Book excerpt: Nowadays, major environmental issues are the object of large public debates de spite the fact that scientific knowledge is often insufficient to draw unequivocal conclusions. Such is the case in the ongoing debate regarding the specific contri butions of anthropogenic greenhouse gas emissions and of natural climate changes to global warming. At least 10 to 20 years of additional observations will be re quired, before we will be able to conclude, with certainty, on this subject. In the mean time, and as directed by their immediate interests, people will continue to promote contradictory opinions. The media are, in part, responsible for perpetuat ing such debates in that they convey indiscriminately the opinion of highly credi ble scientists as that of dogmatic researchers, the latter, unfortunately too often expressing working hypotheses as established facts. Naturally, in a similarly mis informed manner, pressure groups tend to support the researcher whose opinions most closely represent either their particular ideological battles or their economic interests and, hence, in their own way, add further to the confusion and obscurity of the debate. Only a few years ago, mercury (Hg)contamination in hydroelectric reservoirs was the object of such media and social biases. At the time, analytical data used to support the discourse were themselves uncertain and numerous hypotheses, often times fanciful, were proposed and hastily "delivered" to the public.

Flooding of land which contains large quantities of organic material leads to transformation by bacteria of sedimentary inorganic mercury into methylmercury, which in turn bioaccumulates in fish. This paper notes the increase in mercury levels in major fish species in the LaGrande 2 Reservoir and discusses the implications for local Cree populations, who rely on fish as an important food source. The paper evaluates a number of at-source remedial measures aimed at reducing mercury levels in reservoir fish, and describes compensation measures adopted to reduce Cree exposure to mercury while ensuring their traditional way of life. The paper concludes with a case study of the Eastmain-1 project and the compensation measures proposed.

Six reservoirs located in the mainstream of the Wujiang River and their corresponding inflow/outflow rivers were selected for inclusion in this study, which was conducted by researchers from the Institute of Geochemistry, Chinese Academy of Sciences. The concentration and distribution of Hg in reservoirs (the water column, sediment, sediment pore water), inflow/outflow rivers of reservoirs, and wet deposition in Wujiang River Basin were systematically investigated, and measurements were taken of the water/air exchange flux of gaseous elemental mercury (GEM). On the basis of the data gathered, a detailed mass balance of total mercury (THg) and methylmercury (MeHg) in the six reservoirs was developed. In addition, the book identifies the primary factors controlling Hg methylation in the river-reservoir system in Wujiang River Basin. The accumulation and bio-magnification of Hg species within food chains in reservoirs and human health risk of MeHg exposure through fish consumption are also included in this book.

Bennett Dam, flooding large areas of the Peace, Parsnip and Finlay rivers to form the largest lentic freshwater system in BC. It is well known that flooding of terrestrial soils and vegetation to form new reservoirs causes methyl mercury (MeHg) concentrations in water, sediment, lower trophic level biota and fish to increase and remain elevated above background levels for decades. In the aquatic food chain, highest concentrations and greatest persistence in mercury concentrations are observed in fish. Mercury concentrations measured in bull trout (Salvelinus confluentus) in 1980 and 1988 showed that adults had concentrations well above the recommended guideline for commercial sale of 0.5 ppm. Because mercury concentrations in bull trout did not appear to have declined over this eight year period, there was concern that mercury concentrations continued to be elevated, 20 years after reservoir creation. There are no pre-flood Hg data for bull trout from the reservoir or nearby lakes to confirm this. To address this issue, BC Hydro initiated a study funded by the Strategic Environmental Initiatives Project (SEIP) in 1999 to investigate the possible factors contributing to Hg concentrations in Williston Reservoir bull trout and lake whitefish (Coregonus clupeaformis). A key component to the success of this initiative has been the development of a mechanistic mercury model by Tetra Tech Inc., Oakville (Manitoba Hydro Mercury Model for Reservoirs -MNMMR). Data collected from the 2000/2001 sampling program in Finlay Reach provided the necessary input parameters to ultimately predict future fish Hg concentrations and if concentrations can be expected to decline further.

Book excerpt: As the global climate changes and demand for renewable electricity increases, construction of hydroelectric dams is increasing globally though the impacts of regulating the worlds rivers are still understudied. Northern Manitoba, Canada, has extensive hydroelectric development since the 1950s; fish mercury (Hg) concentrations in on-system lakes were observed to have increased above human consumption guidelines upon impoundment and have taken decades to decrease towards natural concentrations. To better understand the long-term impacts of hydroelectric regulation on Hg in fish and other biota in Northern Manitoba, we determined methylmercury (MeHg) production potential in soil from the water fluctuation zone in on- and off-system lakes through a soil flooding incubation experiment in the laboratory. We further studied the historic flux of MeHg and Hg to the sediments in on- and off-system lakes and links to organic matter in these waterbodies. We found that MeHg production was highest in the water fluctuation zone of the on-system lakes, which may represent an increased source of MeHg to the food web in these environments even decades after impoundment. In addition, sedimentation rates were found to greatly affect Hg fluxes to the sediment in those waterbodies where increased water flows result in higher erosion and sedimentation. These findings provide new insight in our understanding of the long-term recovery of Hg cycling within on-system lakes decades after impoundment.
