Available in PDF, EPUB and Kindle. Book excerpt: British Malta, 1798–1835 explores the incorporation and early administration of Malta as a British protectorate, and later as a Crown colony. Few connections existed between Great Britain and Malta before 1798, but Napoleon’s Mediterranean ambitions forged a link that remained even after the expulsion of the French. Malta’s incorporation into the British Empire encountered numerous and varied challenges: a deadly plague, diplomatic rows, economic rebuilding, continual food supply obstacles, and the unique challenge of governing a long-subjugated population. The Maltese people spent the previous 228 years ruled by an anachronistic crusading order that they were barred from joining. While most sought the protection of the British government, many also strove for more Maltese autonomy and agency. This tension helped define the first three and a half decades of British rule in Malta. Reaching beyond the traditional periodization of the Napoleonic era, this book provides a broader context of the fitful growth of the British Empire. Scholars and general readers drawn to the history of Malta, the British Mediterranean, and the expansion of the British Empire will find value in this narrative history.

Available in PDF, EPUB and Kindle. Book excerpt: At the heart of this volume is a concern with exploring levels of interaction between two particular objects of study, islands on the one hand, and military orders on the other. According to Fernand Braudel, islands are, ’often brutally’, caught ’between the two opposite poles of archaism and innovation.’ What happened when these particular environments interacted with the Military Orders? The various contributions in this volume address this question from a variety of angles. 1291 was a significant year for the main military orders: uprooted from their foundations in the Holy Land, they took refuge on Cyprus and in the following years found themselves vulnerable to those who questioned the validity of their continued existence. The Teutonic Order negated this by successfully transferring their headquarters to Prussia; the Knights Templar, however, faced suppression. Meanwhile, the Knights Hospitaller conquest of Rhodes assured both their survival and independence. Islands are often, by definition, seen to be embodiments of 'insularity', of an effort to be separate, distinct, cut-off. Military Orders are, conversely, international in scope, nature and personnel, the 'first international orders of the Church', as they have often been described. Therein lies the crux of the matter: how did insular outposts and international institutions come together to forge distinct and often successful experiments? Hospitaller Rhodes and Malta still impress with their magnificent architectural heritage, but their success went beyond stone and mortar and the story of islands and military orders, as will be clearly shown in this volume, also goes beyond these two small islands. The interaction between the two levels - insulation and internationalisation - and the interstices therein, created spaces conducive to both dynamism and stability as military orders and islands adapted to each other's demands, limitations and opportunities.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a detailed examination of public service reforms in Malta. Focusing on both the trajectory and substance of the reforms, the volume provides a holistic treatment of the public sector in the European Union’s smallest member state. The book is divided into four parts. Part I covers the historical background of public service administration and management in Malta from the 1500s to the 2010s. Part II focuses on recent reforms, begun in 2013, after the election of Prime Minister Joseph Muscat. Each chapter in this part addresses a particular reform theme: transparency and accountability; civil service systems and HR management; service delivery and digitalisation; organisation and management of government reforms; policy making, coordination, and implementation. Part III investigates the internal and external impact of the reforms, reporting and analyzing the results of a survey carried out among government employees and the Maltese population. The book concludes with a chapter on global reform trends that are likely to impact public service delivery in the future. Providing an in-depth view of public service in a small island state, this volume will be useful to researchers and students interested in public sector management, administration, and public policy as well as practitioners, consultants, and government employees.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first wide-ranging account of the Maltese economy in the modern era, from colonialism to European Union membership. It sets arguments about growth and development, and the impact and legacy of colonization, against detailed histories of agriculture, manufacturing and trade, and different economic policy regimes. It is based on volumes of newly collected archival evidence and the latest thinking in economic history. By extending coverage up to the present, the book explains how one of the world's smallest nation-states achieved lasting economic development, quintupling its per capita income level since 1970, when many other postcolonial and advanced economies stagnated.

Book excerpt: Prince Bismarck's greatness as a statesman and his imperishable services to Prussia and Germany are historical facts of such tremendous significance that there is doubtless no man in existence, whatever his party affiliations, who would dare to place them in question. For this very reason alone it is stupid to accuse me of not having recognized the greatness of Prince Bismarck. The opposite is the truth. I revered and idolized him. Nor could it be otherwise. It should be borne in mind with what generation I grew up—the generation of the devotees of Bismarck. He was the creator of the German Empire, the paladin of my grandfather, and all of us considered him the greatest statesman of his day and were proud that he was a German. Bismarck was the idol in my temple, whom I worshiped. But monarchs also are human beings of flesh and blood, hence they, too, are exposed to the influences emanating from the conduct of others; therefore, looking at the matter from a human point of view, one will understand how Prince Bismarck, by his fight against me, himself destroyed, with heavy blows, the idol of which I have spoken. But my reverence for Bismarck, the great statesman, remained unaltered. While I was still Prince of Prussia I often thought to myself: "I hope that the great Chancellor will live for many years yet, since I should be safe if I could govern with him." But my reverence for the great statesman was not such as to make me take upon my own shoulders, when I became Emperor, political plans or actions of the Prince which I considered mistakes. Even the Congress of Berlin in 1878 was, to my way of thinking, a mistake, likewise the "Kulturkampf." Moreover, the constitution of the Empire was drawn up so as to fit in with Bismarck's extraordinary preponderance as a statesman; the big cuirassier boots did not fit every man. Then came the labor-protective legislation. I most deeply deplored the dispute which grew out of this, but, at that time, it was necessary for me to take the road to compromise, which has generally been my road both on domestic and foreign politics. For this reason I could not wage the open warfare against the Social Democrats which the Prince desired. Nevertheless, this quarrel about political measures cannot lessen my admiration for the greatness of Bismarck as a statesman; he remains the creator of the German Empire, and surely no one man need have done more for his country than that. Owing to the fact that the great matter of unifying the Empire was always before my eyes, I did not allow myself to be influenced by the agitations which were the commonplaces of those days. In like manner, the fact that Bismarck was called the majordomo of the Hohenzollerns could not shake my trust in the Prince, although he, perhaps, had thoughts of a political tradition for his family. As evidence of this, he felt unhappy, for instance, that his son Bill felt no interest in politics and wished to pass on his power to Herbert.
