Book excerpt: This report from the Members Estimate Committee (HCP 142, session 2008-09, ISBN 9780215525857). contains a fully revised version of the Green Book and has made proposals for a more comprehensive system of audit and assurance for Members' allowances. The Green Book which sets out the rules on Members' allowances has been thoroughly revised with the help of independent external advisers: Keith Bradford nominated by the CBI and Kay Carberry nominated by the TUC. It includes: rules intended to ensure that Members are reimbursed only for costs properly incurred in the performance of their parliamentary duties; a list of principles which are to guide Members in making claims, such as that claims must only be for expenditure which was necessary for a Member properly to perform his or her parliamentary duties, and the requirement to ensure value for money; a requirement for receipts for any item exceeding £25. The audit proposals include the following: the House's external auditor (the National Audit Office) for the first time to conduct the audit on the same basis as for any other public body, examining evidence such as receipts; the House's Internal Audit service to have the same access to evidence as the external auditor, and to give a high priority to the audit of Members' allowances; a new Operational Assurance Unit within the House's Department of Resources to advise Members, maintain standards and ensure compliance with the rules; new arrangements for handling serious instances of non-compliance identified internally (ie reporting initially to the Members Estimate Audit Committee, which has external members).

Available in PDF, EPUB and Kindle. Book excerpt: This wide-ranging study, by one of the UK's leading scholars of British politics, presents a fascinating picture of the role of the MP during the last 150 years. The author examines the various roles of Members of Parliament since the middle of last century. Backbench MPs have three major roles-a partisan role, a constituency role, and a scrutiny role. They increasingly expect and are expected to support their parties; to help constituents with individual problems and look after their collective interests; and they are expected to keep a check on the government and its policies. These roles existed 150 years ago, but the balance between them has changed. The partisan role now dominates at Westminster, the constituency role has expanded beyond all recognition, and the scrutiny role is widely seen as the poor relation. Moreover, while constituency work has been virtually hived-off as a non-partisan role, the conflict between the partisan and the scrutiny role creates a dilemma at the heart of parliamentary government.

This book was released on 2010 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Independent Parliamentary Standards Authority (IPSA) published a consultation on MPs' expenses in January 2010 (ISBN 9780108508806). After considering the responses, IPSA here sets out the new scheme for the reimbursement of expenses incurred by MPs in doing their work. Its underlying principles are based on those proposed by the Committee of Standards in Public Life (12th report, Cm. 7724, ISBN 9780101772426) with supplementary standards from IPSA. The scheme aims to be fair, workable and transparent. Transparency is critical if public confidence in Parliament is to be restored, and this underlies the basing of the scheme on expenses rather than on an allowances based system. Expenses will be reimbursed on presentation of a receipt or other evidence of expenditure. Chapters cover: process for making claims; process for the determination and review of claims; general conditions; accommodation expenses; London area living payment; travel and subsistence expenses; staffing expenditure; constituency office rental expenditure; general administrative expenditure; winding-up expenses; miscellaneous expenses. The new scheme is to be operational for the new Parliament following the forthcoming general election.

Book Synopsis Review of Parliamentary Pay and Pensions by : John Baker

Download or read book Review of Parliamentary Pay and Pensions written by John Baker and published by The Stationery Office. This book was released on 2008 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government asked Sir John Baker to review the options for determining MPs' remuneration and to identify an independent mechanism for doing so in future. This followed a Senior Salaries Review Body report on parliamentary pay (2008, Cm. 7270, ISBN 9780101727020). Sir John recommends that the current Senior Salaries Review Body should become the independent body which determines MPs' pay, conduct reviews every four years or so. Consideration should be given to securing its independence by Government undertaking or statute. Pay should be uprated annually by the three month average Public Sector Average Earnings Index on 1 April, using the published PSAEI figure for January of that year. MPs' salary with effect from 1 April 2008 should be £64,634 (an increase of 3.5 per cent plus £650 - this latter sum being that identified in the SSRB report to start bringing the pay into line with the earnings of the public sector comparators). The salary should increase again by the PSAEI annual percentage plus £650 on 1 April 2009 and again on 1 April 2010, thereafter by the PSAEI annual percentage. The independent body should consider MPs' pension arrangements bearing in mind the unusual career pattern of MPs and the evolution of pensions in the public sector and the wider economy. The London supplement for London MPs should be increased to £3,623 with effect from 1 April 2008. Sir John is concerned that the new mechanism achieves the support and trust of MPs, Government and the public. His recommendations are a balanced package which removes the need for MPs to vote on their own pay. He offers alternative pay progression and periodic realignment options should MPS feel the suggested increases are presentationally and politically difficult to accept in the current economic climate.

It also covers the latest developments in the legislative process, party discipline and rebellion, the procedure of both Houses, select committee work, and the relationship between Parliament and the European Union. All statistics and examples have been fully updated.
