Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India, as well as two standalone volumes) comprising over fifty research papers and two book-length studies, detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. The essays in this volume examine history and contemporary politics to understand the root causes of sexual violence in Sri Lanka. They look at the polarization created around ethnic and linguistic identities during the three-decades of ethnic conflict, but also scrutinize the routine violence of communities towards their own women in daily life. The authors argue that in this transitional post-war phase, Sri Lankan women must not only be treated as victims, but as agents of change. The writers highlight a hitherto unaddressed aspect of sexual violence: that of the structures that enable impunity on the part of perpetrators, be they security personnel and paramilitary forces, members of armed rebel groups, gangs, local politicians and police or ordinary citizens including close family members. They demonstrate how impunity for perpetrators is both a failure of the formal justice process and a product of individual, community and social conditions and indeed the choices that victims and families make that promote silence over truth. At the end of more than a quarter century of conflict that has left some 100,000 dead, 50,000 women-headed households struggling to survive, as well as countless victims and survivors of sexual violence, the calls for justice can no longer be ignored.

In Montréal, a city with more trilingual speakers than in any other North American city, Tamil migrants draw on their multilingual repertoires to navigate longstanding linguistic rivalries between anglophone and francophone, and Indian and Sri Lankan nationalist leaders by arguing that Indians speak "Spoken Tamil" and Sri Lankans speak "Written Tamil" as their respective heritage languages. Drawing on ethnographic, archival, and linguistic methods to compare and contrast the communicative practices and language ideologies of Tamil heritage language learning in Hindu temples, Catholic churches, public schools, and community centers, this book demonstrates how processes of sociolinguistic differentiation are mediated by ethnonational, religious, class, racial, and caste hierarchies. Indian Tamils showcase their use of the "cosmopolitan" sounds and scripts of colloquial varieties of Tamil to enhance their geographic and social mobilities, whereas Sri Lankan Tamils, dispossessed of their homes by civil war, instead emphasize the "primordialist" sounds and scripts of a pure "literary" Tamil to rebuild their homeland and launch a "global" critique of racism and environmental destruction from the diaspora. This book uses the ethnographic and archival study of Tamil mobility and immobility to expose the mutual constitution of elite and non-elite global modernities, defined as language ideological projects in which migrants objectify dimensions of time and space through scalar metaphors.

Madurika Rasaratnam's book sets out a novel answer to this key puzzle in world politics through a detailed comparative study of the starkly divergent trajectories of the 'Tamil question' in India and Sri Lanka from the colonial era to the present day. Whilst Tamil and national identities have peaceably harmonised in India, in Sri Lanka these have come into escalating and violent contradiction, leading to three decades of armed conflict and simmering antagonism since the war's brutal end in 2009. Tracing these differing outcomes to distinct and contingent patterns of political contestation and mobilisation in the two states, Rasaratnam shows how, whilst emerging from comparable conditions and similar historical experiences, these have produced very different interactions between evolving Tamil and national identities, constituting in India a nation-state inclusive of the Tamils, and in Sri Lanka a hierarchical Sinhala-Buddhist national and state order hostile to Tamils' political claims. Locating these dynamics within changing international contexts, she also shows how these once largely separate patterns of national-Tamil politics, and Tamil diaspora mobilisation, are increasingly interwoven in the post-war internationalisation of Sri Lanka's ethnic crisis.
