Book excerpt: While there exists sizable literature documenting the importance of ethnic networks for international trade, little attention has been devoted to studying the effects of networks on foreign direct investment (FDI). The existence of ethnic networks may positively affect FDI by promoting information flows across international borders and by serving as a contract enforcement mechanism. This paper investigates the link between the presence of migrants in the United States and U.S. FDI in the migrants' countries of origin, taking into account the potential endogeneity concerns. The results suggest that U.S. FDI abroad is positively correlated with the presence of migrants from the host country. The data further indicate that the relationship between FDI and migration is driven by the presence of migrants with a college education.

Book excerpt: Abstract: While barriers to trade in most goods and some services including capital flows have been reduced considerably over the past two decades, many remain. Such policies harm most the economies imposing them, but the worst of the merchandise barriers (in agriculture and textiles) are particularly harmful to the world's poorest people, as are barriers to worker migration across borders. This paper focuses on how costly those anti-poor trade policies are, and examines possible strategies to reduce remaining distortions. Two opportunities in particular are addressed: completing the Doha Development Agenda process at the World Trade Organization (WTO), and freeing up the international movement of workers. A review of the economic benefits and adjustment costs associated with these opportunities provides the foundation to undertake benefit/cost analysis required to rank this set of opportunities against those aimed at addressing the world's other key challenges as part of the Copenhagen Consensus project. The paper concludes with key caveats and suggests that taking up these opportunities could generate huge social benefit/cost ratios that are considerably higher than the direct economic ones quantified in this study, even without factoring in their contribution to alleviating several of the other challenges identified by that project, including malnutrition, disease, poor education and air pollution.

Book excerpt: This paper reviews the major types of international migration and recent global and regional trends in population movements, as well as conceptual issues and recent trends in the volume of remittance flows. The paper further considers the extent to which trade, aid and development can be expected to stem future migration flows, the role of international migration in trade in services, and implications for future research. Migration flows are heavily concentrated in a few world regions and are increasingly volatile and unpredictable, with political as well as economic causes and consequences. While there is general consensus that flows of capital and goods should be free, there is no such agreement on the movement of people. Little is known about the extent to which national policies toward in-migration impede trade in services; a survey of firms across selected industries might shed light on this issue. There is also little documentation of the economic and trade consequences in countries with policies to train workers for international export. The adoption of measures to address the potential for migration from Central and Eastern Europe offer new opportunities to understand interactions amongst migration, trade, aid, investment, and development, as do the "turnaround cases" (e.g. italy, Spain, Portugal) of countries that have shifted or are shifting from areas of emigration to ones of immigration.

Book excerpt: Part of the rationale for the North American Free Trade Agreement (NAFTA) was that it would increase trade and foreign direct investment (FDI) flows, creating jobs and reducing migration to the United States. Since poor data on illegal flows to the United States make direct measurement difficult, Aroca and Maloney instead evaluate the mechanism behind these predictions using data on migration within Mexico where the census data permit careful analysis. They offer the first specifications for migration within Mexico, incorporating measures of cost of living, amenities, and networks. Contrary to much of the literature, labor market variables enter very significantly and as predicted once the authors control for possible credit constraint effects. Greater exposure to FDI and trade deters out-migration with the effects working partly through the labor market. Finally, the authors generate some tentative inferences about the impact on increased FDI on Mexico-U.S. migration. On average, a doubling of FDI inflows leads to a 1.5-2 percent fall in migration.

It shows that international migration is not rooted in poverty or rapid population growth, but in the expansion and consolidation of global markets. As nations are structurally transformed by their incorporation into global markets, people are displaced from traditional livelihoods and become international migrants. In seeking to work abroad, they do not necessarily move to the closest or richest destination, but to places already connected to their countries of origin socially, economically, and politically. When they move, migrants rely heavily on social networks created by earlier waves of immigrants, and, in recent years, professional migration brokers have become increasingly common. Developing countries generally benefit from international migration because migrant savings and remittances provide foreign earnings to finance balance of payments deficits and make productive investments. Some developing nations have gone so far as to establish programs or ministries dedicated to the export of workers. Developed nations, in contrast, focus more on the social and economic costs of immigrants and seek to reduce their numbers, regulate their characteristics, and limit their access to social services. Over time, receiving nations have gravitated toward a similar set of restrictive policies, yielding undocumented migration as a worldwide phenomenon. Globalization also creates infrastructures of transportation, communication, and social networks to put developed societies within reach. In the latter, ageing populations and segmenting markets create a persistent demand for immigrant workers. All these trends are likely to intensify in the coming years to make immigration policy a key political issue in the twenty-first century.
