Download or read book French Urban Planning, 1940-1968 written by W. Brian Newsome and published by Peter Lang. This book was released on 2009 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: French Urban Planning 1940-1968 explores the creation and progressive dismantling of France's centralized, authoritarian system of urban and architectural planning. Established in the wake of World War II to facilitate the reconstruction and expansion of cities, this planning program led to the evolution of large suburban housing estates plagued by inter/intra family conflict, juvenile delinquency, and other social difficulties, which sociologists connected to poor planning and design. Critics began calling for the democratization of planning to remedy design problems, and the government of Charles de Gaulle started reforming planning procedures in the late 1950s and early 1960s. This book moves beyond technical and political issues to explore forces of religion, gender, and class that affected planning practices. Key critics and state officials emerged from the Catholic Left. Some were women from working-class backgrounds, and they manipulated gender stereotypes to insert working- and middle-class women into the design process. Sometimes in opposition, but often together, these reformers initiated the most significant change of architectural and urban planning until the introduction of François Mitterrand's decentralization reforms in the 1980s. French Urban Planning 1940-1968 will appeal to scholars and students interested in architectural, urban, and social trends in twentieth-century France.

Book excerpt: LE TRAVAIL EFFECTUE CONSISTE D'ABORD A MONTRER QUE LA PLANIFICATION URBAINE, COMME PROJECTION DE L'ESPACE DANS LE TEMPS, EST A LA FOIS GENERATRICE DE TRANSFORMATIONS SOCIALES MAIS EGALEMENT CONFRONTEE A LA PRESSION D'UNE DIMENSION SOCIALE PLUS OU MOINS ACTIVE ET NEANMOINS INCONTOURNABLE. C'EST AU COURS DU PROCESSUS PLANIFICATION-PROGRAMMATION URBAINES, AU MOMENT DE LA DECISION ET DE LA MISE EN OEUVRE DES PLANS D'URBANISME, QUE SERA DONC ANALYSEE LA DOUBLE FONCTION DE TERRITORIALISATION ET D'INTEGRATION SOCIALES DE CES PLANS; L'ANALYSE INSTITUTIONNELLE PERMETTRA AINSI DE RAPPORTER LES OBJECTIFS DE LA PLANIFICATION AUX STRATEGIES URBAINES DEVELOPPEES PAR LES DIFFERENTS ACTEURS SOCIAUX OU INSTITUTIONNELS AU COURS DU PROCESSUS DE (RE) STRUCTURATION DE L'ESPACE SOCIAL; ET PAR RAPPORT A CETTE FINALITE, LES INSTITUTIONS APPARAITRONT COMME L'INSTRUMENT QUI SERT A IMPOSER LA PLANIFICATION SUR LA SURFACE DE LA SOCIETE CIVILE. LES DIFFERENTES METHODES D'IMPOSITION SERONT DECOMPOSEES QUI MONTRERONT COMMENT LA PLANIFICATION URBAINE S'AVERE EN FAIT UN INSTRUMENT DE LA DOMINATION QUE L'ETAT EXERCE SUR LA SOCIETE CIVILE: AINSI SERA DEVOILEE LA DIMENSION POLITIQUE DE LA PLANIFICATION QUI CONSISTE EN UNE TRANSFORMATION DIRIGEE DE L'ESPACE SOCIAL URBAIN. EN CE SENS, LA CONFRONTATION ENTRE LES INSTITUTIONS BUREAUCRATIQUES DE DOMINATION ET LES DIFFERENTES STRATEGIES DEVELOPPEES AU SEIN DES ORGANISATIONS SOCIALES MONTRERA COMMENT DIFFERENTES FORMES DE PLANIFICATION PEUVENT ETRE UTILISEES DANS LE DOUBLE BUT D'ORIENTER LES POLITIQUES URBAINES LOCALES ET DE CANALISER LES MODES DE VIE SOCIAUX. PAR LA PLANIFICATION, DANS UNE OPTIQUE LIBERALE (PUISQUE TEL EST LE CHAMP PRIVILEGIE DE CETTE RECHERCHE), L'OBJECTIF VISE CONSISTE EN LA REGULATION DU SYSTEME URBAIN; UNE ANALYSE CONCEPTUELLE, A L'ISSUE D'UNE ETUDE DE CAS, MONTRERA QUE, DERRIERE LES TERMES DE "REGULATION", DE "SYSTEME" OU MEME DE "STRUCTURE", L'OBJECTIF REEL DE LA PLANIFICATION REVIENT A LA (RE) PRODUCTION DE CERTAINS RAPPORTS DE DOMINATION PAR LA DIVISION ET LA DISTRIBUTION INEGALE DE L'ESPACE SOCIAL URBAIN. EN CE SENS, CE CONTRE QUOI LA PLANIFICATION OPERE, C'EST L'AUTONOMIE LOCALE QUI DOIT ETRE REDUITE ET "INTEGREE" DE PAR L'ACTION DE CERTAINS RELAIS INSTITUTIONNELS OU ACTEURS INTERMEDIAIRES TELS LE PARTI, LES SYNDICATS, LES GROUPES DE NOTABLES; A TRAVERS CET OBJECTIF DE REDUCTION DE TOUTE AUTONOMIE LOCALE SERONT PRECISEES LES SIGNIFICATIONS DE LA DECENTRALISATION OU DU "DEVELOPPEMENT URBAIN"; IL EN RESULTERA UNE ANALOGIE ENTRE CERTAINES METHODES DE PLANIFICATION ET CERTAINS MODELES DE DEVELOPPEMENT. L'ANALYSE DES STRATEGIES URBAINES MONTRERA ENCORE COMMENT LES POLITIQUES URBAINES PEUVENT ETRE DE CONFRONTATION OU DE COMPROMIS ET COMMENT UNE PARTICIPATION DIRIGEE VISE EN FAIT A LIMITER L'EXPRESSION DE VERITABLES CONTRE-POUVOIRS. D'AUTRE PART CERTAINS "EFFETS PERVERS" DE LA PLANIFICATION SERONT ANALYSES AINSI QUE LES "COUPS DE FORCE" SUR L'ESPACE URBAIN; L'ACCENT SERA MIS SUR LA DIMENSION TEMPORELLE ET SOCIALE QU'EXERCENT LES PHENOMENES SOCIAUX ALEATOIRES CONTRE LA PLANIFICATION.

Available in PDF, EPUB and Kindle.
