
