Book excerpt: The Met Office currently operates as a Trading Fund within the Department of Business, Innovation and Skills (BIS). The Committee welcomes the move to BIS, particularly given the potential for closer links with the research base and the opportunity to develop further its commercial activities. Core services though for the public service must be maintained. The Met Office generates a significant proportion of its revenues from Government contracts and Customer Service Agreements, in addition to its' commercial services and the Government should provide clearly defined funding commitments. This would allow the Met Office to take a longer-term perspective on scientific and operational development. The Government has no plans to privatise the Met Office, which the Committee saw as putting at risk the strong partnerships built with international partners and the sharing of crucial meteorological data. Also the Committee welcomes the Government's initiative of Public Data Corporation. Some concern though is expressed that scientific advances in weather forecasting and the associated public benefits (particularly in regard to severe weather warnings) are available but are being held back by insufficient supercomputing capacity. The Met Office should attempt to streamline the scrutiny of science under one committee and develop a strong customer relationship with key government departments.

Book excerpt: While DFID's total budget is increasing, the Department will both restrict operating costs to 2% by 2014-15 and reduce its administrative costs by a third in real terms, from £128 million in 2010-11 to £94 million by 2014-15. This report warns that capping operational costs and staff numbers may not reduce overall costs or improve effective delivery of development assistance. The International Development Committee also raises concerns that cost pressures are driving DFID to use consultants to deliver its programmes, rather than in-house expertise. The Department spends £450 million on technical cooperation per year. Much of this is good work, yet it was unclear exactly what this money was spent on, or how effective it was and the extent to which external providers were used. DFID needs to improve its assessment of which projects and services it should use consultants for; and assess more carefully the use of consultants to manage the Department's own delivery programmes. In its efforts to reduce administrative spending DFID might be 'exporting' these costs to other organisations, including NGOs and multilateral aid organisations, with higher real administration costs. The Department should assess the best and most effective way to deliver development assistance as it may be able to do it more cheaply and effectively than external organisations. The report recommends that the Department improves its tracking of and reporting on the total cost of administering its aid programme with the aim of quantifying how much aid actually ends up reaching recipients.

This book was released on 2012-07-12 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the spending review, the Department for Business, Innovation and Skills is targeting a 27 per cent reduction, after inflation, in core resources between 2010-11 and 2014-15. However, this does not take account of a near doubling in student loan payments arising from the higher education reforms, much of which the Department expects will be repaid sometime after 2014-15. Once these are included, the Department's total spending is forecast to reduce by 6 per cent, after inflation, during the four year period. The Department is also working on a number of other reforms associated with the settlement, including attracting private investment into Royal Mail, setting up the Green Investment Bank by September 2012, and providing £1.3 billion to modernise the Post Office network. The Department has worked hard over the last 18 months to improve its financial management, and current practices have enabled it to keep its day-to-day financial management on track. However, the Department recognises that its current financial management capacity and skills will not be sufficient if it is to manage the substantial challenges ahead. It is implementing a number of change programmes aimed at integrating financial management across the department and its partner organisations. The outcomes of this are as yet unclear and the NAO has identified key areas for action. These include improving the quality of information available to support decision-making, strengthening cross-department arrangements for scrutinising investment proposals, and improving sponsorship of partner organisations.

This book was released on 2011-09-14 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this first annual accountability hearing with Monitor, the Health Committee welcomes the strengthened role given to the hospital regulator in the approval and regulation of Foundation Trusts. The Committee strongly supports the view that the standards for authorizing Foundation Trusts must not fall as a result of the Government's desire to see all remaining NHS Trusts become Foundation Trusts. It welcomes the extension of Monitor's oversight powers for Foundation Trusts to 2016; that the powers will then be reviewed; and the fact that Monitor's new role, as set out in the Health and Social Care Bill, has been more clearly defined. The Committee believes Monitor has established a reputation as an effective regulator of Foundation Trusts and that it is important to safeguard that hard-won reputation. That means insisting on the maintenance of a rigorous approvals system. It also means maintaining an effective oversight regime in what are likely to be increasingly challenging times. Finally, following government amendments to the Health and Social Care Bill which were tabled at Commons Report Stage, it means the operation of an effective distress and failure regime for Foundation Trusts.

