Available in PDF, EPUB and Kindle. Book excerpt: A supplemental textbook for middle and high school students, Hoosiers and the American Story provides intimate views of individuals and places in Indiana set within themes from American history. During the frontier days when Americans battled with and exiled native peoples from the East, Indiana was on the leading edge of America’s westward expansion. As waves of immigrants swept across the Appalachians and eastern waterways, Indiana became established as both a crossroads and as a vital part of Middle America. Indiana’s stories illuminate the history of American agriculture, wars, industrialization, ethnic conflicts, technological improvements, political battles, transportation networks, economic shifts, social welfare initiatives, and more. In so doing, they elucidate large national issues so that students can relate personally to the ideas and events that comprise American history. At the same time, the stories shed light on what it means to be a Hoosier, today and in the past.

Patton: Late a Senator From the Thirty-Fourth District of Pennsylvania Thou art teaching us that in the midst of life we are in death, and though we may realize the activity of life and there may be no indication of our weakness or of the death that awaits us, nevertheless, O God, we realize by these lessons that we are passing away and sooner or later we must stand in Thy presence at the bar of judgment to render to Thee an account of our stewardship, for we realize that the places that now know us shall soon know us no more forever. The two diseases account for about a million deaths a year and 78 percent of world's hepatocellular carcinoma and more than half of all fatal cirrhosis. In 2013 viral hepatitis, of which hepatitis B virus (HBV) and hepatitis C virus (HCV) are the most common types, surpassed HIV and AIDS to become the seventh leading cause of death worldwide. The world now has the tools to prevent hepatitis B and cure hepatitis C. Perfect vaccination could eradicate HBV, but it would take two generations at least. In the meantime, there is no cure for the millions of people already infected. Conversely, there is no vaccine for HCV, but new direct-acting antivirals can cure 95 percent of chronic infections, though these drugs are unlikely to reach all chronically-infected people anytime soon. This report, the second of two, builds off the conclusions of the first report and outlines a strategy for hepatitis reduction over time and specific actions to achieve them.

Book excerpt: Critics of American politics have long lamented legislative stalemate as an unfortunate byproduct of divided party government, charging that it brings unnecessary conflict, delays, and ineffective policies. Although the term gridlock is said to have entered the American political lexicon after the 1980 elections, legislative stalemate is not a modern invention. Alexander Hamilton complained about it more than two centuries ago.In Stalemate, Sarah Binder examines the causes and consequences of gridlock, exploring the ways in which elections and institutions together limit the capacity of Congress and the president to make public law.Binder illuminates the historical ups and downs of policy stalemate by developing an empirical measure to assess the frequency of gridlock each Congress since World War II. Her analysis weaves together the effects of institutions and elections, and shows how both intra-branch and inter-branch conflict shape legislative performance.Binder also explores the consequences of legislative gridlock, assessing whether and to what degree it affects electoral fortunes, political ambitions, and institutional reputations of legislators and presidents alike. The results illuminate what she calls the dilemma of gridlock: Despite ample evidence of gridlocks institutional consequences, legislators lack sufficient electoral incentive to do much about it.Binder concludes that, absent a sufficient motivation for legislators to overcome the dilemma of gridlock and to redress the excesses of stalemate, legislative deadlock is likely to be a recurring and enduring feature of the landscape of national politics and policymaking.By putting conclusions about the politics of gridlock on a more sure-footed empirical basis, this systematic account will encourage scholars and political observers to rethink the causes and consequence of legislative stalemate.

Available in PDF, EPUB and Kindle. Book excerpt: Spanning most of the years of the one-party South, the public career of Virginian Claude A. Swanson, congressman, governor, senator, and secretary of the navy, extended from the second administration of Grover Cleveland into that of Franklin Roosevelt. His record, writes Henry C. Ferrell, Jr., in this definitive biography, is that of "a skillful legislative diplomat and an exceedingly wise executive encompassed in the personality of a professional politician." As a congressman, Swanson abandoned Cleveland's laissez faire doctrines to become the leading Virginia spokesman for William Jennings Bryan and the Democratic platform of 1896. His achievements as a reform governor are equaled by few Virginia chief executives. In the Senate, Swanson worked to advance the programs of Woodrow Wilson. In the 1920s, he contributed to formulation of Democratic alternatives to Republican policies. In Roosevelt's New Deal cabinet, he helped the Navy obtain favorable treatment during a decade of isolation. The warp and woof of local politics are well explicated by Ferrell to furnish insight into personalities and events that first produced, then sustained, Swan-son's electoral success. He examines Virginia educational, moral, and social reforms; disfranchisement movements; racial and class politics; and the impact of the woman's vote. And he records the growth of the Hampton Roads military-industrial complex, which Swanson brought about. In Virginia, Swanson became a dominant political figure, and Ferrell's study challenges previous interpretations of Virginia politics between 1892 and 1932 that pictured a powerful, reactionary Democratic "Organization," directed by Thomas Staples Martin and his successor Harry Flood Byrd, Sr., defeating would-be progressive reformers. A forgotten Virginia emerges here, one that reveals the pervasive role of agrarians in shaping the Old Dominion's politics and priorities.

Book excerpt: Originally published in 1940, Why England Slept was written by then-Harvard student and future American president John F. Kennedy. It was Kennedy's senior thesis that analyzed the tremendous miscalculations of the British leaders in facing Germany on the advent of World War II, and in doing so, also addressed the challenges that democracies face when confronted directly with fascist states. In Why England Slept, at the book's core, John F. Kennedy asks: Why was England so poorly prepared for the war? He provides a comprehensive analysis of the tremendous miscalculations of the British leadership when it came to dealing with Germany and leads readers into considering other questions: Was the poor state of the British army the reason Chamberlain capitulated at Munich, or were there other, less-obvious elements at work that allowed this to happen? Kennedy also looks at similarities to America's position of unpreparedness and makes astute observations about the implications involved. This re-publication of the classic book contains excerpts from the foreword to the 1940 original edition by Henry R. Luce, an American magazine magnate during that era; the foreword to the 1961 edition, also written by Luce; and a new foreword by Stephen C. Schlesinger, written in 2015.

Available in PDF, EPUB and Kindle. Book excerpt: The primary focus of Democracy in America is an analysis of why republican representative democracy has succeeded in the United States while failing in so many other places. Also, Tocqueville speculates on the future of democracy in the United States, discussing possible threats to democracy and possible dangers of democracy. These include his belief that democracy has a tendency to degenerate into "soft despotism" as well as the risk of developing a tyranny of the majority. He observes that the strong role religion played in the United States was due to its separation from the government, a separation all parties found agreeable. Tocqueville also outlines the possible excesses of passion for equality among men, foreshadowing the totalitarian states of the twentieth century as well as the severity of contemporary political correctness.
