Book excerpt: "Commissioned officers of the United States Air Force are evaluated and promoted using the Air Force Officer Evaluation System. For at least two decades line officers and senior leaders of the AF have recognized "something isn't quite right" with the AF OES. The OES generally selects highly-qualified officers for promotion, but, as any officer has witnessed, the OES makes mistakes: officers who should not be promoted are, and officers who should be promoted are not. Why does this happen? Merit's Fulcrum takes a deep and detailed dive into the AF OES: what it is, how it works, why it works, and why it makes mistakes. Once the sources of potential evaluation and selection error are laid bare, Merit's Fulcrum evolves today's OES into tomorrow's merit-based OES using today's OES framework and adjusting it to eliminate today's sources of error. This evolution will bring the OES closer to a true merit-based evaluation and advancement system and the U.S. Air Force closer to a purer meritocracy. An evolved OES will give rock-solid confidence to officers and citizens that the U.S. Air Force is developing and advancing the best people to meet today's and tomorrow's national security needs. The analysis and recommendations of Merit's Fulcrum are required reading for members of any military service and leaders of any large, non-military organization who aspire to improve their evaluation and promotion systems. Book excerpt: An Introduction to Surface-Micromachining provides for the first time a unified view of surface-micromachining. Building up from the basic building block of microfabrication techniques, to the general surface-micromachining design, it will finish with the theory and design of concrete components. An Introduction to Surface-Micromachining connects the manufacturing process, microscale phenomena, and design data to physical form and function. This book will be of interest to mechanical engineers looking to scale down into micromachining and microelectronics designers looking to move horizontally to micromachining.

Book excerpt: Does the burgeoning Indian Information Technology (IT) sector represent a deviation from the historical arc of caste inequality or has it become yet another site of discrimination? Those who claim that the sector is caste-free believe that IT is an equal opportunity employer, and that the small Dalit footprint is due to the want of merit. But they fail to consider how caste inequality sneaks in by being layered on socially constructed ‘pure merit’, which favours upper castes and other privileged segments, but handicaps Dalits and other disadvantaged groups. In this book, Fernandez describes how the practice of pure and holistic merit are deeply embedded in the social, cultural, and economic privileges of the dominant castes and classes, and how caste filtering has led to the reproduction of caste hierarchies and consequently the small Dalit footprint in Indian IT.

Available in PDF, EPUB and Kindle. Book excerpt: Despite tremendous recent advances in the treatment of most malignancies, there remain several critical questions for each cancer. This particularly true for the surgical management of solid-organ malignancies. Comparative effectiveness is a relatively new term which encompasses the age-old concepts of how best to treat cancer patients. Comparative effectiveness is defined as the direct comparison of healthcare interventions to determine which work best for which patients when considering the benefits and risks. The Institute of Medicine has defined comparative effectiveness research(CER) as the generation and synthesis of evidence that compares the benefits and harms of alternative methods to prevent, diagnose, treat, and monitor a clinical condition or to improve the delivery of care. CER is certainly best done with well-conducted randomized controlled trials. Unfortunately, clinical trials are not always feasible owing to the impracticality of conducting the trial, the considerable cost, and the time required to complete the trial. These challenges are even more pronounced with respect to surgical treatment. Thus alternative approaches may need to be considered in order to address pressing questions in the care of the oncology patient. These approaches may include well-conducted retrospective cohort studies from cancer registries and other data sources, decision and cost-effectiveness analyses, and other novel methodologies. This book lays out the current critical questions for each major malignancy and proposes approaches to gain answers to these pressing questions.

Available in PDF, EPUB and Kindle. Book excerpt: Applied Mathematics: Made Simple provides an elementary study of the three main branches of classical applied mathematics: statics, hydrostatics, and dynamics. The book begins with discussion of the concepts of mechanics, parallel forces and rigid bodies, kinematics, motion with uniform acceleration in a straight line, and Newton's law of motion. Separate chapters cover vector algebra and coplanar motion, relative motion, projectiles, friction, and rigid bodies in equilibrium under the action of coplanar forces. The final chapters deal with machines and hydrostatics. The standard and content of the book covers C.S.E. and 'O' level G.C.E. examinations in Applied Mathematics and Mechanics as well as the relevant parts of the syllabuses for Physics and General Science courses related to Engineering, Building, and Agriculture. The book is also written for the home study reader who is interested in widening his mathematical appreciation or simply reviving forgotten ideas. The author hopes that the style of presentation will be found sufficiently attractive to recapture those who may at one time have lost interest.
