In the forest sector, this relates to how we manage forests and use forest products. The Forest Products Annual Market Review covers recent trends, policies and market intelligence on forest products along with production, consumption and trade statistics for the UNECE region; all of which are critical to the role of forests in creating a more circular economy.

Book excerpt: This 2020 Article IV Consultation focuses on Nepal’s near and medium-term challenges and policy priorities and was prepared before coronavirus disease 2019 became a global pandemic and resulted in unprecedented strains in global trade, commodity and financial markets. During recent years, strong growth in Nepal has been supported by greater political stability, improved electricity supply, and reconstruction activity following the devastating earthquakes in 2015. Additional policies are needed to continue to support inclusive growth, while safeguarding macroeconomic and financial stability. Fiscal policy should remain prudent, and the transition to fiscal federalism carefully managed. Macroprudential measures should remain in place to limit the build-up of financial sector risk. Recent reforms to boost foreign investment need a supportive implementation environment. Strengthening the implementation of monetary policy requires a well-functioning interest rate framework that reduces volatility in short-term interest rates. Less short-term interest rate volatility would support financial market development and improve policy signaling and transmission. The IMF staff emphasizes the need to introduce a standing deposit facility as a first step toward establishing a reliable implementation track record for the interest rate corridor.

Book excerpt: This 2020 Article IV Consultation highlights that the Malaysian economy is stable despite domestic and external challenges. The authorities are making progress on their reform agenda including governance reforms and measures to improve the transparency and management of public finances. Policies should focus on medium-term fiscal consolidation, while safeguarding growth and financial stability. Structural reforms are needed to enshrine in law main governance measures, and to boost productivity to achieve high income status and inclusive growth. Growth has held up and inflation has remained subdued. Domestic demand is expected to be the main driver of growth over the medium term. Risks to the outlook are, on balance, to the downside. It is recommended to that medium-term fiscal consolidation plans should be underpinned by well-identified revenue and spending measures. Pushing ahead with structural fiscal reforms, including the adoption of a Fiscal Responsibility Act, as well as improvement in debt management, public procurement, and the public investment framework is important.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the current phase of world order transition in the Atlantic area, focusing on Europe and Northern America, Asia, and Africa. In particular, it describes four processes of world order transition, namely the decreasing American leadership, the rising power of China, the receding effectiveness of economy and security world policies, and the continued but inadequate operation of the world policy-making institutions. Part one of the book presents perspectives on world order transition developed by political science schools, i.e. the world hegemony and the power transition school, and by the experts of complexity theory, a newcomer in social sciences. These theories are best suited to explain the order transition and to supply consistent, complementary data and insights on the juncture of the four processes pushing for the creation of the new world order. Part two looks into the impact of order transition on the Atlantic area. The authors focus on the existing tensions and the potentials for change that affect the long-time relations between the USA, the European countries, and Canada. At the same time, the interference of China into the politics and economy of Europe is analyzed, in particular through a case study of the relations between China and the Baltic states.

Book excerpt: An inclusive, digitally-enabled agricultural transformation could help achieve meaningful livelihood improvements for Africa’s smallholder farmers and pastoralists. It could drive greater engagement in agriculture from women and youth and create employment opportunities along the value chain. At CTA we staked a claim on this power of digitalisation to more systematically transform agriculture early on. Digitalisation, focusing on not individual ICTs but the application of these technologies to entire value chains, is a theme that cuts across all of our work. In youth entrepreneurship, we are fostering a new breed of young ICT ‘agripreneurs’. In climate-smart agriculture multiple projects provide information that can help towards building resilience for smallholder farmers. And in women empowerment we are supporting digital platforms to drive greater inclusion for women entrepreneurs in agricultural value chains.

Book excerpt: This 2020 Article IV Consultation with Panama discusses that focuses on Panama’s near and medium-term challenges and policy priorities and was prepared before coronavirus disease 2019 became a global pandemic and resulted in unprecedented strains in global trade, commodity and financial markets. Growth is expected to recover to 4.8 percent in 2020. However, the balance of risks is tilted to the downside. A gradual fiscal consolidation can address the large fiscal imbalances while being mindful of the weak economy. Tax and customs administration reforms are needed to address the shortfall in revenues and provide room for public investment and social spending. The economic slowdown, which began in mid-2018 due to a construction strike, extended into 2019. The external current account deficit narrowed and remained adequately financed by foreign direct investment. As the economic situation in Venezuela continues to deteriorate, an increasing number of Venezuelans have migrated to Panama, creating additional social pressures.

Available in PDF, EPUB and Kindle. Book excerpt: Featuring leading scholars on ‘Chinese internets’ – in the plural – from around the world, this interdisciplinary book explores the changing digital landscape in China and provides insight into contemporary Chinese techno-geopolitics. Policymakers, commentators and the mass media have widely viewed ‘Chinese tech’ as a unitary and statist monolith. This predominant view, however, is not only incomplete but has become increasingly obsolete. Using a pluralist and multilayered approach to analysing Chinese techno-geopolitics, this volume addresses the following important questions: Who are the key players in ‘Chinese internets’ today? What role do government agencies, state-owned enterprises, private companies and individual netizens play? How do ‘Chinese internets’ operate at the global, regional, national or local levels? How are external world or regional events influencing or being influenced by geopolitical patterns within China? The Geopolitics of Chinese Internets will be a key resource for policymakers, scholars, researchers and practitioners interested in Chinese techno-geopolitics and the changing digital landscape in China. This book was originally published as a special issue of Information, Communication & Society.

Book excerpt: This 2019 Article IV Consultation with Cambodia discusses stable macroeconomic environment, strong growth and ongoing structural reforms have contributed to significant progress toward Sustainable Development Goals (SDGs). However, uncertainties including slower global growth and potential suspension of preferential market access under the Everything but Arms (EBA) scheme highlight the importance of maintaining macroeconomic stability while meeting still large development needs, addressing elevated financial sector vulnerabilities, and accelerating structural reforms. Continued strong revenue mobilization efforts and a prudent fiscal stance supported by restraining nondevelopment current spending will allow additional spending to address development needs. Expenditures should be oriented toward supporting inclusive growth through priority infrastructure investment, as well as health and education spending. Policies should be geared toward addressing sizeable spending needs to reach SDG targets in health, education and infrastructure, with support from the private sector and international donors. Accelerated implementation of structural reforms is needed to remove structural constraints to growth, correct external imbalances, address governance and corruption weaknesses and promote sustainable and inclusive development.
