Book excerpt: Changes in the military threats to the United States have radically altered the assumptions underpinning our defense policy, leading to a reexamination of the required size and mix of military forces. The size of military forces had been predicated on a NATO scenario based on the combined threat from the Soviet Union and the Warsaw Pact. However, the collapse of this threat allows the United States to maintain a smaller military force. Downsizing our military forces began in PY92 and is scheduled to continue through at least FY99. This report presents analysis, conducted at the beginning of this drawdown, evaluating alternative strategies for achieving personnel reductions, including alternative voluntary separation offers and their utility in achieving the required reductions in personnel end- strength. Specifically, it first addresses the question of what part of the reductions should come from lowered accession levels and what part from increased separations of personnel currently in the service. It then addresses the process of how to structure separation offers to get both the number and type of desired departures as cost effectively as possible. It identifies the criteria that any separation plan should meet, evaluates proposed plans in terms of the cost to the government and perceived worth to the individual, and develops an analytic framework that the services could use as a tool to structure separation offers. The framework provides a way to estimate acceptance rates for various plans and to identify specific groups to achieve those rates.

Book excerpt: Analyzes the cultural attitudes, political decisions, and institutions surrounding the maintenance of armed forces throughout American history While traditionally, Americans view expensive military structure as a poor investment and a threat to liberty, they also require a guarantee of that very freedom, necessitating the employment of armed forces. Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. In Drawdown: The American Way of Postwar, a stellar team of military historians argue that the United States sometimes managed effective drawdowns, sowing the seeds of future victory that Americans eventually reaped. Yet at other times, the drawing down of military capabilities undermined our readiness and flexibility, leading to more costly wars and perhaps defeat. The political choice to reduce military capabilities is influenced by Anglo-American pecuniary decisions and traditional fears of government oppression, and it has been haphazard at best throughout American history. These two factors form the basic American “liberty dilemma,” the vexed relationship between the nation and its military apparatuses from the founding of the first colonies through to present times. With the termination of large-scale operations in Iraq and the winnowing of forces in Afghanistan, the United States military once again faces a significant drawdown in standing force structure and capabilities. The political and military debate currently raging around how best to affect this force reduction continues to lack a proper historical perspective. This volume aspires to inform this dialogue. As such it is both a drawdown and a restructuring. This shift to a more continental U.S.- (CONUS- ) based force could lead to unacceptable long tours in CONUS TDA positions, mismatches between the ranks and skills of assigned personnel, and difficulty in transporting soldiers to obtain required professional development and training. Using a variety of simulation models, the effect of the changing authorization structure on average CONUS time on station the number of rotational moves, and other variables was analyzed. Alternative methods to offset the effects of the change in billet structure, including changes in OCONUS tour lengths, increases in CONUS to CONUS operational moves, and a combination of the two methods were studied. The policies examined to offset potential CONUS stagnation appear more than adequate. For example, a policy of reducing OCONUS tour length by 1 year significantly increases rotational moves and reduces average CONUS time on station, by FY 1998, to below what it would have been had there been no change. Overall, the simulations suggest that the potential problems posed by the change in authorization structure will not be severe and that policies can be adapted to offset any potentially adverse effects."--DTIC.

Book excerpt: After the Civil War, the U.S. Army demobilized at a high rate and soon found its numbers literally gutted. A captain testified before Congress in 1876 that his unit was so few in number that he frequently performed drill with only four men. He said he once saw a parade carried out in which one company was represented by a lone sergeant forming its front line and its captain occupying the rear line. They were their unit's only participants. 1 Many Americans know that the U.S. military has undergone a large downsizing effort in the 1990s. Fortunately, it has not been to the extent of that experienced by the Army after the War between the States. Although many equate the initiation of personnel and force structure reductions with the end of the Cold War in 1989 or the breakup of the Soviet Union in 1991, the Department of Defense (DOD), as a whole, started downsizing earlier, in 1988. Troop reductions came about due to the growing pressure to hold defense spending in check. This led two services, the Army and the Air Force, to begin downsizing moderately and internally in 1987. One of the first groups targeted was commissioned service members, in response to congressional attention directed at what the legislative body perceived as a bloated officer corps. The Marine Corps began to grow smaller in 1988. The Navy did not start declining in number until 1990. Its delay in carrying out personnel cuts was due to the fact that it had been pursuing a major program to build up to a fleet of 600 ships. In the late 1980s, the service still did not have the sailors it needed to crew a fleet of that size. The rise of Gorbachev in the USSR signaled a change in the U.S. security environment. The fall of the Berlin Wall in 1989 was evidence of that transformation. The disintegration of the Soviet Union two years later was proof. This event, probably one of the most important in this century, boded well for the United States. Downsizing of the U.S. war machine, halted tempo. -- Introduction.