Download or read book Draft Local Audit Bill written by Great Britain: Department for Communities and Local Government and published by The Stationery Office. This book was released on 2012-07-06 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Draft Local Audit Bill, sets out the government's vision for the future of local audit. It has been designed to implement the government's commitment to disband the Audit Commission and re-focus audit on helping local people hold their councils and other local public bodies to account for local spending decisions. The aim of this new draft bill is to develop a locally focused audit regime, but one still retaining a high quality of audit of local government spending. The government views the current audit arrangements for local public bodies as inefficient and unnecessarily centralised, which has created a system of weak cost incentives and therefore become too focused on reporting to central government and not local people. The new audit framework will also allow bodies to appoint their own auditors from an open and competitive market. The Bill also gives new responsibilities to the Financial Reporting Council, which will act as the overall regulator for auditors; the National Audit Office, which will set the code of audit practice; and the professional audit bodies will also have a role in regulating and monitoring audits.

Download or read book Departmental annual report 2010-11 written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2012-04-13 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the impressive performance of the Foreign and Commonwealth Office in representing the UK's interests across the globe with what is, in Governmental terms, a particularly small budget, the Foreign Affairs Committee believes that the FCO is under-funded. This situation has been exacerbated by the Spending Review 2010 and the lack of detail provided by the FCO and the BBC World Service as to exactly how the spending reductions target will be met is disappointing. There are concerns about the steps taken by the FCO to adjust to its reduced budget: reductions in the deployment of UK-based staff overseas and the optimistic planned programme of property sales will have a detrimental impact on the ability of the UK to protect its interests overseas. The establishment of the European External Action Service (EEAS) will place a further strain on the FCO's resources. The Committee welcomes the appointment of Lord Williams of Baglan to the post of "International Trustee" with responsibility for the BBC World Service, but reiterates its belief that a formal concordat governing the World Service's budget and output should be drawn up setting out the World Service's independence from budgetary pressures elsewhere in the BBC. The budget cuts faced by the British Council will lead to the Council becoming a substantially different organisation by the end of the Spending Review period. The greater emphasis that the British Council will place on commercial activity risks a diminution of the UK's influence and soft power.

Book Synopsis Scientific advice and evidence in emergencies by : Great Britain: Parliament: House of Commons: Science and Technology Committee
Download or read book Scientific advice and evidence in emergencies written by Great Britain: Parliament: House of Commons: Science and Technology Committee and published by The Stationery Office. This book was released on 2011-03-02 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report, the Science and Technology Committee examines how scientific advice and evidence is used in national emergencies, when the Government and scientific advisory system are put under great pressure to deal with atypical situations. The inquiry focused on four case studies: (i) the 2009-10 H1N1 influenza pandemic (swine flu); (ii) the April 2010 volcanic ash disruption; (iii) space weather; and (iv) cyber attacks. While science is used effectively to aid responses to emergencies, the detachment of the Government Chief Scientific Adviser (GCSA) from the National Risk Assessment (NRA) - the key process of risk evaluation carried out by the Cabinet Office - is a serious concern. The Committee recommends that the NRA should not be signed off until the GCSA is satisfied that all risks requiring scientific input and judgements have been properly considered. A new independent scientific advisory committee should be set up to advise the Cabinet on risk assessment and review the NRA. The Icelandic volcanic eruption in April 2010 is a stark example of the lack of scientific input in risk assessment: the risk of disruption to aviation caused by a natural disaster was dropped from the assessment process in 2009, despite warnings from earth scientists. There are concerns over how risk was communicated to the public during the 2009-10 swine flu pandemic are raised in the report, with sensationalised media reporting about the projected deaths from swine flu. The Scientific Advisory Groups in Emergencies, set up to advise government during emergencies, were found to work in an unnecessarily secretive way.
