FOREWORD BY RAFAEL: The Julius Rosenwald Fund has on different occasions shown an interest in the educational and racial problems not only of its own country but also of the world as a whole. In 1935, it had the happy thought of studying the new school movement in Mexico in situ and of investigating the manner in which this countrys revolutionary governments have been removing obstacles in an attempt to secure some measure of social and economic progress for that immense majority of its population that has been living in extreme misery and ignorance. Mexico has long been a source of preoccupation to the American people. Our cultural backwardness has bothered them and, possibly because of that, they have in the past thought of us as barbarous. Our revolutions have disturbed them and they have, therefore, thought of my country as dis orderly and turbulent. Our campaigns against religious fa naticism have irritated them and, for this reason, it has been said that we are heretics. Our efforts to bring about a more equitable distribution of wealth have aroused indignation and the opinion has been expressed that Mexico is headed towards communism. Many other misconceptions concerning my coun try are widespread in the American Union. Because of that, when a responsible institution decides to make a conscientious investigation as to the true situation in Mexico, we can only congratulate ourselves and look with sympathy and interest upon the development of its study. The Julius Rosenwald Fund could not have done better vi Foreword than to choose Dr. George I. Sanchez to make the investiga tion. A distinguished educator, of wide general culture and of a solid professional preparation, Dr. Sanchez is also a man of penetrating social vision and of an enormous capacity for work. With a good command of the Spanish language, an understanding of our race, and a comprehension of our social phenomena, Dr. Sanchez was able to penetrate to the very soul of our people. In my long professional life I have met and known other American educators who have come with the purpose of studying the social and educational development of my coun try. They travel through the nation during two or three weeks too often in the manner of tourists, always over paved highways. They visit schools and villages along the edge of the road and talk chiefly with people of their own nationality or attempt to learn of Mexican life and institutions through the thick veil of interpreters. Returning to their country they feel satisfied with their studies and prepare now a book, now a bulletin, or at least two or three magazine articles describ ing what they call the social and educational reality of my country. I do not deny that they say many amiable things that are full of sympathy. I do doubt that through a visit made on the trot they have been able to acquire a full and clear vision of Mexican life. Mexico A Revolution by Education, the book in which Dr. Sanchez gathers his observations and formulates his judgments about Mexico, has been developed in another man ner. In the first place, his study covered more than half a year and followed a number of earlier visits to Mexico by him and other officers of the Rosenwald Fund. In the second place, he did not travel only over paved roads nor did he visit only two or three schools, but he travelled in all directions through the valleys, in the mountains, in the forests, and, in Foreword vii general, through all of those corners where there was some thing new to see or something typical to study. While he is astoundingly prolific, relatively few of his works can be found in English translation - and none of these focus specifically on education. Founding members of the Latin American Philosophy of Education Society David I. Backer and Cecilia Diego bring to us Dussel's THE PEDAGOGICS OF LIBERATION: A Latin American Philosophy of Education, the first English translation of Dussel's thinking on education, and also the first translation of any part of his landmark multi-volume work Towards an Ethics of Latin American Liberation. Dussel's ouevre is an impressive intellectual mosaic that uses Europeans to disrupt European thinking. This mosaic has at its center French philosopher Emmanuel Levinas, but also includes Ancient Greek philosophy, Thomist theology, modern Enlightenment philosophy, analytic philosophy of language, Marxism, psychoanalysis (Freud, Klein, evolutionary psychology, neuroscience), phenomenology (Sartre, Heidegger, Husserl, Hegel), critical theory (Frankfurt School, Habermas), and linguistics. Dussel joins these traditions to Latin American history, literature, and philosophy, specifically the work of Octavio Paz, Ivan Illich, and the philosophers of liberation whom Dussel studied with in Argentina before his exile to Mexico in the late 1970s. Drawing heavily from the ethical philosophy of Emmanuel Levinas, Dussel examines the dominating and liberating features of intimate, concrete, and observable interactions between different kinds of people who might sit down and have face-to-face encounters, specifically where there may be an inequality of knowledge and a responsibility to guide, teach, learn, care, or study: teacher-student, politician-citizen, doctor-patient, philosopher-nonphilosopher, and so on. Those occupying the superior position of these face-to-face encounters (teachers, politicians, doctors, philosophers) have a clear choice for Dussel when it comes to their pedagogics. They are either open to hearing the voice of the Other, disrupting their sense of what is and should be by a newness beyond what they know; or, following the dominant pedagogics, they can try to communicate and instruct their sense of what is and should be to the (supposed) tabula rasas in their charge. Dussel calls that sense of what is and should be "lo Mismo." This groundbreaking translation makes possible a face-to-face encounter between an Anglo Philosophy of Education and Latin American Pedagogics. "Pedagogics" should be considered as a type of philosophical inquiry alongside ethics, economics, and politics. Dussel's pedagogics is a decolonizing pedagogics, one rooted in the philosophy of liberation he has spent his epic career articulating. With an Introduction by renowned philosopher Linda Martin Alcoff, this book adds an essential voice to our conversations about teaching, learning, and studying, as well as critical theory in general. ENRIQUE DUSSEL was born in 1934 in the town of La Paz, in the region of Mendoza, Argentina. Book excerpt: A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system.
