How does international burden-sharing in this context look like: between the rich and the poor; the big and the small? These are the questions Marina E. Henke addresses in her new book Constructing Allied Cooperation. Through qualitative and quantitative analysis of 80 multilateral military coalitions, Henke demonstrates that coalitions do not emerge naturally. Rather, pivotal states deliberately build them. They develop operational plans and bargain suitable third parties into the coalition, purposefully using their bilateral and multilateral diplomatic connections—what Henke terms diplomatic embeddedness—as a resource. As Constructing Allied Cooperation shows, these ties constitute an invaluable state capability to engage others in collective action: they are tools to construct cooperation. Pulling apart the strategy behind multilateral military coalition-building, Henke looks at the ramifications and side effects as well. As she notes, via these ties, pivotal states have access to private information on the deployment preferences of potential coalition participants. Moreover, they facilitate issue-linkages and side-payments and allow states to overcome problems of credible commitments. Finally, pivotal states can use common institutional contacts (IO officials) as cooperation brokers, and they can convert common institutional venues into fora for negotiating coalitions. The theory and evidence presented by Henke force us to revisit the conventional wisdom on how cooperation in multilateral military operations comes about. The author generates new insights with respect to who is most likely to join a given multilateral intervention, what factors influence the strength and capacity of individual coalitions, and what diplomacy and diplomatic ties are good for. Moreover, as the Trump administration promotes an "America First" policy and withdraws from international agreements and the United Kingdom completes Brexit, Constructing Allied Cooperation is an important reminder that international security cannot be delinked from more mundane forms of cooperation; multilateral military coalitions thrive or fail depending on the breadth and depth of existing social and diplomatic networks.

This monograph uses a case study analysis focusing on the influence of construction in large-scale ground combat operations on creating coalitions, building partners, and military operations. The case studies are the construction of the Ledo Road in the China-Burma-India (CBI) Theater of World War II and the construction efforts during Operation Desert Shield of the 1990-1991 Gulf Conflict. Each case study discusses the theater strategy, construction challenges, and operational level impacts. Built into the discussion is how construction addresses challenges of geography and helps create a cooperative environment leading to coalition building. As the US Army transitions to large-scale ground combat operations, by comparing the case studies and considering the future, this monograph explores the role of construction and coalitions in enabling operational art. Most SAMS students complete the regular CGSC course, then stay for a second academic year. Toward this end, there are multiple economic and diplomatic tools that the U.S. has in its arsenal. Some of these tools are more controversial than others, but all available tools are used and considered as a cost of doing business in fighting a war in the global environment in which we live today. This paper looks at the economic and diplomatic tools with economic consequences that the United States has utilized in building the U.S led coalition in the war against terrorism. This paper addresses the pros and cons of bringing into a coalition states that are unsavory allies that are needed in order to effectively prosecute the current war.

Book excerpt: In the aftermath of the Cold War, the world political environment has been, and continues to be, in constant change with evolving formats and cause-effect relationships. But "change," in and of itself, is not a new phenomenon. More accurately for today, it is the rate of change and the lack of accurate lead indicators (i.e., the unpredictability) that complicate the coalition picture in the 21st Century. The results are, in general, short agendas with narrowly focused objectives and limited commitments. This paper identifies some of the issues associated with coalition building and coordination and reports on two effective but distinct methods of meeting national requirements in this arena. Originally, the intent was to compare the US Central Command's Coalition Coordination Center (CCC) in Tampa with the Multinational Planning Augmentation Team (MPAT) approach in US Pacific Command's area of operation but a direct comparison was abandoned because these are simply unlike entities. Additionally, the report avoids repeating, at least in detail, the information already in print or available from US Central Command and US Pacific Command. There is, however, much to discuss regarding how the two commands are approaching similar problems in dissimilar environments.

Reports reaching the world indicated that two thousand Kurds died each day in the harsh cold mountains along the Turkish-Iraqi border. On 5 April 19-1, in cooperation with other allied nations, President Bush ordered American Military forces to begin airlifting humanitarian supplies to the Kurdish refugees. This Presidential decision established the largest military coalition ever formed in support of humanitarian operations. OPERATION PROVIDE COMFORT was the code name used for the worldwide outpouring of humanitarian assistance provided to the Kurdish displaced persons. The coalition formed to support this operation consisted of army, navy, marine, air force, governmental and non- governmental agencies from thirteen nations. Time was critical. The coalition had to be formed quickly to provide the necessary humanitarian assistance to stop the dying in the mountains. The process of developing a military coalition to support humanitarian operations is described in this individual study project. The conclusion presents key considerations in coalition building in the area of command relationships, rules of engagement and unit capabilities. Recommendations are made in response to the key considerations. Building coalitions to support humanitarian operations will continue into the 21st century and the United States must be prepared to lead in the formation of coalitions.

Book excerpt: Some countries are more inclined to deploy their troops overseas than others. There has been much analysis to consider why this is the case, ranging from political culture to the style of individual leaders. This study considers a difference in democratic systems -- the level of parliamentary control over the decision to go to war -- and whether this structural difference makes a Government more or less likely to commit troops overseas. Does an executive system make it easier for nations to deploy forces versus a system where the decision-making goes to the broader legislature? The assumption sitting behind this analysis, which will be tested, is that in an executive system the Government makes national security decisions in a closed committee process. This limits the Government's exposure to a diversity of views beyond the public service. The Government then has an advantage in being able to announce the decision to commit troops to a war, controlling the messaging that will inform the public debate. In contrast, if the decision has to go to the legislature and be agreed or debated by Parliament, then the issue will be exposed to the views of minority and opposition parties, which can then inform the commentary of the media and opinion makers. In these countries, the Government may have less ability to control the discourse, arguably making it more likely that the Government will decide against a deployment or agree to one but with operational caveats. This assumption will be tested via a comparative analysis of contested military engagements -- operations that have tended to result in divisive political and public debate. Contested case studies are used as they bring to the fore divisive politics, bringing out clearer contrasts between a closed executive model versus an open parliamentary system. The study concludes that there is a trend that democratic systems with low parliamentary control tend to deploy forces more often and with less operational caveats, although this is not always the case. In fact, these systems may result in more polarised positions than in high parliamentary control systems which tend to negotiate a middle course position on contentious conflicts.
