Thus far, however, blended finance has not reached scale in the water and sanitation sector. A greater evidence base is needed to better understand the current applications as well as the potential of blended models in the water and sanitation sector. This publication takes a commercial investment perspective and provides insights into three subsectors: (1) water and sanitation utilities, (2) small-scale off-grid sanitation and (3) multi-purpose water infrastructure and landscape-based approaches. The publication draws out recommendations for policy makers and practitioners to apply and scale innovative blended finance approaches where most appropriate.

Book excerpt: Expectations are high regarding the potential benefits of public-private partnerships (PPPs) for infrastructure development in low-income countries. The development community, led by the G20, the United Nations, and others, expects these partnerships between goverments and private companies in infrastructure service provision to aid "transformational" mega-projects, as well as efforts to achieve the Sustainable Development Goals. Yet PPPs have been widely used only since the 1990s, and discussion of their efficacy is still dominated by best-practice guidance, academic studies that focus on developed countries, or ideological criticism. Meanwhile, practitioners have quietly accumulated a large body of empirical evidence on the actual performance of PPPs. The purpose of this book is to summarize and consolidate what this critical mass of evidence-based research indicates about PPPs in low-income countries, and thereby develop a more realistic perspective on the practical value of these mechanisms. With a primary focus on Sub-Saharan Africa, though drawing on critical insights from other regions, it demonstrates that the benefits of such partnerships will only be realised if expectations remain modest and projects are subject to transparent evaluation and competition.

Where will this money to fund public water services come from? One option is public banks. These state-owned institutions constitute just under 20% of global banking assets, holding close to $50 trillion in assets. Many public banks have explicit mandates to finance public water management and related public goods, and they have been doing so for decades. And yet, despite a resurgence of interest in public banks, their roles and potential in funding public water services have been largely ignored by researchers and policy makers. This book aims to measure the scale and nature of interactions between public banks and public water operators in the European region; identify challenges and opportunities for deeper engagement between public banks and public water operators; recognize promising practices and how these might be transferred elsewhere in the world; and assess possibilities for more democratic forms of public bank and public water interactions.
