Progress viewed from the point of View of the former has been halting and in many directions disappointing: the change of the focus to the child has made a vast - an almost incalculable - change in the outlook. Seeming impossibilities find a solution there, Optimism replaces pessimism; that the child is father to the man remains no longer a mere empty sentiment, but has become a fact in the recognition of which must be found the groundwork of future social action. This change of viewpoint, it becomes evident, is a very radical one. Methods of dealing with children will vary greatly according to the standpoint from which the child is viewed, whether, as has been largely the case in the past, chiefly from the standpoint of the adult, or Whether attention is primarily given to its own laws of physical and mental development. The View that each child must be considered as an indivisible whole, Whose physical, mental, and moral development can never be considered apart, the unfolding of whose life therefore must be in harmony with the teaching of physiology and the laws of brain development, forms the theoretical, the scientific call, for medical inspection. This, however, has not been, directly at any rate, the motive force in bringing about medical inspection. The motive force has been rather the failure, seen on all hands, of the methods of treatment of the child on the former lines, and into the history of the call from this point of View we must enter rather more fully. Before, however, recalling the steps taken in our own country, it will be useful to follow, though in only very brief outline, the history of the movement in continental and other countries.
