The survey results described in this study contribute to broadening the available knowledge base on the causes and dynamics of rural migration and aim to inform sectoral economic policies, youth employment and rural development policies.

Faced with an aging population, possible labor and skills shortages in the economies, and the need to compete for talent with countries such as Australia, Canada, and the United States, the EU is beginning to see legal migration as an opportunity and is thus taking a more proactive approach toward it. 'Migration and Skills: The Experience of Migrant Workers from Albania, Egypt, Moldova, and Tunisia' aims to unravel the complex relationship between migration and skills development. Based upon extensive field surveys carried out by the European Training Foundation and joint analysis of data with the World Bank, the book paints a precise picture of potential and returning migrants from four very different countries two traditional (Egypt, Tunisia) and two new (Albania, Moldova) sending countries. It describes the skills these migrants possess, the extent to which migrants are able to use their skills and training while abroad, and the impact that the experience of migration has on their skills development. Book excerpt: The inspiration for this book came from a collaborative research project on immigration, begun in 2001, when we were colleagues at University of Nebraska- Lincoln (Bodvarsson was a Visiting Professor there in 2001–05). Our project dealt with the application of Say’s Law to the supply of immigrant labor, meaning that when the supply of immigrant labor grows in an area, the new immigrants, being consumers, bolster labor demand and help to offset the lower wages they may bring about. Our test case was the seemingly obscure Dawson County, Nebraska, where the meatpacking industry experienced a relatively huge increase in Hispanic-born labor supply around 1990. We found for Dawson County this ‘‘demand effect’’ to be signi?cant and our results for this test case generalizable to other, more prominent, test cases. This inspired us to study the famous Mariel Boatlift, where Miami’s labor force grew suddenly by 7% due to the arrival of nearly 125,000 Cuban refugees in the spring of 1980. In that study, we showed that the Marielitos exerted a signi?cant demand effect, which we argue helps to account for the stylized fact that the Mariel in?ux had a relatively benign effect on the Miami labor market. We had the privilege of presenting both studies at various conferences in the USA, Norway, Taiwan and Israel, and these studies have been published in Labour Economics and the Research in Labor Economics series (both studies are discussed in detail in this book).

Developed here is the classic trade model by Heckscher–Ohlin–Samuelson, McDougall’s basic model of the international movement factor, the urban–rural migration model by Harris–Todaro, and Copeland–Taylor’s well-known model in the field of environmental economics by introducing new trends such as economic integration including free trade and factor mobility between countries at different stages of development. Coexistence of two types of immigrants – legal, skilled workers and illegal, unskilled workers – without any explicit signs of discrimination, transboundary pollution caused by neighboring lower-developed countries with poor pollution abatement technology, difficult international treatment of transboundary renewable resources, the rapid process of aging and population decrease, the higher unemployment rate of younger generations, and the serious gap between permanent and temporary employed workers—are also considered in this book as new and significant topics under the context of international immigration. Taking into account the special difficulties of those serious problems in Asia, each chapter illustrates Japanese and other Asian situations that encourage readers to understand the importance of optimal immigration policies. Also shown is the possibility that economic integration and liberalization of international immigration should bring about positive effects on the economic welfare of the developed host country including the aspects of natural environment, renewable transboundary resources, the rate of unemployment, and the wage gap between workers.
