Available in PDF, EPUB and Kindle. Book excerpt: Field manual (FM) 3-39.40 is aligned with FM 3-39, the military police keystone FM. FM 3-39.40 provides guidance for commanders and staffs on internment and resettlement (I/R) operations. This manual addresses I/R operations across the spectrum of conflict, specifically the doctrinal paradigm shift from traditional enemy prisoner of war (EPW) operations to the broader and more inclusive requirements of detainee operations. Additionally, FM 3-39.40 discusses the critical issue of detainee rehabilitation. It describes the doctrinal foundation, principles, and processes that military police and other elements will employ when dealing with I/R populations. As part of internment, these populations include U.S. military prisoners, and multiple categories of detainees (civilian internees [CIs], retained personnel [RP], and enemy combatants), while resettlement operations are focused on multiple categories of dislocated civilians (DCs).

Book excerpt: In 1996, the United States (US) Army Military Police (MP) Corps restructured its four combat support (CS) missions into the following five CS functions. These functions adequately describe MP capabilities in support of US forces deployed worldwide. Maneuver and mobility support. Area security. Law and order (L&O). Internmentjresettlement (I/R). Police intelligence operations. Field Manual (FM) 3-19.40 depicts the doctrinal foundation, principles, and processes that MP will employ when dealing with enemy prisoners of war (EPWs), civilian internees (CIS),US military prisoner operations, and MP support to civil-military operations (populace and resource control [PRCI,humanitarian assistance [HA], and emergency services [ESI). FM 3-19.40 is not a standalone manual, and it must be used in combination with other publications. These publications are pointed out throughout the manual, and a consolidated list is provided in the bibliography. This manual provides guidance that can be used by US Army service schools, students, sister services, and federal agencies. It is fully compatible with current joint, multinational, and interagency doctrine. The proponent of this publication is HQ TRADOC. Available in PDF, EPUB and Kindle. Book excerpt: The 2004 revelations of detainee maltreatment at the Abu Ghraib prison outside of Baghdad, Iraq have led to an exhaustive overhaul of Army doctrine and training with respect to this topic. The Army has identified disconnects in its individual, leader, and collective training programs, and has also identified the absence of a deliberate, focused doctrinal crosswalk between the two principal branches concerned with detainees, Military Intelligence (MI) and Military Police (MP). These problems and their consequences are real and immediate. The perceptions of just treatment held by citizens of our nation and, to a great extent the world at large, have been and are being shaped by the actions of the US Army, both in the commission of detainee maltreatment but also, and more importantly, in the way the Army addresses its institutional shortcomings. This study examines the relationship over time between doctrine in two branches of the Army Military Police (MP) and Military Intelligence (MI) and the Geneva Convention Relative to the Treatment of Prisoners of War (GPW). Specifically, it analyzes the MP detention field manual series and the MI interrogation field manual series to evaluate their GPW content. It also further examines the relationship of military police and military intelligence to each other in the enemy prisoner-of-war (EPW) and detainee operations environment, as expressed in their doctrinal manuals. Finally, the study looks at the Army's experience in detainee operations through the prism of six conflicts or contingency operations: the Korean War, Vietnam, Operation URGENT FURY (Grenada, 1983), Operation JUST CAUSE (Panama, 1989), Operation DESERT STORM (Iraq, 1991), and Operation UPHOLD DEMOCRACY (Haiti, 1994).

Book excerpt: This field manual (FM), Military Police Leaders' Handbook," addresses military police (MP) maneuver and mobility support (MMS), area security (AS), internment and resettlement (I/R), law and order (L&O), and police intelligence operations (PIO) across the full spectrum of Army operations. Although this manual includes a discussion of corps and division MP elements, it primarily focuses on the principles of platoon operations and the tactics, techniques, and procedures (TTP) the platoon uses to accomplish its mission. This FM provides the capabilities and organization of the MP, demonstrates the flexibility and diversity of MP in adapting to any mission throughout the full spectrum of Army operations, and characterizes the MP as a combat-force multiplier. Additionally, this manual identifies the fact that the Army will not conduct operations alone and defines the role of the MP in support of joint, multinational, and interagency operations. The MP TTP are organized by the MP functions of MMS, AS, I/R, LO, and PIO with supporting tasks, both individual and collective, to help illustrate the functions.

Book excerpt: This report finds parallels in U.S. prisoner and detainee operations in World War II, Korea, Vietnam, and Iraq: underestimation of the number to be held, hasty scrambling for resources, and inadequate doctrine and policy. Later, attempts to educate and influence prisoners and detainees are often made. The authors recommend that detailed doctrine should be in place prior to detention and that detainees should be surveyed when first detained.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.
