Available in PDF, EPUB and Kindle. Book excerpt: This report to Congress, Measuring Stability and Security in Iraq, includes specific performance indicators and measures of progress toward political, economic, and security stability in Iraq, as directed by legislation. This is the twentieth report in this series of quarterly reports. The most recent report was submitted in May 2010. As a consequence of the movement of U.S. combat forces out of Iraqi cities on June 30, 2009, the United States has reduced visibility and ability to verify Iraqi reports. Without a robust U.S. presence, United States Forces-Iraq (USF-I) metrics include host nation reports that are not independently verifiable. The overall trends between U.S. force data and host nation data are very close, but some values may differ. Current charts show a combination of U.S. and host-nation reported data. The combination of these reports causes baseline numbers to increase, making it difficult to compare these charts with those from previous publications of this report. Each slide is annotated to indicate the types of reports included. Political, rule of law, economic and energy, and security trends in Iraq continued to improve this period, but progress was limited as the Iraqis remain focused on forming the government following a successful election. The ISF have executed their security responsibilities extremely well, maintaining historically low levels of security incidents. All operations are conducted by, with, and through the ISF, while U.S. Forces continue to advise, train, assist, and equip the ISF to improve their capabilities and capacity. Meanwhile, USF-I is on track to complete the transition to stability operations by September 1, 2010. The ongoing implementation of the SFA this reporting period sets the stage for long-term cooperative efforts as Iraq develops into a sovereign, stable, self-reliant partner in the region and as the United States transitions roles and responsibilities from U.S. Forces to the GoI, the U.S. Embassy Baghdad, and other non-USF-I entities. The tentative resumption of foreign investment is an indicator that the continued reductions in overall violence have provided Iraqis an environment where political and economic development can occur. In spite of progress this period, challenges remain. Violent extremist networks, while significantly degraded, are still able to execute attacks. Tensions will remain high until the government is seated. Iraq remains fragile, primarily because many underlying sources of political instability have yet to be resolved. Once the new government is formed, it will need to continue to build legitimacy through the provision of basic services and improved security for the Iraqi people, the formulation of a solid plan for long-term economic growth and employment, and the creation of enduring solutions to lingering political, ethnic, and sectarian disputes.

Book excerpt: Iraq and the US face a critical transition during the period through 2011 and beyond. There is still a war to finish, but this is only part of the challenge both countries face. No one can be certain whether Iraq can achieve a stable level of political accommodation to deal with its internal problems. Iran seeks to expand it's influence, and Turkey will not tolerate a sanctuary for hostile Kurdish movements like the PKK. Arab support for Iraq remains weak, and Iraq's Arab neighbors fear both Shi'ite dominance and what that could mean in terms of Iran's role in Syria and Lebanon as well as Iraq. Even if it moves forward towards stability and political accommodation and largely ends the insurgency, it will be extremely difficult for Iraq to develop all of the security capabilities it needs for even the counterinsurgency mission before the full US withdrawal scheduled to take place by the end of 2011. This could force the US to hand over responsibility to the Iraqi Security Forces before these forces are fully able to do the job. It could also force the US to withdraw prematurely the US trainers and partner units that the IRS needs to secure the country and defend it from any threat from it's neighbors. ... Dealing with these issues will be a critical priority for the US for at least half a decade to come.

Book excerpt: Operation Iraqi Freedom (OIF), the U.S.-led coalition military operation in Iraq, was launched on March 20, 2003, with the goal of removing Saddam Hussein¿s regime and destroying its ability to use weapons of mass destruction. The focus of OIF has shifted from regime removal to helping the Gov¿t. of Iraq improve security, establish a system of governance, and foster economic development. This report addresses these policy issues: Identifying how U.S. national interests and strategic objectives, in Iraq and the region, should guide further U.S. engagement; Monitoring and evaluating the impact of the changes in the U.S. presence and role in Iraq; and Laying the groundwork for a traditional bilateral relationship. Book excerpt: If Iraq and the United States are to win the war in any meaningful and lasting sense, they must translate the Strategic Agreement they signed in November 2008 into a lasting and functional strategic partnership. In the process, the United States must put Iraq firmly in the lead, but sustain the kind of aid and advice that will help Iraq make further progress in political accommodation, the quality of governance, economic development, and security. The CSIS Burke Chair in Strategy conducted a detailed analysis of the current situation in Iraq, the challenges Iraq faces, and the actions the United States needs to take to help Iraq meet those challenges. Its report provides a detailed risk assessment of current and potential levels of violence in Iraq. It addresses the levels of political accommodation and stability and the problems Iraq still faces in the aftermath of the national election. It also addresses the opportunities and problems in developing Iraq's petroleum sector; investment and development issues in other sectors, the problems in the Iraqi budget forecasts, and progress in Iraqi reconstruction. It evaluates the need for continued economic aid and advice and describes U.S. options for extending such assistance. The concluding section examines progress in creating Iraqi military and police forces. It examines the role the United States can play in helping Iraq further develop such forces and analyzes what a strategic partnership, based on the Strategic Agreement, should mean.

Book excerpt: Development in Iraq¿s oil and natural gas sector is proceeding, in spite of continuing delays in agreeing to hydrocarbon sector and revenue sharing legislation to define new terms for the mgmt. of the country¿s significant oil and natural gas resources. Both the Bush Admin. and the 110th Congress considered the passage of oil and gas sector framework and revenue sharing legislation as important benchmarks that would indicate the Iraqi government¿s commitment to promoting political reconciliation and providing a solid foundation for long term economic development in Iraq. This report reviews policy proposals and interim contracts, analyzes the positions of various Iraqi political actors, and discusses potential implications for U.S. foreign policy goals in Iraq. Book excerpt: Author, radio commentator, and sometime US government agent, Cordesman (Center for Strategic and International Studies) argues that the US must construct Iraqi military, security, and police forces as an essential element of nation-building and stability, and presents a program for doing so. Most of the book is analysis of the planning and execution of the 2003 US invasion of Iraq and the subsequent occupation and resistance to it. Then he looks at The Iraqi View, the evolving nature of the conflict and the risk of sectarian and ethnic conflict, before laying out his own ideas in the final chapter.

Book excerpt: U.S. withdrawal could affect Iraq's internal security and stability, which could, in turn, affect U.S. strategic interests and the safety of U.S. troops and civilians in Iraq. U.S. policy-makers need a dynamic analytic framework with which to examine the shifting motivations and capabilities of the actors that affect Iraq's security. Within this framework, the United States should be able to contribute to continued strengthening of the internal security and stability of Iraq even as it withdraws its forces.

Book excerpt: The United States seeks an Iraq that is sovereign, stable, and self-reliant; an Iraqi Government that is just, representative, and accountable; neither a safe haven for, nor sponsor of, terrorism; integrated into the global economy; and a long-term partner contributing to regional peace and security. The United States is pursuing this goal along political, security, economic, diplomatic, and rule of law lines of operation. In 2009, the war in Iraq appears to be winding down, as security gains made since the height of the insurgency in 2006 and 2007 continue to be sustained, and as Iraqis increasingly seek management of their own affairs. A new U.S.-Iraqi Security Agreement that went into effect on January 1, which confirmed the Iraqi's responsibility for their own security, introduced a new era in Operation Iraqi Freedom, and in U.S.-Iraqi bilateral relations. This book measures the stability and security in Iraq today, and looks at the strategies, approaches, results and "winding down" of military involvement of Operation Iraqi Freedom. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.
