As a result, a "media-public relations struggle' (Cutlip, 1976, p. 6) ensues, despite the reliance each has upon the other to do their jobs effectively (Bishop, 1988; Brown, 1976; Cutlip, 1976; Gieber & Johnson, 1961; Shea & Gulick, 1997; Sietel, 1992). This mutually-dependent relationship is especially important to the Department of Defense (Baroody, 1999, Braestrup, 1991), which considers the news media "the principal means of communicating information about the military to the general public" (Joint Pub 3-61, p. vi) and measures the effectiveness of the military public affairs program upon its ability to communicate with various publics to maintain awareness and support of the Defense Department (Public Affairs Handbook, 1991). Each of the branches of the armed forces - the Air Force, Army, Navy, and Marine Corps - has a distinct public affairs structure, including how they designate public affairs officers (Public Affairs Handbook, 1991). With the exception of the Marine Corps, which follows Navy guidelines, each branch also has their own set of regulations and policies.

Since the U.S. military's 1983 invasion of Grenada, commanders have done a questionable job of accommodating the media, as evident by the findings of the Sidle and Hoffman Panels. While this phenomenon of poor support may be due in part to the commander's personal feelings toward the media, it may also be that the commanders public affairs staffs are simply over taxed. As a result, combatant commanders must rely on ad hoc public affairs organizations, such as Joint Information Bureaus, to manage their media operations in combat. Our best opportunity to garner and sustain national and international support for armed conflict in Iraq is by maintaining a healthy relationship with the media. How well our military performs in this media relations endeavor will directly affect the U.S. and international perceptions of our success in Iraq. The relationship between the Army and the media is considered in the broader context of the US Government's approach to information management. Given the growing importance of information operations in 21st century warfare, this study provides a succinct overview of how the US Army has approached its relations with the media over the previous century. The study highlights the recurrent tension that exists in both the Army and the US Government's information management writ large. This tension arises from the need for operational security and effective deception and psychological operations and the need to provide transparency to secure public acceptance and support for military operations. The long-running debate over how the Government's information management should be organized and operated reflects this tension. Thus, since World War I a number of bureaucratic manifestations of information management have been tried in wartime, including the Committee on Public Information, the Office of War Information, the Psychological Strategy Board, the United States Information Agency, and, most recently, the Office of Global Communications. With the exception of the United States Information Agency, whose tenure spanned the period from 1953 to 1999, all the other manifestations of bureaucratic information management rose and fell during the wars in which they were created. The growing pains of these organizations sometimes colored the Army's relationship with the media. The need for units in the field to participate in information management is a major challenge for future operations. This study reminds us that those commanders who have gone out of their way to engage the media have, in many cases, had the greatest success with information management.

Book excerpt: "Throughout history, the military and the media have shared a somewhat strained relationship, and during the Vietnam War, that relationship was showcased daily via television broadcasts across the United States. It was the first time military leaders had to deal with intense media scrutiny. Therefore, the military blamed the media for many of the problems during Vietnam, and that negative sentiment carried over into conflicts in Grenada, Panama, and the first Gulf War. The Department of Defense (DoD) tried to improve media access during all of these conflicts, but negative attitudes in regards to the media remained persistent among top U.S. military leaders. Even though DoD established the embedded media program in 2003 to give the media almost unfiltered access to U.S. troops in combat, it has only resulted in minor improvements to the military-media relationship. The problem is that throughout history the military-media relationship has hindered news coverage and negatively affected the public's opinion of combat operations. Using the problem and solution research methodology I traced military-media relationships throughout history during combat operations in Vietnam, Grenada, Panama, the first Gulf War, and Operation Iraqi Freedom (OIF) and found that it did have an effect on news coverage and public opinion. To bolster this relationship, increase news coverage, and improve positive public opinion I recommend that DoD include media embeds from military training up and throughout combat operations, fund the media embeds, and give them greater access to combat plans and operations."--Abstract.

This paper investigates the importance of an effective military-media relationship, considers current Joint doctrine, and conducts a historic review (using the criteria of access, logistical support, operational security and context) of the relationship between the military and the media, focusing on how the military engaged the media in those operations and how the military can leverage the media to benefit future operations. To that end, and centered on the idea that public affairs is not just a PAO's issue, the military should make improvements in the following areas: (1) Establishment of media effects as an information age principle of war; (2) Continued use of embedded reporters, expanding on the current program to ensure coverage to include the post-hostilities phase; (3) Develop a more proactive approach towards dealing with foreign media; and (4) Promotion of a more assertive media policy to achieve a steady-state level of military-media engagement. In an era during which an increasingly smaller percentage of Americans have any contact with the military, the military must take the lead to develop a positive working relationship with the press and the public. In doing so, the military will provide the links that not only benefit it now, but in the future.

Herspring considers the factors that allow some civilian and military organizations to operate more productively in a political context than others, bringing into comparative study for the first time the military organizations of the U.S., Russia, Germany, and Canada. Refuting the work of scholars such as Samuel P. Huntington and Michael C. Desch, Civil-Military Relations and Shared Responsibility approaches civil-military relations from a new angle, military culture, arguing that the optimal form of civil-military relations is one of shared responsibility between the two groups. Herspring outlines eight factors that contribute to conditions that promote and support shared responsibility among civilian officials and the military, including such prerequisites as civilian leaders not interfering in the military's promotion process and civilian respect for military symbols and traditions. He uses these indicators in his comparative treatment of the U.S., Russian, German, and Canadian militaries. Civilian authorities are always in charge and the decision on how to treat the military is a civilian decision. However, Herspring argues, failure by civilians to respect military culture will antagonize senior military officials, who will feel less free to express their views, thus depriving senior civilian officials, most of whom have no military experience, of the expert advice of those most capable of assessing the far-reaching forms of violence. This issue of civilian respect for military culture and operations plays out in Herspring's country case studies. Scholars of civil-military relations will find much to debate in Herspring's framework, while students of civil-military and defense policy will appreciate Herspring's brief historical tour of each countries' post–World War II political and policy landscapes.

Based on public relations theory, studies on source-journalist relationships, the historical precedence of wartime military-media relations, studies about military public affairs, and critiques of the Gulf War situation, the author assesses the Gulf War media policy, the post-Gulf War revised DoD policy, and their impact on present relations. The perspectives of media representatives, military representatives, and communication scholars about Gulf War and present military-media relations were gathered through interviews. Findings of each study group were analyzed and compared. Findings of previous studies on the subject are also discussed. The researcher concludes, while some provisions of the Gulf War policy did not facilitate open media coverage, problems in the policy's execution created more tension between the military and the media. Hostility towards the media also remained from the Vietnam era. Military commanders' support is also a prerequisite for media access to units. Military education programs to foster a better appreciation of a free press' role free in a democracy are needed for all members. In addition, the author recommends additional public affairs training, including a mentoring program, be instituted. Also, while the military should continue to provide opportunities for reporters to participate in training exercises to learn about the military, it is unrealistic to expect that most reporters can participate due to shrinking resources at news organizations. Finally, military and media representatives continue a dialogue to regularly discuss issues of mutual concern.
