Section C discusses the different elements of the infrastructure financing ecosystem taking stock of the PPP framework and financial innovations that have been developed, with emphasis on impact, expected developments and potential improvements. Section D, discusses the role of development financial institutions in mobilizing private sector financing with emphasis on Banobras and Fonadin. Finally, section E concludes and provides a set of recommendations.

Recovery and resolution plans are in place for all commercial banks, systemic banks are required to increase their loss absorbency complementing the critical Basel III reforms that the authorities have advanced, and the authorities progressed preparations for using the bridge bank tool, signed cooperation agreements with all major home jurisdictions of the Mexican systemic banks, clarified the emergency lending facilities including to banks in resolution, and improved the depositor payout process. Yet, accelerated enhancements are necessary, including by further improving the credibility and feasibility of banks’ financial contingency arrangements, removing impediments to banks’ resolvability and the use of the bridge bank and purchase and assumption transaction resolution tools, expanding the resolution regime’s remit to financial holding companies, and reinforcing the resolution and deposit insurance agency’s governance, autonomy, and resources.

The legal framework for immovable collateral (real estate) is affected by high origination costs and lengthy enforcement procedures. The legal framework for movable collateral (equipment, inventory, accounts receivables, and cash) has been modernized. Challenges remain to unify the legal framework and address enforcement delays.

Book excerpt: State ownership in financial intermediation in Mexico has continued to be significant in qualitative as well as quantitative terms, with about 20-25 percent per cent of the total credit of the banking system provided by development banks (DBs) and funds during the last five years. The importance of government ownership in financial intermediation is not only quantitative, but qualitative, with influence on key sectors in the Mexican economic development. The 2001 joint World Bank- International Monetary Fund (IMF) Financial Sector Assessment Program (FSAP) that took place in 2001 identified a number of problems related to the operation of DBs in Mexico. Some DBs had unclear mandates or did not live up to their mandates with their activities overlapping among themselves or with the activities of commercial banks. Some of them were performing quasi-fiscal activities outside the scope of the budget process, and all of them were loss making even after several rounds of recapitalization. Their operation was often inefficient with high costs, too many employees, and weak internal controls. Fiscal subsidies involved in their operations were not well targeted and were channeled in a non-transparent manner. After the 2001 FSAP assessment the authorities started a reform effort addressing some of the problems mentioned above through legal reforms and tighter monitoring.

While safe and efficient FMIs contribute to maintaining and promoting financial stability and economic growth, they may also concentrate risk. If not properly managed, FMIs can be sources of financial shocks, such as liquidity dislocations and credit losses, or a major channel through which these shocks are transmitted across domestic and international financial markets.
