El segon capítol resumeix la crítica espanyola sobre les obres de Hemingway. Es fa atenció especial a les ressenyes anticipades que es publicaren a Espanya abans que els seus llibres apareguessen en el país. Cinc dels set capítols d’aquest llibre són resultat de la recerca que s’ha dut a terme en l’Arxiu General de l’Administració d’Alcalá de Henares. El tercer capítol és un resum dels expedients compilats pels censors espanyols sobre les obres de l’escriptor publicades a Espanya durant el règim de Franco. El quart comenta l’expedient que els censors franquistes van reunir sobre el llibre «Hemingway, entre la vida y la muerte», de l’autor espanyol José Luis Castillo-Puche. Aquest capítol demostra com els censors controlaren la crítica sobre Hemingway, a més de censurar els llibres de l’escriptor. El cinquè capítol reprodueix i comenta la correspondència sobre el film «Per a qui toquen les campanes» enviada entre l’ambaixador d’Espanya a Washington i els cònsols espanyols als Estats Units. El sisè capítol publica i comenta la correspondència sobre el film «Les neus del Kilimanjaro» enviada entre els diplomàtics espanyols destinats als Estats Units. El setè estudia l’expedient compilat sobre Gustavo Durán, amic de Hemingway durant la Guerra Civil i personatge de la novel·la «Per a qui toquen les campanes». Aquest expedient aporta una nova interpretació de les al·lusions al poble d’Usera en la novel·la de Hemingway.

However, as environmental awareness has become more generalized, the forms of expression of environmental concern have changed. Established environmental movement organizations have become embedded in policy networks, but, in some countries, there has been a resurgence of environmental radicalism. New groups, adopting innovative tactics, have mounted spectacular and disruptive protests. These developments pose interesting questions for social scientists and policy-makers. Has the institutionalization of established environmental organizations demobilized their supporters and reduced them to a passive, credit-card waving 'conscience' constituency? Has direct participation in environmental protest become the specialized activity of smaller numbers of people? Has there been a decline in the total volume of environmental protest, or is it merely that the forms of protest have changed? Have the protest repertoires of established groups moderated over time, or have they been stimulated by the emergence of more radical groups to adopt more challenging tactics? Has environmental protest become more confrontational? Do protests employ different repertoires of action according to the issues at stake? How does the incidence of protest vary over time and from one country to another? Is there evidence of a Europeanization of either the issues or the forms of environmental protest? These are some of the questions this volume addresses. Problems vary from water scarcity and a degrading water quality, to floods and a rising sea level due to climate change. The European Union adopted a Water Framework Directive to improve the sustainability of water management in its member states. Water management should be coordinated at the level of river basins as a whole. Interests of various user groups should be better represented. River basin visions should take into account the impact of all human activities on the status of the resource. Water legislation needs streamlining and more focus on its implementation. The European Union advocates regulating water prices by charging the costs of water services on the basis of full cost recovery and the polluter pays principle. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. This book is followed by another volume published with Kluwer Academic Publishers on "Integrated Governance and Water Basin Management", edited by Hans Bressers and Stefan Kuks.

In these circumstances, water markets offer developed countries a form of regulatory response capable of overcoming many of the shortcomings of current water management. The debate on water markets is, however, a polarized one. This is mostly a result of the misunderstanding of the roles played by governments in water markets. Proponents mistakenly portrayed them as leaving governments, for the most part, out of the picture. Opponents, in turn, understand commodification of water and administration by public agencies as incompatible. Casado Pérez argues that both sides of the debate overlook that water markets require a deeper and more varied governmental intervention than markets for other goods. Drawing on economic theories of regulation based on market failure, she explains the different roles governments should play to ensure a well-functioning water market, and concludes that only the visible hand of governments can ensure the success of water markets. Casado Pérez proves her case by examining case studies of California and Spain to assess the success of their water markets. She explores why water markets were more extensively institutionalized in California than in Spain in the first ten years since their introduction and how the role of governments in each case study impacted water market operation. This unique analysis of governmental roles in water markets, alongside qualitative studies of California and Spain, offers valuable guidance to understand environmental markets and to face the challenges presented by water management in regions with periodical droughts.
